About this file
This file contains templates and instructions for a subcontractor to submit labor rates and pricing information in response to solicitation 80KSC022R0012 for NASA Communication Services. The templates require the subcontractor to provide fully burdened labor rates by labor category, including straight time base rates, locality adjustments by NASA center, fringe rates, and indirect and profit rates, for each year of the potential 5-year contract. The templates also include instructions for calculating productive hours by year. This information will allow the prime contractor to incorporate the subcontractor's pricing into its proposal to NASA to provide communication services across all NASA centers and locations.

| PRODUCTIVE HOURS |
| Offeror’s shall fill in the applicable information requested in Green background shaded cells in this tab. The Offeror shall specify the number of productive hours per Work Year Equivalent (WYE) for each year of anticipated contract performance. Productive hour calculations should show the total number of available hours by whole-year less the total hours estimated for holidays, vacation time, sick hours, and other. WYE calculations are based on total annual available hours and should not be adjusted to reflect partial years. Specify in the notes section provided on how the hours were calculated (e.g. 2,080 available hours per year – 100 hours vacation – 40 hours sick – 80 hours holiday = 1,860 Productive Hours). Proposed uncompensated overtime would affect the calculations, since uncompensated time redefines the traditional 8 hour day and 40 hour week generally used for calculation of total available, productive and non-productive time. The Government has provided tables detailing total available productive hours for the applicable portions GFYs 2023 thru 2028. This information is provided for reference purposes only and may be used as an aid for proposal preparation purposes, as appropriate. The offeror is fully responsible for the development of its estimated productive hours (for Prime and Sub(s) as applicable) for use in its proposal submittal to the Government. |
