KEY PERSONNEL MINIMUM QUALIFICATION STANDARDS
GSFC ONSITE PROGRAM MANAGER
ROLES AND RESPONSIBILITIES
The Program Manager is the Chief Administrator responsible for the overall supervision, management and evaluation of all personnel assigned to the NASA Goddard Space Flight Center’s
(GSFC’s)/Uniformed Services contract. With full authority to act on behalf of his/her company at the
NASA Goddard Main Campus (GB), he/she will accomplish this by planning, directing, and organizing any and all facets of their contractual responsibilities.
MINIMUM QUALIFICATION STANDARDS
U.S. citizenship; at least 21 years of age; read, write and speak the English language so as to be able to deliver verbal and written reports and or presentations to the client, excellent analytical, oral, verbal and writing skills, character above reproach, effective leadership and team-building skills, ability to supervise subordinates in an effective and professional manner, valid state driver’s license; knowledge and understanding of Microsoft Office applications; no felony convictions; no conviction or under indictment for domestic violence; pre-employment suitability investigation spanning a minimum of five years; ability to obtain and maintain a secret security clearance with a favorably adjudicated Single Scope Background
Investigation (SSBI), ability to pass a comprehensive medical examination, psychological and drug screening.
EDUCATION, CERTIFICATIONS AND TRAINING
Education: Applicant must possess a Bachelor’s Degree from an accredited university or college in
Public Administration, Business Administration, Criminal Justice, Contract Management, Security/Law
Enforcement Management, or related fields. A combination of experience and education in Law
Enforcement and or Security Support services totaling fourteen (14) years or more may be substituted for a Bachelor’s degree and the required ten (10) years of experience.
Certifications: Program Management Professional (PMP) (desired not required) and Six Sigma certification (desired not required).
Training: Applicant must have demonstrated the following: (1) expert knowledge in all phases of current security technology as well as a broad working knowledge of the state of the art; (2) program management techniques including but not limited to management principles ranging from conceptualizing, preliminary planning, design, program development, and understanding of cost and control measures to include budget development and cost saving methodologies.
TYPE AND LENGTH OF EXPERIENCE
Applicant must have at least ten (10) years of civilian/commercial or Government experience of which at least the last eight years of experience is security related; and, at minimum, five years of experience managing a program of similar scope, size and complexity to this Contract. Applicant should have experience in labor relations.

GB OPERATIONS MANAGER
The Operations Manager is the senior director for the uniformed services contract who will be responsible for directing the security workforce at the Goddard main campus (GB). With local authority to act on behalf of his/her company through planning, organizing, and controlling all site work operations.
U.S. citizenship; at least 21 years of age; read, write and speak the English language so as to be able to deliver verbal and written reports and or presentations to the client, excellent analytical, oral, verbal and writing skills, character above reproach, effective leadership and team-building skills, ability to supervise subordinates in an effective and professional manner, valid state driver’s license; knowledge and understanding of Microsoft Office applications; no felony convictions; no conviction or under indictment for domestic violence; pre-employment suitability investigation spanning a minimum of five years; ability to obtain and maintain a secret security clearance with a favorably adjudicated Single Scope Background screening; ability to pass physical agility tests, weapons qualification, and other requisite training.

Education: Applicant must possess a Bachelor’s Degree from an accredited college or university in one of the law enforcement, security management, or related fields. Demonstrated knowledge and experience in law enforcement and or security support services of ten or more years may be substituted for educational requirements.
Training: Applicant must have an excellent working knowledge of access control systems and of protection criteria for sensitive/classified materials and Federal facilities.
Applicant must have at least five years of experience within the field of security and in providing advice and assistance to the management of a protective force and or security related organization of similar size.
Applicant should have experience in labor relations, logistics, communications and armory operations.

WFF OPERATIONS MANAGER

U.S. citizenship; at least 21 years of age; read, write and speak the English language so as to be able to deliver verbal and written reports and or presentations to the client, excellent analytical, oral, verbal and writing skills, character above reproach, effective leadership and team-building skills, ability to supervise subordinates in an effective and professional manner, valid state driver’s license; knowledge and understanding of Microsoft Office applications; no felony convictions; no conviction or under indictment for domestic violence; pre-employment suitability investigation spanning a minimum of five years; ability to obtain and maintain a secret security clearance favorably adjudicated Single Scope Background screening; ability to pass physical agility tests, weapons qualification, and other requisite training.

GB AND WFF TRAINING SPECIALIST
The Training Specialist is a qualified instructor. His/her primary responsibility is to conduct, oversee, and coordinate all contract required training at all locations including Goddard main campus (GB), Wallops
Flight Facility (WFF), Independent Verification and Validation (IV&V) Facility, and Goddard Institute for Space Sciences (GISS).
U.S. citizenship; read, write and speak the English language so as to be able to deliver verbal and written reports and or presentations to the client, at least 21 years of age; character above reproach, valid state driver’s license; knowledge and understanding of Microsoft Office applications; no felony convictions; no conviction or under indictment for domestic violence; pre-employment suitability investigation spanning a minimum of five years; ability to obtain and maintain a secret security clearance; ability to pass a comprehensive medical examination, psychological screening, and drug screening; ability to pass physical agility tests, weapons qualification, and other requisite training.
EDUCATION, CERTIFICATIONS AND TRAINING
Education: Applicant must possess a Bachelor’s Degree from an accredited college or university. Law
Enforcement experience may be substituted for post high school education.
Certifications: Applicant must hold Security Police Officer certifications. Applicant must be a certified
NASA Protective Service Training Academy (NPSTA) Instructor or have the ability to become a certified instructor for the position.
Training: Applicant must be a certified firearm instructor. Certificate can be from having completed any of the following: NPSTA, NRA and or any other county, state, or federal law enforcement agency acceptable by the local governing authority for where training will be conducted.
Applicant must possess at least five years of experience and must demonstrate knowledge of tactics, unarmed defense, intermediate force, first aid/CPR, and other security and/or law enforcement methodologies. Applicant must have three years of supervisory experience as well as three years of experience in providing advice and assistance to management in Protective Force training.
