SET 2: Questions and Answers As of June 20, 2017
Reminder: All questions shall be submitted in writing.
Q1. I have a question on attachment 3. It says to use labor categories in Column B and then the loaded rate in Column C. But this BPA will be Service and Construction Act requirements. I do not understand what you are looking for. Are you asking us to list every trade for each category? Are you asking for just executive personnel (non trade) and if so, what positions? Do we list all executive personnel as well, not just loaded rates for trades? ...let’s say we have a project to repair electrical. We would have loaded rates for the electrical trades. How would we price office overhead lives project managers, quality control, etc.? How would we price materials, do we just get the cost of them plus the handling charge? Are we allowed markup on them? Where do we allocate for profit and bonds if necessary since that would be on the entire job, not just trade labor.
A1. The purpose of Attachment 3, Price Schedule, is to determine price reasonableness as described in Attachment 7, Evaluation of Quotations, Item #3(b). Attachment 3, Price Schedule, provides Offerors the flexibility to submit their pricing in accordance with various standard commercial pricing methods (i.e., fully burdened labor rates, price per square foot, or any other standard commercial pricing method). Additionally, in accordance with Attachment 1, Blanket Purchase Agreement, Item #7, Price Schedule, “services shall be provided using fully burdened labor hour rates and/or square footage and/or other Contractor commercial pricing rates provided as part of the Contractor’s Price Schedule for this BPA.” For purposes of determining price reasonableness on an annual basis for a BPA, “the Contractor shall provide an updated Price Schedule annually at the request of the Contracting Officer.”
Please note, as stated on Attachment 7, Evaluation of Quotations, “Basis for Award,” and on Attachment 1, Blanket Purchase Agreement, Item #10(b), Call/Service Request Process, upon award of the BPAs, individual projects (i.e., calls) will be competitively solicited to at least three capable BPA holders (as identified on each Offeror’s Attachment 4, Service Category Matrix) within the applicable trade for the work to be performed. For individual calls, pricing may vary according to the Statement of Work requirements and the associated applicable SCA or Construction/DBA wage determinations incorporated at the time of award. Generally, standard commercial quotation practices include a break out of one or more of the following: labor, price per square foot, material, equipment, associated handling/markup fees, any discounts offered, any warranties offered, and profit. However, upon award of the BPAs, BPA holders will submit a quotation for an individual project utilizing their company’s standard commercial quotation practices. Calls for individual projects will be placed with the lowest overall priced, technically acceptable BPA holder.
In accordance with FAR 28.102-1(a), performance and payment bonds are generally required for any construction project exceeding $150,000. In accordance with Attachment 1, Blanket Purchase Agreement, Item # 3, Purchase Limitation, individual projects shall not exceed $25,000; therefore, bonds are not required for award of a BPA.
Although the Contractor is responsible for compliance with the appropriate prevailing wages for each project, the Government anticipates the majority of projects (i.e., calls) will require the application of the
Construction Act (formerly known as Davis-Bacon Act) prevailing wages. For purposes of determining price reasonableness, please provide your fully burdened labor rates, price per square foot, and/or other commercial pricing based on the Construction Act (formerly known as Davis-Bacon Act) prevailing wages. Offerors must enter any and all labor category descriptions the Offeror determines may be required to successfully perform the work within a service category, including labor categories not subject to the Construction Act. Labor category descriptions and/or pricing methods may vary by Offeror and will be based on each Offeror’s commercial pricing methods. Labor rates, if applicable, will be fully burdened to include all profit, fringe, overhead, and general & administrative (G&A) burdens.
As stated on Attachment 6, Instructions for Submission, Item #3 and Item #4, each Offeror shall provide pricing on Attachment 3, Price Schedule, for only those trades for which your company identifies itself as being capable and qualified to perform on Attachment 4, Service Category Matrix.
Example: If a Company identifies itself as being capable and qualified to perform Roofing, Electrical, Plumbing, HVAC, and Flooring services, the Offeror will complete Attachment 4, Service Category Matrix, as follows and provide pricing only for Roofing, Electrical, Plumbing, HVAC, and Flooring services on Attachment 3, Price Schedule, as follows.
