SUBJECT: Request for Proposal (RFP) NNJ16100117R – Mission Systems Operations

Contract (MSOC)

The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC) is hereby issuing the RFP for the MSOC acquisition.

MSOC is a full and open competition and has been assigned North American Industry Classification System (NAICS) code 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), Exception C, Space Vehicles and Guided Missiles, their Propulsion Units, their Propulsion Units Parts, and their Auxiliary Equipment and Parts. The Small Business Size Standard in the number of employees is 1250 under this NAICS code and its applicable exception.

Offerors are advised to read all requirements contained herein and in the RFP.

The following information should be considered in proposal preparation:

ACQUISITION FEATURES

The MSOC is a single award hybrid, Cost-Plus-Award-Fee (CPAF) contract. The contract includes a Performance Based baseline (Baseline), Indefinite-Delivery/Indefinite-Quantity (IDIQ), and Level of Effort (LOE) elements. Cost reimbursable (CR) Delivery Orders will be issued under the IDIQ element. CR Task Orders will be issued under LOE element.

The Phase-In period will be Firm-Fixed-Price.

The Government anticipates an 8-year period of performance comprised of a 2-year base period with three, 2-year options. The Phase-In period will be 61 days.

Phase-In: 08/01/2017-09/30/2017 2-year base period: 10/01/2017-09/30/2019 Option 1 (2 years): 10/01/2019-09/30/2021 Option 2 (2 years): 10/01/2021-09/30/2023 Option 3 (2 years): 10/01/2023-09/30/2025

NASA plans to award CR IDIQ Delivery Orders and CR LOE Task Orders in accordance with NFS 1852.216-80 TASK ORDERING PROCEDURE. The Baseline and Delivery/Task Order requirements shall be priced utilizing the labor categories and

proposed rates referenced in Section B, Clause B.3, “ESTIMATED COST AND AWARD FEE,” and included in Section J, Attachment J-20, “LABOR RATE TABLES.”

The Government will update Clause B.4, “CONTRACT FUNDING” prior to contract award.

Throughout the RFP the Government uses “TBD” to designate a Government Fill-in and “OFI” to designate an Offeror Fill-In.

This solicitation contains a Sample IDIQ Delivery Order identified in Section L Attachment L-2.

The MSOC acquisition may give rise to an organizational conflict of interest. Therefore, Offerors must submit an acceptable mitigation plan in accordance with DRD-MSOC-032 entitled “Organizational Conflicts of Interest Plan” and accept a reasonable limitation on future contracting in accordance with Clause H.2, “LIMITATION OF FUTURE CONTRACTING,” to be eligible for award as applicable.

Offerors are advised that by contract start (October 1, 2017), the awarded Offeror will be required to have all SECRET and TOP SECRET security clearances secured for personnel supporting functions identified by NASA as requiring classified support (See Clause I.14, “SECURITY CLASSIFICATION REQUIREMENTS,” and Section J, Attachment J-6, DD Form 254, “CONTRACT SECURITY CLASSIFICATION

SPECIFICATION”).

Offerors should note that the Government may allow non-exclusive, non-government use of NASA Mission Systems and technical services for purposes other than contract performance in accordance with Section C.3.1, “COMMON MISSION SYSTEMS SUPPORT,” and the related terms and conditions of the RFP.

Offerors should also note that FAR 52.222-41, Service Contract Labor Standards, is not applicable to this acquisition.

electronic library is available at http://procurement.jsc.nasa.gov/msoc/. To promote competition and understanding of the MSOC solicitation, Offerors are encouraged to suggest any additional information they would like to see made available in the TRL.

Questions and Suggested TRL Information related to the RFP:

In order for answers and additional TRL information to be obtained and disseminated in a timely manner, questions and suggested TRL information must be submitted in writing by September 12, 2016, at 4:00 PM CDT. The Government will not respond to questions or TRL requests for information that are marked as containing confidential, proprietary, competition sensitive, or business information.

All questions shall be submitted in writing to the Contracting Officer at jsc-msoc@mail.nasa.gov. Please title the e-mail “Questions – MSOC RFP” (or “Questions – MSOC TRL”) in the subject block. The Government will provide verification that questions have been received via email.

Anonymous questions to the Contracting Officer are no longer allowable as of the release of this RFP. The anonymous question link on the MSOC acquisition website at:

All questions and answers in response to the RFP may be found on the Federal Business Opportunities website at: https://www.fbo.gov/.

The RFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract in response to this RFP.

Offerors are responsible for monitoring the Federal Business Opportunities website, https://www.fbo.gov/, and the MSOC acquisition website, http://procurement.jsc.nasa.gov/msoc/, for any amendments to this RFP.

Where an Offeror chooses to request, from a civil servant employee at JSC, that a past performance questionnaire be submitted on its behalf for its proposed key personnel, please be advised that a Limited Communications Notice (LCN) is in effect in conjunction with release of this solicitation. The LCN directs that all civil service personnel at JSC shall refrain from communicating with industry on any matters related to this competitive procurement, therefore, the civil servants will be unable to provide status to the Offeror, or communicate in any other fashion with the Offeror, about the past performance request.

Enclosed with this letter is a Document Change Log which documents notable changes made to the RFP since the release of the Draft RFP. Although every effort was made to include even minor changes, there may be some edits that are not recorded in the log.

Therefore, all potential Offerors are advised to carefully read the entire RFP.

B.2 CONTRACT TYPE AND KEY CONTRACT FEATURES

(a) This is a single award hybrid, Cost-Plus-Award-Fee (CPAF) contract. The contract includes a Performance Based Baseline, Indefinite- Delivery/Indefinite-Quantity (IDIQ), and Level of Effort (LOE) elements. The phase-in activities are Firm-Fixed-Price (FFP).

(b) Contract performance will be measured in accordance with the Section J, Attachment J-3, Award Fee Plan.

(a) For purposes of payment of cost, exclusive of fee, in accordance with the

Limitation of Funds clause, the total amount allotted by the Government to this contract is $TBD. This allotment is for the Mission Systems Operations Contract (MSOC) effort and covers the Phase-In period and the following estimated period of performance: October 1, 2017 through TBD.

B.5 IDIQ MINIMUM AND MAXIMUM ORDERING LIMITS (JSC 52.216-90) (AUG

2013) [Applies Only to SOW Sections 2.15, 3.1.11, 3.2.1.11, 3.2.2.11, 3.2.3.11, 3.2.4.11, and 3.2.5.11]

In accordance with FAR 52.216-22, Indefinite Quantity, the guaranteed minimum to be ordered under this contract is $50,000 and the maximum which may be ordered under this contract is $405,380,000. This value is based on price. The Government is not obligated to order more than the minimum specified, but may order up to the maximum. The Contractor is obligated to fulfill orders issued, up to the maximum quantity.

B.6 FULLY BURDENED RATE TABLE FOR PRICING COST REIMBURSABLE

(CR) IDIQ DELIVERY ORDERS AND LOE TASK ORDERS

The purpose of this clause is to set forth the rates to be utilized in the subsequent negotiation of CR IDIQ delivery orders and LOE task orders in accordance with Clause I.16, Delivery/Task Ordering Procedure.

Pricing of all task/delivery orders shall be in accordance with the negotiated fully burdened rates in Attachment J-20, Labor Rate Tables. Under no circumstances shall the rates used to price out task/delivery orders exceed the agreed upon rates in the Labor Rate Tables.

The labor, indirect, and fee rates shall be used in establishment of the estimated cost of individual task/delivery orders. The labor rates are fully burdened composite team rates (prime and all subcontractors); but exclude prime fee. The overtime and other premium rates, including the indirect cost rates shown at the bottom of the tables shall also be used in negotiation of task/delivery orders, whenever applicable. The NTE Award Fee Rate is the maximum fee rate which may be proposed or negotiated for individual task/delivery orders during contract performance. Lower fees may be negotiated for work having lower levels of risk or complexity.

The parties agree that the fully burdened labor rates established in Attachment J- 20, Labor Rate Tables shall not be subject to any equitable adjustments on the basis of actual rates varying from these rates.

B.7 TRAVEL

Travel will be conducted in accordance with the current, approved, Travel Plan (DRD-MSOC-0019). Travel allocated to cost-reimbursement task orders will be reimbursed at the actual cost, and no fee or profit shall be applied to travel costs.

Travel costs under cost-reimbursement task/delivery orders will be estimated based on actual airfare and per diem rates per the most current official Continental United States (CONUS) Per Diem Rates, located at http://www.gsa.gov/portal/category/21287.

1.0 MISSION SYSTEMS OPERATIONS CONTRACT OVERVIEW

The Mission Systems Operations Contract (MSOC) specifies technical, managerial, and administrative work needed to ensure the availability, integrity, reliability, and security of the Flight Operations Directorate’s (FOD) Mission Systems supporting National Aeronautics and Space Administration (NASA) space flight programs requiring mission operations support. For this contract, “Mission Systems” is defined as the systems and subsystems of integrated hardware, software, networks, data, displays, and mockups used in the preparation for and performance of mission operations.

The objective of this contract is to maintain and improve safe, secure, effective, and cost efficient operations of the Mission Systems. Improvements in efficiency will increase the capacity to perform problem resolution, system improvements, and new development without compromising Mission Systems functionality or performance.

Section 1 serves as an information-only introduction to the Statement of Work (SOW).

1.1 Description of Programmatic Support

Mission Systems currently support the International Space Station (ISS) Program, including International Partner (IP) and Commercial Visiting Vehicles, the Orion Program, the Space Launch System (SLS) Program, and the Commercial Crew Program (CCP). Mission Systems supporting these programs are under development and/or modification in concert with program formulation and implementation. MSOC applies to the Mission Systems for all of these programs, and any other programs or missions requiring Mission Systems support. In addition, future (currently undefined) Mission Systems and capabilities are within the technical scope of this SOW, and MSOC work associated with these Mission Systems will be enabled through Indefinite Delivery, Indefinite Quantity (IDIQ) Delivery Orders.

Mission Systems support the following functions:

• Planning – Design, analysis, and management of trajectories and vehicle systems; and plan flight and crew activities relative to mission requirements, before, during, and after missions.

• Training – Execution of crew, flight controller, and instructor training and certification.

• Flight Operations – Real-time command and control of vehicle and crew systems involving telemetry monitoring, commanding, analysis (real-time and post-flight), communications, real-time and near real-time support for troubleshooting of on-orbit anomalies, data distribution, data storage, and data archiving.

• Vehicle Development –Test and checkout of new and existing space vehicles.

1.2 Description of Flight Operations Mission Systems

The following paragraphs describe the Mission Systems that are within the scope of

MSOC.

The Mission Control Center Systems (MCCS) provides a set of functional capabilities for command, control, and support of space vehicles and their payload elements. The MCCS enterprise spans two security zones: high and moderate.
