Questions on Request for Proposal NNJ16591116R
1) Reference: BD-SEB-17-015_-_CMC3_-_Final_RFP_ltr_to_Offerors.pdf Question: The cover letter states “Enclosed with this letter is a Document Change Log which documents notable changes made to the RFP since the release of the Draft RFP. “ Can the government clarify if this sentence refers to an enclosure that was omitted with the letter release or if the “Document Change Log” is one and the same as the section just above this sentence within the cover letter entitled “NOTEWORTHY DIFFERENCES (Draft RFP vs. RFP)”? If the former, would the government please provide a copy of the enclosure?
Answer: The CMC3 Document Change Log DRFP to RFP 2-21-17 has been posted.
2) Reference CMC3 DRFP QA answers to questions 10 and 32
10
L.17.e para.2
Please clarify the requested information for the past 5 years is for each contract cited in Volume II Past Performance.
Yes. This information is required for each contract cited in past performance.
Please clarify “Offerors” as it is used in Section L.17(e). Is the environmental, safety & health and insurance data requested of only the Prime contractor or the Prime contractor and all major subcontractors?
Per L.17 (e), the same information shall be provided for each company proposed (including Joint Venture and Prime/Subcontractors).
Question: The answers provided by the government to Questions 10 and 32 seem to provide conflicting answers regarding who is required to provide the Environmental Data, Safety & Health Data and “A letter from the insurance carrier…” information requested in instruction L.17(e). Question 10 states that the performance data is required for each contract cited in Past Performance. Contracts cited in Past Performance would only be from the Prime and any major subcontractors; therefore, this implies that the performance data would only be required from the Prime and any major subcontractors.
The answer to Question 32 states that for a team that is not a JV, the performance data is required from every company on the team (Prime/Subcontractors), instead of only from the Prime and major subcontractors. In addition to the Prime contractor, would the government please clarify if the performance data requested in instruction L.17(e) is required from all subcontractors on the team or only the major subcontractors who have provided Past Performance citations?
Answer: Past performance data is required as stated in L.17: “Offerors, including joint ventures, and major subcontractors (a company that performs $35,000,000 or more of the estimated total cost for the contract Period of Performance) shall each provide information on up to five past contracts (subject to the page limitation constraints). Offerors with no past performance experience shall so state.”
