About this file

This is a Cover Purchase Description (PD) for a storage aid system to be installed at Pittsburgh Air National Guard Base (ANGB) in Building 110, Pennsylvania, prepared by the Air Force Logistics Management Center under contract number FA860426RB011, with an effective date of March 19, 2026.

The PD establishes comprehensive performance, design, fabrication, installation, and test requirements for an integrated storage aid system comprising five major components: a mezzanine, pallet rack, mobile storage system, rider reach equipment, and support equipment. The contractor must design and install the complete system in accordance with the PD and Air Force Drawings NPT501-01 and NPT501-02, including all equipment, materials, labor, testing, and on-the-job instruction to Government personnel. Design standards require 30-year service life for static components and 15-year life for moving components; operation across 0-120 degrees Fahrenheit with up to 99 percent relative humidity; use of standard commercial components available for at least one year; compliance with seismic design standards per International Building Code and UFC 3-310-04; and noise levels not exceeding 85 dB(A) per AFOSH 48-20. All materials must meet stringent corrosion protection requirements through painting, plating, or galvanizing; electrical work must conform to NFPA 70 and UFC 3-520-01; welding must comply with AWS standards; and all safety requirements must meet OSHA standards, ANSI B11.19 for moving parts protection, and include appropriate placards and guards. The contractor must provide shop drawings, equipment manuals, as-built drawings, spare parts lists (with one-year maintenance supply), system checkout certificates, and monthly management reports; conduct system operator and maintenance orientation training for approximately 6 personnel per building; and complete three acceptance tests—system checkout test, quality conformance test, and 30-day reliability demonstration test—before Government acceptance. A one-year warranty from final acceptance covering all equipment defects and workmanship is required, with the contractor responsible for all transportation and correction costs.
