About this file

This is a Pre-bid Meeting Attendee List for the Alaska Court System's Palmer Courthouse Expansion Construction project. The mandatory pre-bid meeting was held on May 6, 2026, at 10:30 AM at the Palmer Courthouse, with sealed bids due on May 25, 2026 (or May 27, 2026 per an alternate date listed) at 10:00 AM. The project scope encompasses renovation and expansion of the Palmer Courthouse, including renovation of the basement to create a Grand Jury Room and staff offices, construction of a new modular structure for a Jury Assembly Room, renovation of existing spaces into courtrooms, and Superior Court Chamber Space modifications. The contractor questions deadline was set for 10 calendar days prior to bid submission, with on-site work to commence no later than August 15, 2026, substantial completion required within 6.5 months of commencement, and final completion due by October 31, 2027. Forty-seven companies and individuals representing general contractors, mechanical specialists, electrical contractors, painting firms, concrete services, and specialized trade contractors attended the pre-bid meeting, including major firms such as Criterion General, Siemens, H. Watt/HWAIT, and numerous Alaska-based construction companies.

The estimated contract value is $4,950,000.00 for the base bid and all associated alternates, with all invoicing to be completed prior to June 30, 2027. The project requires performance and payment bonds equal to 100 percent of the contract amount and bid security of 5 percent of the total bid amount. Required insurance includes minimum general liability of $500,000 per occurrence and $1,000,000 aggregate, workers' compensation, automobile liability of $1,000,000, and builder's risk insurance. Alaska bidders may claim preferences up to 5 percent over the lowest non-resident bid if they meet residency and business licensing requirements, with additional preferences available for Alaskans with disabilities (10 percent), employment programs (15 percent), Alaska veterans (5 percent not to exceed $5,000), Alaska products, and recycled products. The contractor must perform at least 10 percent of total work with direct employees and comply with Alaska Davis-Bacon wage requirements. Special conditions require maintenance of continuous courthouse operations, enhanced indoor air quality protection with dust-tight temporary partitions, compliance with courthouse security procedures including background checks, and minimum 14 calendar days' advance written approval for any work requiring temporary closure of court-related spaces.
