The procurement solicits bids for comprehensive boiler maintenance and repair services covering five county facilities: the Detention Campus, Medical Examiner, Animal Services, Gulf Coast Museum of Art, and Vet Tech facility. The scope of work requires a single contractor to perform four scheduled inspections per boiler annually, consisting of one major annual inspection and three minor quarterly safety inspections conducted during normal business hours (Monday-Friday, 7:00 A.M. to 3:30 P.M.). Major annual inspections include opening and cleaning fireside and waterside components, repairing refractory, resealing with new gaskets, servicing burner assemblies, conducting flue gas analysis, and testing operating and safety controls. Quarterly minor inspections focus on burner assembly removal and inspection, stack gas analysis, control verification, and boiler room log reviews. Proposals must be submitted electronically via OpenGov by January 15, 2026 at 3:00 p.m., with a question submission deadline of January 6, 2026. The contract term is five years with annual price adjustments limited to the lesser of the Consumer Price Index or 5 percent.
Contractors must possess Florida corporate registration, appropriate state licensing for boiler maintenance, and capability to provide 24/7 emergency response with a four-hour reaction time. Insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence), Business Automobile Liability ($1,000,000 per accident), Excess/Umbrella Liability ($2,000,000), and Pollution Legal/Environmental Liability ($2,000,000 per claim). Personnel must undergo background checks and security clearance through the Pinellas County Sheriff's Office prior to work commencement. Replacement parts will be reimbursed at list price minus a contractor-submitted discount, with a projected annual parts spend of $50,000 and a total five-year contract value estimated at approximately $506,600. Bidders must provide at least four customer references demonstrating capability to perform similar services.
