This is a Notice of Intent to Award issued by the Alaska Court System for the Palmer Courthouse Expansion Construction project (PAL-C-26-0003). The Alaska Court System intends to award the contract to YH Constructors, Inc., based on a Request for Proposal dated April 24, 2026. The project encompasses a comprehensive renovation and expansion of the Palmer Courthouse, including four construction phases: renovation of the Palmer State Office Building basement for a Grand Jury Room and staff offices, construction of a new modular structure housing a Jury Assembly Room for 70 occupants, renovation of existing spaces into a new District Courtroom with chambers and two hybrid courtrooms, and renovation of offices into Superior Court Chamber Space. The work includes architectural, structural, mechanical, electrical, plumbing, fire protection systems, interior finishes, millwork, and stormwater management infrastructure. A mandatory pre-bid meeting and site inspection was held on May 6, 2026, at 10:30 AM at the Palmer Courthouse, with the sealed bid submission deadline of May 25, 2026, at 10:00 AM. On-site work was required to commence no later than August 15, 2026, with substantial completion within 6.5 months and final completion by October 31, 2027. The protest deadline for this notice of intent to award is June 12, 2026.

The estimated contract value is $4,950,000.00 for the base bid and all associated alternates, with all invoicing to be completed prior to June 30, 2027. The contractor must perform at least 10 percent of total work with direct employees and comply with Alaska Davis-Bacon wage requirements. Required insurance includes minimum general liability of $500,000 per occurrence and $1,000,000 aggregate, workers' compensation, automobile liability of $1,000,000, and builder's risk insurance. Performance and payment bonds equal to 100 percent of the contract amount and bid security of 5 percent of the total bid amount are mandatory. Alaska bidders may claim preferences up to 5 percent over the lowest non-resident bid, with additional preferences available for Alaskans with disabilities (10 percent), employment programs (15 percent), Alaska veterans (5 percent not to exceed $5,000), Alaska products, and recycled products. Special conditions require the contractor to maintain continuous courthouse operations throughout construction, implement enhanced indoor air quality protection including dust-tight temporary partitions and negative air containment, comply with courthouse security procedures, and obtain written approval for work requiring temporary closure of court-related spaces.
