Prime One-on-One Meetings. One-on-One meetings between NASA/JSC
MSOC representatives and Offerors interested in proposing as prime contractors.
Attendance of the MSOC Pre-Proposal Conference is neither required nor a prerequisite for proposal submission and will not be considered during the evaluation process. Following the Pre-Proposal Conference, Government presentations and a revised list of interested parties that includes Conference participants will be posted to the Federal Business Opportunities website (FBO):

DUE TO RESTRICTED ACCESS, HEIGHTENED SECURITY AND SAFETY
REQUIREMENTS, OFFERORS WHO DO NOT REGISTER FOR FOD TOURS
BY 12PM NOON CDT, MONDAY, JUNE 6, 2016 WILL NOT BE ALLOWED TO
PARTICIPATE IN THE FOD FACILITIES TOUR.

limited to two (2) representatives per company. There are no limitations on attendance to the June 21st Pre-Proposal Conference Presentations. Due to badging requirements, all FOD tour participants must be U.S. citizens. All FOD tour participants will be required to provide a valid Federal or State government issued picture identification to obtain a visitor badge to access the JSC (identification must contain a photograph, legal name, date of birth, gender, height, eye color and address).
MSOC PRE-PROPOSAL CONFERENCE SCHEDULE OF EVENTS
All activities associated with the Pre-Proposal Conference will be at or will depart from the NASA/JSC Gilruth Recreation Center, 2101 NASA Parkway, Houston, TX 77058. Badging is not required to access the Gilruth Recreation Center.
Badging is only required to participate in FOD facilities tours.

Interested parties are encouraged to submit written questions following the MSOC Pre-Proposal Conference Presentations. A copy of the Pre-Proposal Conference presentation charts and the official answers to questions will be posted to the MSOC procurement website after the Pre-Proposal Conference event.

MSOC PRE-PROPOSAL RSVP REQUIREMENTS
Potential Offerors interested in attending the FOD Tours shall RSVP by 12:00 p.m. CDT on Monday, June 6, 2016. NO EXCEPTIONS due to badging constraints for FOD tours.
Potential Offerors interested in attending the MSOC Pre-Proposal Conference
Presentations and/or requesting to participate in a Prime One-on-One
Meeting shall RSVP by 12:00 p.m. CDT on Friday, June 17, 2016.

FOD Tour attendees MUST BE A U.S. CITIZEN and are limited to TWO (2) representatives per company.
For One-on-One meetings, PRIME Offerors only and FOUR (4) representatives per company are permitted.
A confirmation email will be sent to acknowledge your planned participation and to provide further instructions to attend the MSOC Pre-Proposal Conference.
FOD Tour Attendance: RSVP for the FOD tour is required. Failure to provide all the required information may result in denial of the site tour. All participants must be US citizens and possess and produce a valid federal or state issued photo identification to receive a badge. If a state issued driver’s license is used for identification the state of issue must be clearly stated in the RSVP information (identification from all US states will be accepted, however JSC must comply with NASA reporting requirements associated with the Real ID Act).
Special Safety Information for the FOD Tour: JSC is a hazardous facility.
Tour participants will not be allowed to wear open-toe shoes, high heels, shorts or dresses. Participants will occasionally be outside in a very hot and humid gulf coast environment. Proper outer wear is recommended. There will be a significant amount of walking involved with the tour (inside and out), and will include walking up and down stairways, uneven surfaces, tunnels and narrow passageways. Because JSC is a hazardous facility, there is very limited handicapped access during the tour. If special accommodations are required, please make a note on the registration request so that accommodations can be considered. Smoking is allowed only in designated areas. Smoking will not be allowed in the transportation vehicles, hazardous areas or inside any buildings.
No photography, audio, or video recording will be allowed.

MSOC PRE-PROPOSAL PRIME ONE-ON-ONE MEETINGS WITH INDUSTRY
RSVP specifically requesting a Prime One-on-One Meeting is required and timeslots will be determined on a first registered first serve basis and assigned by the Government until all available time slots have been filled. Government assigned times for the Prime One-on-One Meetings will be emailed to registrants by no later than June 20, 2016
Meetings will not exceed 45 minutes in length. The Prime One-on-One Meetings can be either in person and/or via teleconference. Appointments will be scheduled every hour between 8:00 a.m. CDT to 12:00 p.m. CDT and 1:00 p.m.
to 7:00 p.m. CDT on June 23, 2016 in designated rooms at the Gilruth Center.
Please note that formal presentations are not required and recording devices are not permitted. Additionally, in order to preserve fair and equal access to information for all Offerors, this is not intended to be a Q&A session. Detailed procurement questions requiring specific responses must be submitted in writing.
Topics for the Prime One-on-One Meetings should be as follows:

The general purpose of the current contracts FDOC and NSOC
Any information about JSC that NASA has already made accessible to the public or is otherwise being made available to all potential Offerors
Historical information about the general nature or scope of prior similar contracts whose requirements may be similarly addressed in whole or in part under the current contract
Information that describes the federal procurement process as defined in the Federal Acquisition Regulations (FAR), NASA FAR Supplement (NFS) or other published procurement policy documents
Procurement specific information already published such as information contained in the MSOC Draft Request for Proposal
Unacceptable Topics for Prime One-on-One Meetings with Industry
Proprietary or confidential business information of contractor(s) or other business entities performing similar ongoing efforts
Privacy Act protected information such as existing contractor employees’ personal data
Trade Secrets Act protected information
Speculation on what the Government “might be looking for in the proposals”
