The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Contractor personnel shall be fully trained in their area of expertise and have the level of experience to accomplish the requirement(s) without
Government supervision, oversight, or other means of intervention. The services included in this Statement of Work (SOW) are in support of NASA - ARC’s Facility Engineering and Real
Property Management Division (Code JC) (https://jc.arc.nasa.gov/index.html).
1.1 DESCRIPTION OF SERVICES/INTRODUCTION: The Contractor shall provide all management, supervision, personnel, equipment, supplies, facilities, transportation, tools, materials, and other items and services necessary to perform facility support services (NAICS 561210) as defined in this SOW. The Contractor is responsible for ensuring all personnel have appropriate experience to provide the required services.
Although this SOW describes a wide range of tasks, specific requirements shall be defined under individual Blanket Purchase Agreement (BPA) Calls and shall include the specific types of services and/or skills required to accomplish that specific effort.
1.2 BACKGROUND/PURPOSE: Located in the heart of California's Silicon Valley, ARC is one of ten NASA field centers. For more than 76 years, ARC has led NASA in conducting world-class research and development in aeronautics, exploration technology and science aligned with the center's core capabilities. ARC is responsible for implementing
Executive Order 13693, Planning for Federal Sustainability in the Next Decade, which mandates that, where life-cycle cost-effective, agencies promote building energy conservation, efficiency, and management by reducing agency building energy intensity and provide for clean, renewable electric energy and alternative energy. Many of ARC’s laboratories, buildings, and facilities are aging and require numerous repetitive minor maintenance, alterations, and repairs. The purpose of this acquisition is to establish multiple BPAs to ensure maintenance service requirements are addressed timely and cost-effectively in support of the Facility Engineering and Real Property Management
Division (Code JC).
1.3 SCOPE OF WORK: The selected Contractor(s) will provide Code JC with one or more of the following services in accordance with their relevant capabilities and commercial and/or business licenses: Industrial Building Construction (i.e., General Contract services); Remediation Services; and, Building and Property Specialty Trade Services
