Workbook Instructions
The Government intends to use a personal computer with Microsoft Excel to aid in the evaluation of the cost proposal. The workbook/file must be automated to the greatest extent possible. All formulas used in the workbook must be clearly visible in the individual cells and verifiable. Whereas linking among the spreadsheets within the workbook may be necessary; the use of external links (source data not provided to NASA) of any kind is prohibited. The workbook must contain no macros or hidden cells.
The EPM and all its associated workbooks shall not be locked/protected or secured by passwords.
When multiple versions of the same template are required, then submit the multiple templates inside one worksheet stacked vertically. For example, if the FBR is required for each year of a five year contract then five vertically stacked templates will be submitted under a tab titled FBR under workbook xxxxxx-Company Name.xls
All electronic file/workbook names included in the Offeror’s proposal shall begin with the appropriate workbook acronym, hyphen, followed by the first three letters of the Offeror’s company name. For example: Assume the Offeror’s company name is ABC Company and the Offeror have completed the xxxxxx workbook; the workbook/file name would be xxxxxx-ABC.xls. Offerors shall use the Template acronyms below in naming individual worksheets/tabs within an Excel file/workbook:

RFP - NNJxxxxxxx &"Arial,Bold"Technical Resources Template (TRT)-CF Cost Reimbursable &"Arial,Bold"Attachment Lxx
This template is required by the prime Offeror only. This template is required for each Statement of Work area identified as completion form core effort. The template is designed to identify and summarize by lowest level SOW paragraphs all of the proposed labor and non-labor resources for CY 1. These templates require labor resources identification in WYEs by SLC. The TRT include columns that correspond to the lowest SOW paragraphs. A separate TRT template for ISS Core and Orion Core is required for each contract core type. There are two vertically stacked templates in this worksheet tab to facilitate this (the boxes at the top section of each template are provided so that Offerors can identify the ISS Core vs the Orion Core templates).

TRST-Core Instructions
Incumbent Retention %
Offerors are required to provide the percent of incumbent workforce they intend to retain by SLC (for the ISS Core and ORION Core work).
WYE Resources Basis
Offerors are required to fill in their assumed staffing level prior to implementation of any efficiencies that result from the application of the Offeror’s technical and management approach. The Offeror shall provide rationale, detailed narrative, and validation of their resources basis in Volume I, Mission Suitability (for the ISS Core and Orion Core).
Proposed WYEs with Efficiencies
If efficiencies are proposed, the Offeror shall include all proposed labor resources after implementation of efficiencies resulting from its technical and management approach to satisfying the SOW requirements (for the ISS Core and Orion Core). The Offeror shall also provide an integrated discussion including rationale, detailed narrative, and validation of their resources with the proposed efficiencies implemented as part of their responses in Volume I, Mission Suitability. Sufficient detail to allow a thorough Government understanding and analysis of the proposed efficiency must be provided. The Offeror’s proposal must present a clear and consistent description of what is being proposed across all sections.
If no efficiences are proposed, the number of WYEs proposed in the "WYE Resources Basis" column is to be identical to the "Proposed WYEs with Efficiencies" column.
Delta from Resources Basis These columns are automated and designed to calculate deltas between the labor resources identified both prior to the implementation of any proposed efficiencies and after the implementation of proposed efficiencies for Contract Year (CY) 1 -CY7 (for the ISS Core and Orion Core). These deltas must be fully justified in accordance with the instructions for the “BOE” paragraph in Volume I – Mission Suitability.
IMPORTANT NOTE: Efficiencies are allowed across all contract years. However, all deltas must be fully justified in accordance with the instructions for the "BOE" paragraph in Volume I-Mission Suitability.
Reference This column shall be used by the Offerors to refer the NASA evaluators to the specific Volume I, Mission Suitability “BOE” paragraph which provides the analysis of the efficiency resulting in the resource delta(s). The NASA evaluators will compare all “BOE” paragraphs to proposed resources for equivalence and to ensure all parts of the proposal reconcile.
NLR Resources Basis
The bottom of the template addresses Non-Labor Resources (NLRs) costs. All NLR costs are plug numbers, with the exception of Travel costs. Offerors shall not change the NLR cost plug numbers for CY1-CY7. The NLR Travel costs are also plug numbers based on a contractor being located in the Houston area. However, if an Offeror has chosen another location for its operations, it may propose different Travel cost estimates for CY1-CY7 and provide the basis of estimate for travel costs in the cost/price narrative.
Offerors are required to identify their proposed NLR costs prior to the implementation of any efficiencies that result from the application of the Offeror’s technical and management approach (for the ISS Core and Orion Core work requirements). The Offeror shall provide rationale, detailed narrative, and validation of their NLR resources basis in Volume I, Mission Suitability.
Proposed NLR Cost with Efficiencies
All NLR costs provided in this column shall match to the NLR costs proposed in the "NLR Resources Basis" column.
Delta from Resources Basis
These columns are automated and designed to calculate deltas between the NLR Resources Basis column and Proposed NLR cost with Efficiencies column. As stated above, there should be no deltas between the NLR Resources Basis column and the Proposed NLR cost with Efficiencies column because all NLR costs are plug numbers, except for Travel costs. If an Offeror has chosen another location other than the Houston are for its operations, it may propose different Travel cost estimates on these two columns, if applicable. In such cases, the Offeror is required to fully justify the delta in accordance with the instructions for the "BOE" paragraph in Volume I-Mission Suitability Factor.
Reference
This column shall be used by the Offerors to refer the NASA evaluators to the specific Volume I, Mission Suitability “BOE” paragraph which provides the analysis of the efficiency resulting in the resource delta(s). The NASA evaluators will compare all “BOE” paragraphs to proposed resources for equivalence and to ensure all parts of the proposal reconcile.
Important Note: A separate TRST template for the ISS Core and for the Orion Core is required for each contract core type. There are two vertically stacked templates in the "TRST-Core" worksheet tab to facilitate this (the boxes at the top section of this template are provided so that Offerors can identify the ISS Core vs the Orion Core templates). The TRST functions as a link between Volume I, Mission Suitability and Volume III, Cost/Price Proposal.

NOTES:
1. The prime offeror shall populate the proposed WYE columns and the proposed NLR columns, inclusive of the Prime, Major and Minor subcontractors' proposed labor and nonlabor resources, respectively. It is very important that your reference column refer evaluators to all the Efficiencies or Cost Savings supporting data in the CS paragraph of Volume xx, Mission Suitability. If the labor resources are unchanged from the resource basis, no reference is required.
2. * The NLR costs above are plug numbers, with the exception of Travel costs. Offerors shall not change the NLR cost plug numbers for CY1-CY7. However, an Offeror may propose different Travel cost estimates for CY1-CY7 (see note 2 below).
3. **The Travel cost estimate is based on a contractor being located in the Houston area and is considered a travel plug number for Offeror’s proposing to operate from Houston. If an Offeror has chosen another location for operations,
the Offeror shall change the plug travel dollar amount above and provide its proposed travel cost estimate for CY1-CY7. In addition, the Offeror shall provide the basis of estimate for proposed travel costs including detailed supporting
calculations in the cost/price narrative.

RFP - NNJxxxxxxx &11Technical Resources Summary Template (TRST)-CF Cost Reimbursement Section L Attachment L-xx
This template is required only from the Prime Offerors. This template is designed to summarize all proposed labor resources by SLC – both prior to the implementation of any proposed efficiencies and after the implementation of proposed efficiencies for the ISS Core and Orion Core work requirements. Offerors are required to complete a separate TRST template for the ISS Core and for the Orion Core. There are two vertically stacked templates in this worksheet tab to facilitate this (the boxes at the top section of each template are provided so that Offerors can identify the ISS Core vs the Orion Core templates).

RFP - NNJxxxxxxx SECTION L Attachment L-xx
&A Page &P of &N
A separate template is required from the prime Offeror and each major subcontractor(s). This template is intended to identify the proposed productive hours that are compensated at straight-time direct labor rates. In addition, the prime and each major subcontractor(s) are required to complete a separate LPT template for the ISS Core and the Orion Core. There are two vertically stacked templates in this worksheet tab to facilitate this (the boxes at the top section of each template are provided so that Offerors can identify the ISS Core vs the Orion Core templates).
Productive Hours
This section addresses Productive Hours. The Offeror shall determine the mix of labor categories and the labor hours required to perform the Core portion of the SOW based on the use of straight-time unburdened direct labor rates.
A WYE is defined as the proposed productive hours needed to comprise one average full time employee. This may be one employee or several part time employees. Productive hours are defined as the total available hours for productive work in a year, excluding overtime, less paid time off. Offerors shall identify the WYE assumptions utilized in pricing their Cost/Price Proposals.
Non-productive time includes such items as vacation, holiday and sick time, jury duty, or other excused absences that are accounted for separately under an Offeror’s specific accounting system. Offeror’s shall identify the productive hours assumptions utilized in pricing their Cost/Price Proposals.
For example, a WYE based on 2,080 total hours and who receives 10 holidays (80 hours), three weeks of vacation (120 hours), and 10 sick days (80 hours), would be shown as a productive WYE of 1,800 hours (2,080 total hours minus 80 hours for holidays minus 120 hours for vacation time minus 80 hours for sick days).
Straight-Time Direct Labor Rates
This section identifies the straight-time unburdened direct labor rates per SLC.
Total Straight-time Direct Labor Cost
This section addresses the total straight-time unburdened direct labor cost associated with multiplying the Productive Hours by the straight-time unburdened direct labor rates per SLC.
Note
The labor hours and cost shown on this template shall support and reconcile to the labor hours and cost shown on either the Offeror’s Prime Cost Summary Template (PCST) or the Major Subcontractor Cost Summary Template (MSCST), as applicable.
Incumbent Retention % column
Offerors are required to provide the percent of incumbent workforce they intend to retain by SLC.
Conversion Factor column In this column, the Offeror is required to provide the factor used to convert WYEs into productive hours by SLC based on the Offeror’s approved accounting practices.
