This is a Request for Quotation (RFQ) issued by the State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, on behalf of the Department of Defense, Veterans and Emergency Management – Military Bureau, for custodial and janitorial services at the Northern Maine Readiness Center (NMRC) in Presque Isle, Maine. The scope of work encompasses cleaning and maintenance of approximately 11,671 total square feet, including the main facility (6,421 square feet) and Drill Hall (5,250 square feet), with daily and weekly tasks such as trash removal, carpet vacuuming, floor cleaning, restroom sanitation, and equipment sanitization, supplemented by monthly, quarterly, semi-annual, and annual specialized cleaning services. The contract period begins July 1, 2026, with an initial one-year performance period followed by two optional two-year extension periods, extending potentially through June 30, 2031. A mandatory pre-bid walkthrough is scheduled for Tuesday, March 17, 2026, at 9:00 a.m., with advance coordination required by noon on March 16, 2026. Contractors must maintain minimum insurance coverage of $300,000 commercial general liability and $300,000 automobile liability, pass federal background vetting, perform work during facility hours of 7:30 a.m. to 4:00 p.m., and limit subcontracting to no more than 15% of total work without state approval. Performance will be evaluated on a best-value basis with monthly mandatory evaluation tours using a rating system of Excellent, Good, Needs Improvement, and Unacceptable, with provisions for contract termination upon thirty days' notice if performance issues are not resolved within two weeks. Special event cleaning services are available at an hourly rate to be specified by the contractor at the time of bid submission.
