SET 1: Questions and Answers As of June 16, 2017
Q1. I would like to know if the prime contractor is required to possess the state of California contractors licenses stipulated in the RFQ? Or, can the prime contractor provide subcontractors with the appropriate licenses as required by the individual BPA calls?
A1. The prime contractor and all subcontractors (i.e., “all businesses or individuals”) must possess the requisite California contractor license(s) prior to award of a federally funded project. As required in Attachment 6: RFQ Instructions for Submission, Rev0, Paragraph (1.)(m.), identify applicable contractor/business licenses and certifications in your Capability Statement. Offerors who possess the requisite California license(s) shall provide their CSLB contractor license number(s). Offerors who do not possess the requisite California license(s) at the time of quotation submission shall describe their intention and/or progress toward obtaining the requisite California contractor license(s) prior to award.
Possession of the requisite California contractor license(s) will be verified by the Government prior to award of a Blanket Purchase Agreement (BPA).

Who must be licensed as a contractor?
All businesses or individuals who construct or alter any building, highway, road, parking facility, railroad, excavation, or other structure in California must be licensed by the California Contractors State License Board (CSLB) if the total cost (labor and materials) of one or more contracts on the project is $500 or more. Contractors, including subcontractors, specialty contractors, and persons engaged in the business of home improvement (with the exception of joint ventures and projects involving federal funding) must be licensed before submitting bids.
Licenses may be issued to individuals, partnerships, corporations, limited liability companies, or joint ventures.
