About this file
This is a Project Manual for the Palmer Courthouse Renovation & Expansion project prepared for the Alaska Court System, containing 100% Construction Documents dated February 19, 2026. The project involves comprehensive renovation and expansion work at the Palmer Courthouse located at 515 East Dahlia Avenue, Palmer, AK 99645. The specifications document encompasses all construction divisions including procurement and contracting requirements, general requirements, concrete, masonry, metals, wood construction, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, and utilities. A mandatory pre-bid meeting and site inspection is scheduled for Wednesday, May 6, 2026 at 10:30 AM in the courthouse lobby at 435 S. Denali Street, Palmer, AK 99645. The deadline for contractor questions is 10 calendar days prior to the bid submission date, with sealed bids due on Monday, May 25, 2026 at 10:00 AM. Bids should be submitted to Alaska Court System, Attn: Sam Duke, Facilities Deputy Director, 820 W. 4th Avenue, Anchorage, AK 99501.
The specification documents establish comprehensive quality assurance, submitting, and execution requirements for all mechanical, plumbing, fire protection, and HVAC systems. Payment procedures include a schedule of values with separate costs for principal items, applications for payment with supporting documentation and lien waivers, and initial project costs to be submitted within 30 days of Notice to Proceed. The project specifies single-source manufacturers for critical systems including motors, variable frequency drives, and control components, with warranty periods ranging from one year minimum to five years for specific equipment. All work must comply with applicable Alaska building codes, NFPA standards, ASHRAE requirements, and other referenced industry standards. The specifications require that all mechanical system installation be completed by qualified contractors with minimum documented experience, include commissioning and testing procedures, and maintain comprehensive operation and maintenance documentation for the Owner upon project completion.
