About this file

This document contains a price proposal template for the NASA Communication Services solicitation. Offerors are required to complete the template with pricing information for the base period from March 2023 through September 2024, as well as four one-year option periods. The template includes tabs for productive hours by work year equivalent, subcontractor labor rates escalated by center, fully burdened labor rates by labor category and center, and a total price summary. Pricing is requested for core management and reporting services, core communication technology requirements, and other direct costs. The price proposal template provides instructions on how to populate labor rates, escalation factors, and fully burdened rates for the prime contractor and any subcontractors. It also includes government-provided best estimated quantities for use in calculating evaluated prices by center for indefinite delivery/indefinite quantity requirements.

SUMMARY
There is no Offeror input on the Summary tab.
PRODUCTIVE HOURS
Offeror’s shall fill in the applicable information requested in Green background shaded cells in this tab. The Offeror shall specify the number of productive hours per Work Year Equivalent (WYE) for each year of anticipated contract performance. Productive hour calculations should show the total number of available hours by whole-year less the total hours estimated for holidays, vacation time, sick hours, and other. WYE calculations are based on total annual available hours and should not be adjusted to reflect partial years. Specify in the notes section provided on how the hours were calculated (e.g. 2,080 available hours per year – 100 hours vacation – 40 hours sick – 80 hours holiday = 1,860 Productive Hours). Proposed uncompensated overtime would affect the calculations, since uncompensated time redefines the traditional 8 hour day and 40 hour week generally used for calculation of total available, productive and non-productive time. The Government has provided tables detailing total available productive hours for the applicable portions GFYs 2023 thru 2028. This information is provided for reference purposes only and may be used as an aid for proposal preparation purposes, as appropriate. The offeror is fully responsible for the development of its estimated productive hours (for Prime and Sub(s) as applicable) for use in its proposal submittal to the Government.
SUBCONTRACTOR LIST
Offeror’s shall fill in the information requested in Green background shaded cells in this tab. The Offeror shall identify the subcontractor name and Contract Type as applicable. The Contract Type table are located on the bottom of this worksheet for Offerors to add any additional Contract Type or grouping of small business classes in meeting their requirements. Once additional information is populated in the table, information will be available for use from the drop-down menus.
LABOR RATES (Government Fiscal Year (GFY) 23)
Offeror’s shall fill in the information requested in Green background shaded cells in this tab. Further instructions are provided on the Labor Rates Tab.
LABOR RATE ESCALATION By CENTER (Labor Rate ESC. By Ctr.)
Offeror’s shall fill in the information requested in Green background shaded cells in this tab. Further instructions are provided on the Labor Rates Esc. By Ctr. Tab.
FULLY BURDENED LABOR RATES
Offeror’s shall fill in the information requested in Green background shaded cells in this tab. Further instructions are provided on the Fully Burdened Labor Rates Tab.
OTHER DIRECT COSTS (ODC)
There is no Offeror Input on this tab. The Government has provided Non-Proposed Cost for ODCs at the 2nd level of the PWS. These values shall not be changed (upward or downward) in any manner. All ODC's are a part of PWS 5.0 and are IDIQ.
PWS 3.0 CORE MANAGEMENT & REPORTING; PWS 4.0 CORE COMM.TECH. REQ.
Offerors shall fill in the applicable information requested in Green background shaded cells in this tab. Further instructions are provided on the Core Services Tab. The Core Services Performance Work Statement (PWS) sections to the second level are as follows: 3.1 General Program Management, 3.2 Business Management, 3.3 Safety Health and Environment, 3.4 Records Management, 3.5 Property Management System, 4.1 Strategic Communications Planning and Integration, 4.2 Engagement- Stakeholder Relations and Public Engagements and 4.4 History and Archives. Offerors should refer to NCS RFP Attachment D.1.A to get a better understanding. Core requirements including proper third level PWS sections and when certain NASA centers core requirements begin. For each Labor Category that the Offeror uses the "Prime/Sub" designation in Column A please indicate the breakdown of hours between the Prime and Subcontractor(s) also performing the labor category. This information should be provided on this spreadsheet and/or a table in the Volume III Price Narrative.
AFRC IDIQ…...OFFSITE IDIQ
IDIQ Center Specific Fully Burdened Labor Rates tabs for each center associated with the NCS contract which includes: (a) Armstrong Flight Research Center (AFRC), (b) Ames Research Center (ARC), (c) Glenn Research Center (GRC), (d) Goddard Space Flight Center (GSFC), (e) National Aeronautics & Space Administration Headquarters (HQ), (f) Johnson Space Center (JSC), (g) Kennedy Space Center (KSC), (h) Langley Research Center (LaRC), (i) Marshall Space Flight Center (MSFC), (j) Stennis Space Center (SSC), (k) Wallops Flight Facility (WFF) and (l) an Offeror's (Prime Contractor) proposed Offsite rate. The Offeror shall fill in the applicable information in the Green background shaded cells in these tabs. The Prime contractor is responsible for providing the Fully Burdened IDIQ rates, by Labor Classification and by NASA Center. In populating the required data, an Offeror has to consider the following potential scenarios: (1) Use the Prime's Fully Burdened Rate(s); (2) Use a subcontractor's Fully Burdened Rate(s) to include the prime's appropriate burden(s); and (3) A Blended Fully Burdened Labor Rate(s) consisting of both the Prime and Subcontractor(s). The Prime contractor will have the ability to enter in labor classification and fully burdened labor rates on each sheet to allow for flexibility. The IDIQ rates in this sheet will be multiplied by Government provided Best Estimated Quantities (BEQ). The price resulting from these sheets will be used for evaluation purposes only and BEQ's are not a guarantee or commitment on the part of the Government. The offeror is not to edit or change any of the BEQ information provided on each sheet.
AFRC FBLR…...OFFSITE FBLR
The "AFRC FBLR.....Offsite FBLR " tabs are similar to the "AFRC IDIQ…..OFFSITE IDIQ" tabs above, however, these sheets do not include Government provided BEQs. It purpose is to provide an IDIQ Rates Schedule, by NASA Center, to be used during Contract Performance. There is no offeror input required for any of these tabs.

If the Offeror chooses the "Prime/Sub" designation the Offeror must show on blanks cells how the rate was developed. In Column B the Offeror is to select a Government Equivalent Labor Category (via pull down menu selection). In Column C the Offeror is to enter their and or thier Sub's equivalent labor classification(s) (the ones that are used in the normal course of business operations) and not the Government provided Labor Classification. In Column D the Offeror shall select the appropriate Core PWS, via pull down menu selection. In Column E the Offeror is to select the NASA Center where the work will be performed, via pull down menu selection. In Columns G, M, S, Y, AE, and AK the Offeror is to enter the Straight Time (ST) hours associated with each proposed PWS element. Similarily, in Columns H, T, Z, AF, AL the Offeror is to enter any Overtime (OT) hours associated with each with each proposed PWS element. In Columns I, O, U, AA, AG, and AM the Offeror is to enter their ST fully burdened labor rate (FBLR) from the "Fully Burdened Labor Rates" tab for the appropriate Labor Category and NASA Center. These rates must be consistent with the "Fully Burdened Labor Rates" tab unless "Sub" or "Prime/Sub" is selected in Column A. In Columns J, P, V, AB, AH, and AN the Offeror is to calculate and enter an OT FBLR for the appropriate Labor Category and NASA Center.
