About this file
This is a Fiscal Review document for a new contract awarded to Thermal Tech Inc by the CPM Department (likely Facilities/Building Management) in Florida for Boiler Maintenance and Repair services under Contract Number 190-0288-B. The contract has a five-year term and requires the vendor to provide four scheduled inspections per boiler annually, consisting of one major annual inspection and three minor quarterly safety inspections performed at three-month intervals beginning at the contract start date. The inspections are to be conducted at the discretion of the vendor regarding the timing of the major inspection. The CPM Department actively utilizes this contract on a quarterly and annual basis for facility maintenance operations.
The total contract value is $506,600 with an estimated annual expenditure of $101,320. The contract is currently budgeted within the CPM Department Operating Budget for FY26 at $135,041.35, distributed across routine and preventative maintenance ($88,320), projected and as-needed repairs ($43,726), and operating supplies ($2,995.35). While the contract modification is not fully consistent with the FY26 Adopted Budget, it will align with the FY27 Budget submitted in March 2026. As of September 30, 2025, expenditures with this vendor totaled $29,781.38, compared to $68,421.12 in FY24. Any budgetary overages will be absorbed by the department or addressed through budget amendment. Funding is allocated across multiple account strings within the facility maintenance operating budget.

9. Analysis (annual impact based on new contract / contract modification date)
· The fiscal impact of this new contract is an overall cost of $506,600 and a YoY cost increase of $100,000 / $101,320. Due to the timing of this modification (which will affect FY26 forward) this item IS NOT consistent with the FY26 Adopted Budget for preventative maintenance but WILL BE consistent with CPM’s FY27 Budget, once submitted in March 2026. However, as of 9/30/25, the costs associated with this vendor for preventative maintenance for boiler inspections only totaled $29,781.38. In FY24, the final costs associated with this vendor totaled $68,421.12. Any overages would be absorbed by the department or addressed via a budget amendment.
