About this file

This document is Appendix D to a federal contract specification for the installation of one (1) Rider Reach at Pittsburgh Air National Guard Base (ANGB), Pennsylvania, Building 110. The appendix establishes minimum performance, design, fabrication, installation, and test requirements for the equipment, with work to be completed in accordance with Air Force Drawing NPT501-01 and the Cover Purchase Description (PD).

The Rider Reach must conform to ANSI B56.1 standards and interface with existing pallet rack and cantilever systems. Key technical specifications include: 3,000-pound rated load capacity at 24-inch load centers; 24V lead acid battery with minimum 8-hour operating time; 14-foot lift height to fork tops; 48-inch fork length; standing operator type; minimum 5 MPH travel speed unloaded and 3 MPH loaded; minimum 50 ft/min raising speed and maximum 95 ft/min lowering speed with rated load; 24-inch minimum reach distance; and non-marking wheels enabling operation within 6-foot aisles with 48x48-inch pallets. The equipment must include mechanical/electrical braking on caster and drive wheels, an on-board charger compatible with 110-volt, 240-volt, or 208-volt power sources (NEMA IB 6-83 compliant), and safety features including dead man brake, overload protection (110% capacity limit), hour meter, battery charge indicator, red/amber flashing lights, horn, working spotlight, operator compartment fan and light. The contractor must provide operator training per ANSI B56.1 standards. Quality assurance includes system inspections and four comprehensive tests covering battery endurance, dead man brake functionality, overload protection, and lift limit switch operation with override capability.

1. SCOPE

This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for one (1) Rider Reach at Pittsburgh ANGB, Building 110. The work shall be completed in accordance with this appendix Cover Purchase Description (PD), and Air Force (AF) Drawings NPT501-01. This appendix is intended to cover all equipment, materials, and labor necessary to complete installation of the system.

2. APPLICABLE DOCUMENTS

Applicable documents shall be in accordance with Section 2 of the Cover PD.

3. REQUIREMENTS

3.1. SYSTEM DESCRIPTION

**Conform to ANSI B56.1.

The rider reaches shall interface with the pallet rack and cantilever installed according to AF Drawing NPT501-01.

3.2. CHARACTERISTICS

Rider Reaches shall conform to the following requirements.

3.2.1. REQUIREMENTS

• General Requirements o Minimum Rated Load Capacity: 3,000 pounds at 24-inch load centers o Minimum Power: 24V o Minimum Operating time: 8 hour o Battery Type: Lead Acid o Operator Type: Standing o Lift Height: 14 feet to top of forks o Maximum Collapsed Height: 10 feet o Fork Dimensions: 48 inch length o Minimum Travel Speed: 5 MPH with no load o Minimum travel speed with rated load: 3 MPH o Minimum Raising Speed: 50 ft/min with rated load o Maximum Lowering Speed: 95 ft/min with rated load o Load Stability: No jerky movements that would displace load

• Braking System o Type: Mechanical and/or Electrical o Braking Application: Caster and Drive

Pittsburgh ANGB – Appendix D – Page 2

• Operational Capabilities o Minimum Reach Distance: 24 inches o Minimum Tilt: 5 degrees up and 2 degrees down o Minimum Side Shift: +/- 2 inches from center o Wheel Type: Non-marking wheels o Aisle Operation: Must be able to operate with a 48 x 48-inch pallet within 6 foot aisles o Speed Control: Capable of plugging, slowing speed by reversing the speed control

• Safety Features & Indicators o Hour indicator o Battery charge indicator o Highly visible red/amber flashing lights o Horn o Working spotlight o Operator compartment fan and light o Dead Man Brake o Overload protection to prevent lifting loads greater than 110% of the rated capacity

• Charging Requirements o On-board charger shall be compatible with a 110-volt, 240-volt, or 208-volt power source. (Check with on-base POC for power source.)

o Chargers shall comply with NEMA IB 6-83 standards.

• Training o Training shall be provided in accordance with ANSI B56.1 standards.

4. QUALITY ASSURANCE PROVISIONS

4.1 INSPECTIONS

The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the Cover PD. These inspections shall be completed as part of the system checkout test and again as a part of the quality conformance test.

4.2 TESTS.

The following tests shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test. Additional tests may be performed to ensure compliance with all requirements in this appendix and Cover PD.

No. Description Result

Pittsburgh ANGB – Appendix D – Page 3

1. The rider reach shall be tested for four hours as registered by the hour meter. It shall have a fully charged battery before testing begins. The rider reach shall be tested while carrying a maximum load and shall be driven down all aisles of the rack system. The rider reach fails the test if it is not capable of interfacing with each shelving position in the system.

☐ Pass ☐ Fail

2. The operator shall attempt to activate the rider reach while not standing on the deadman brake. If the rider reach activates either vertically or horizontally the rider reach fails the test.

☐ Pass ☐ Fail

3. The rider reach shall be loaded with a pallet load in excess of 3,300 pounds. An operator shall attempt to lift the load. If the rider reach can lift the load, and the overload valve does not open, then the rider reach fails the test.

☐ Pass ☐ Fail

4. The rider reach shall be raised until the lift limit switch stops vertical travel. The operator shall attempt to move the rider reach in the horizontal direction. The operator shall use the override button to lift above the limit switch setting to full lift height. The rider reach fails the test if the limit switch does not stop the vertical travel or if the rider reach is able to move horizontally at or above the limit switch setting. The rider reach also fails the test if the operator is not able to override the limit switch and raise the rider reach to full lift height.

☐ Pass ☐ Fail
