Comment # Solicitation Area Section Comment Responses
1 Attachment D-1, Performance Work Statement
Table 1, 3.1.19 Table 1 Item 3 states that - The contractor shall work with the Government to configure the provided system for this contract as part of contract phase-in and ensure that the system is operational prior to the start date of this contract. F.6.1(e)(1)(ii)(B) requires Description of offeror’s approach to supporting multiple IDIQ task plan requests for multiple customers per B.8.2,NFS 1852.216-80 TASK ORDERING PROCEDURE (OCT 1996) ALTERNATE II, on day 1 of phase-in.
Given these statements, it does not seem that iSite will be operational on day 1 of phase-in. Question. What system will NASA use to issue task plan requests on day 1 of phase-in?
NASA will use email until iSite is implemented.
2 Attachment D-1A, Core Services Estimated Annual Banding Levels
This waterfall chart shows Core Services Transition Dates for COMIT, GSMO-2, KISS IV, LAMPS, PACE V, SACOM and SRACES occurring after March 1 2023. Question. Can NASA confirm that the NCS contract will support other tasks at these centers starting March 1 2023?
Yes, task orders may be issued to support requirements at any Center covered under clause B.10. However, task orders issued will not support requirements covered under the cited contracts until the transition date.
3 Solicitation B.11(a) B.11 states the following - This contract will be administered by the contracting activity identified in Block 16 of the SF 1449. Task Orders issued by the ordering activity Centers (KSC, JSC & MSFC) will be administered by the ordering activity Contracting Officer, Resource Analyst, and Technical Manager at each Center. Question.
Does this mean there is a Contracting Officer, Resources Analyst and Technical Manager at each center?
No. There are only three ordering activity Contracting Officers (CO's) who will collectively support all Centers. A resource analyst and a task manager will be assigned to each task order regardless of the Center assignment. See response to question 5.
4 Solicitation B.11(a) B.11 states the following - This contract will be administered by the contracting activity identified in Block 16 of the SF 1449. Task Orders issued by the ordering activity Centers (KSC, JSC & MSFC) will be administered by the ordering activity Contracting Officer, Resource Analyst, and Technical Manager at each Center. Question.
Can NASA please define the roles of the Resource Manager and Technical Manager?
Refer to Attachment D-1, Performance Work Statement (PWS) section 2.3 for the description of the task manager role. The resource analyst is responsible for managing funding allocated to task orders. See response to question 5.
5 Attachment D-1, Performance Work Statement
2.3 PWS 2.3 states that - The COR/Alternate COR may designate Task Managers (TMs) for core functions or specific task orders to assist in the oversight of the work. Question. Is the task manager the same as the Technical Manager mentioned in RFP clause B.11 (a)?
Yes, clause B.11 has been updated for consistency.

6 Solicitation F.6.1(e)(1)(ii)(B) Section F.6.1(e)(1)ii(B) requests offeror’s approach to supporting multiple IDIQ task plan requests for multiple customers per
B.8.2,NFS 1852.216-80 TASK ORDERING PROCEDURE (OCT
1996) ALTERNATE II, on day 1 of phase-in. B.8.(c) states that within five business days after receipt of the ordering activity Contracting Officer's request, the Contractor shall submit a task plan conforming to the request. Five business days is not sufficient time for the contractor to understand work requirements and submit a responsive task plan. Question. Will NASA allow the contractor to propose a schedule for submitting a task plan?
No, refer to provision F.6.5 paragraph (c). See also response to question 53.
7 Solicitation Section B.2.(d) “All IDIQ services shall be initiated through task orders issued by the following ordering activities: Kennedy Space Center (KSC), Johnson Space Center (JSC), and Marshall Space Flight Center (MSFC)….”
Will the NCS have a single Contracting Officer, or will there be multiple Contracting Officers with one designated as the Contracting Officer for the overall NCS contract with the others having authority to issue Task Orders?
Refer to clause B.11. NCS will have multiple COs that may issue task orders with the KSC CO as the designated CO for the overall NCS contract.
8 Solicitation Section B.8.2.(e) “The Contractor shall provide acknowledgment of receipt to the ordering activity Contracting Officer within three calendar day after receipt of the task order.” Please clarify if this requirement is associated with the issuance of a Task Order request or the award of a Task Order.
The award of the task order. Refer to clause B.8.2.
9 Solicitation Section B.10.(a) Please confirm Offerors are to propose work for PWS 3.0 Management and Reporting Requirements at contractor facilities and sites.
It is the offeror's responsibility to determine how it intends to meet PWS 3.0 requirements.
10 Solicitation Section B.10.(a) “Services to be performed under this contract shall be performed at the following locations: Ames Research Center (ARC)….” Please confirm all Core work will be performed at Government facilities. If Offers are to perform Core work at Contractor facilities, please identify the number of full-time equivalent(s) (FTEs) at each NASA site to ensure proper and accurate pricing of Core work
Refer to Attachment D-1A, onsite/offsite columns. See bidders library "Other Resources" page for "PWS Section 4 Core Historical Data" for the core work WYE information.
11 Solicitation Section B.11.(a) “This contract will be administered by the contracting activity identified in Block 16 of the SF 1449.” Although KSC, JSC, and MSFC will have Task Order ordering authority, please clarify if only the Contracting Officer designated in Block 16 of the SF1449 will have authority to award and modify individual Task Orders.
Refer to clause B.11.

Response to Questions Received in Response to Solicitation 80KSC002R0012
12 Solicitation Section B.12.1 “The Contracting Officer (CO) will authorize a not-to-exceed overtime amount in task orders. No work shall be performed in overtime status in the absence of such specific authority in a task order. Specific instances of work at overtime status shall be approved in advance by the NASA Contracting Officer’s Representative (COR) or the CO.” Please confirm both the CO specified in Block 16 of the SF1449 and the COR have the authority to authorize and approve overtime amounts and work.
Only the CO has authority to authorize the NTE overtime amount and to approve overtime. The COR has authority to approve overtime within the limits established by the CO.
13 Solicitation Section C.3.(b)(16) Given that the NCS contract is an 8(a) set-aside, by virtue of the 8(a) requirements, eligible Offerors meet the small business status. Would the Government consider removing this requirement?
The solicitation will remain unchanged.
14 Solicitation Section C.4 “…the total extension of performance hereunder shall not exceed 6 months.” Please confirm this citation, if exercised, would extend the total period of performance to August 29, 2028.
If exercised, it would extend through August 31, 2028.
15 Solicitation Section C.7.(d) Please define “OFI.” Offeror fill in 16 Solicitation and Attachment
D-2 Section C.9.1.(c)(4) /
DRD 006-YAM
states, “Within 30 days after award, the contractor shall develop and deliver an IT Security Management Plan to the Contracting Officer” while DRD-006-YAM states, “The Contractor shall submit the IT Security Management Plan no later than 30 days after the contract start date.” Please confirm the IT Security Management Plan is due within 30 days after the contract start date, which is after the Phase-In period.
The IT Security Management Plan is due within 30 days after contract award. The DRD has been updated.
17 Solicitation Section C.26 In reviewing the Media Fusion Contract No. 80MSFC21D0011, it appears that much of the work scope is similar to the requirements of the NCS contract. Given that one of the goals of the NCS contract is to unify the Agency’s communications efforts to be “One Team in One Voice” and it appears that the Media Fusion contract will be the last to transition to the NCS contract, please describe how the Government envisions the division of performance accountability between the NCS and Media Fusion contracts.
Performance accountability for the referenced contractor and the resultant NCS contractor is specified within the terms and conditions of each contract. The goal of “One Team in One Voice” will not be achieved at award of the contract; rather, upon transition of all contracts identified in Attachment D- 1A.

20 Solicitation and Attachment F-
Section F.5.(a) The RFP instructs Offerors to include the “TCP Summary Template” in Volume 4, but there are no additional instructions pertaining to Attachment F-6. Worksheet tabs “One Size” and all Center-specific tabs column J calls for plan deductible amount(s). Please confirm this deductible is for individual coverage.
All coverage types apply to this column. See updated instructions tab within Attachment F-6.
21 Solicitation and Attachment D-2
Section F.6.1 (e)(1)(i)(F) / DRD 003-
OAM
“Note: the offeror’s response to this subfactor’s supporting requirements shall satisfy the following portions of the draft management plan required at the time of proposal submission (in accordance with Section D, Attachment D-2, Data Requirements List, DRD 003-OAM, Management Plan) as follows: Item 11., Contents, paragraphs (e).” Although Section F.6.1 indicates that offerors are to submit a draft management plan with the offeror’s proposal, Attachment D-2, DRD No. 003-OAM states, “Initial Submission: No later than 30 calendar days after the start date of phase-in purchase order.” Please clarify Offerors are required to submit a draft of DRD No. 003-OAM with proposal submission or 30 days after the start of contract phase-in.
DRD 003-OAM, Management Plan, is correct. Provision F.6.1(e)(1)(i)(F) has been updated.
22 Solicitation Section F.6.2.(c)(1) “Recent is defined as performance within the last 5 years prior to this contract’s initial solicitation release date, with a minimum of 12 months of performance performed….” Although we appreciate to have some performance history for a past performance contract citation to be meaningful, 12 months appears to be overly restrictive given the 8(a) set-aside specification and NAICS code with a $16.5M size standard. Would the Government please consider reducing the minimum performance period to six (6) months to foster greater competition for the NCS contract?
The solicitation will remain unchanged.

23 Attachment D-1 and Attachment F-4
The PWS identifies Sections 4.1.1, 4.1.7, 4.1.10, 4.2.1.1, 4.2.1.5, 4.2.2.3, and 4.4 as “Core.” Although Attachment F-4 instructions points Offerors to the PWS for the identification of PWS Sections that are included in the “Core,” it also instructs Offerors to price the Core services to the “…the second level,” which is PWS 4.1, 4.2, and 4.4.
Given the provided historical staffing (Bidders Library) and workload data (Attachment D-1A) specifically address PWS Sections 4.1.1, 4.1.7, 4.1.10, 4.2.1.1, 4.2.1.5, 4.2.2.3, and 4.4, would the Government consider revising the Attachment F-4 NCS Price Proposal Template instructions to align with the Attachment D-1A and the historical staffing levels provided in the Bidders Library?
The solicitation will remain unchanged.
24 Attachment D-1 and Attachment D-2
D-1 Section 3.1.20 h
/D-2 DRD 007-MAM
Given both the PWS and DRD007-MAM calls for annual banding levels by contract year, would the Government consider renaming the report to Annual Banding Levels Progress Report?
The title and content of DRD 007-MAM has been revised to clarify.
25 Attachment D-1 and Attachment D-2
D-1 Section 3.1.20 h
/D-2 DRD 007-MAM
Although both the PWS and DRD 007-MAM call for the reporting of annual banding levels by contract year, DRD 007-MAM instructs Offerors to produce DRD 007-MAM on a monthly basis by the 10th calendar day of each month. Would the Government please consider revising the requirement to annual reporting to be consistent with the annual reporting of banding metrics?
See response to question 24.
26 Attachment D-1 and Attachment D-2
D-1 Section 3.1.20 f Given the requirement to provide NCS contractor direct labor rates, would the Government please consider providing composite direct labor rates for incumbent contractor staff for each of the contracts the Government plans to transition to the NCS contract? Providing such information can assist the Government in its evaluation of price proposals.
The composite direct labor rates for the incumbent contractor staff will not be provided.

34 CBA-2021-493 In the Wages section, it lists the "Journeyman" rate, but doesn't specify the actual labor category. Below, it lists a "Mechanics Helper" as a percentage of the Journeyman rate.
1. Can the Government please confirm that the labor category for this CBA is a vehcile mechanic.
2. Assuming that is correct, can the Government please provide rationale for why this CBA is included in the RFP as there are no labor categories that match a vehicle mechanic. Is there a labor category mapping that does apply to NCS?
Refer to FAR 52.222-41, “Service Contract Labor Standards", which incorporates the regulations of the Secretary of Labor (29 CFR Part 4). Not all employees covered by the provided CBAs will perform NCS services (i.e. CBAs may include labor classifications that are not applicable to NCS work). Refer to 29 CFR 4.163 paragraph
(g) for more information. Labor category mapping will not be provided. It is the offeror's responsibility to determine which categories apply. Prospective Offerors may also contact the respective union(s) to inquire about CBA labor category descriptions or other specific CBA information.
35 CBA-2022-24 Labor catgories included in this CBA are Logisitcs V, VI, and VIII.
Based on normal "Logistics" labor categories descriptions, it does not appear that there are applicable labor categories for the NCS RFP. Can the Government please provide the rationale for why this CBA is included in the RFP. Are there NCS labor categories that the Government determined the CBA labor categories would apply?
See response to question 34.
36 CBA-2022-25 There are a number of the labor categories listed in Exhibit A that appear to map to NCS labor categories. In order to map the positions, can the Government please provide the labor categories descriptions or job descriptions for the labor categories in the CBA to allow the offeror to properly map to the NCS contract labor categories.
See response to question 34.
37 CBA-2020-26 Schedule A lists a variety of Job Classifications that are mapped in Schedule B.

This error has been corrected in Attachment D-6.
50 Attachment D-6 In the Exhibit Technician series, the Tech II and Tech I have the same education and years of experience requirements. For the Tech II, III, and IV, the years of experience is the same for both College Degree and HS Diploma. Would the Government please confirm whether the years of experience are correc.

51 Attachment D-6 The Librarian III labor category also references a Full Stack Web Developer. The responsibilities for website functions and implementing new tools and resources along with the Full Stack Web Developer in the labor category title suggests a Web Developer role.
However, very few web developers have Masters degrees in Library Siences. Would the Government please review the education requirements for this position and preferably change to a bachelors degree requirement in IT/Web or related field.
The minimum qualifications for the Librarian III Standard Labor Category will remain unchanged.
52 Attachment D-6 For some of the labor categories, the Government has identified HS equivalent plus experience instead of college degree. Some current employees in other labor categories do not have college degrees, but the labor category gives no alternative for those. Would the Government please review the labor categories for those where a college degree could be replaced by experience. Some suggested LC's are Property Specialist 1 and 2, Media Specialist 1, Graphic Designer 1, 2, and 3.
Attachment D-6 has been updated to include Note 2.
53 Solicitation Section B.8.2(c) The task order procedure specifies a limit of 5 days to respond to a task order request. As some task orders may be larger or more complex and require more research and planning, it would take more than 5 days to complete the required task plan.
Since the base NFS1852.216-80 clause leaves the number of days as a fill in for the contracting officer, would the government consider flexibility for more than 5 days to respond to a request when the scope/size would require more than 5 days.
The solicitation will remain unchanged. However, in exceptional circumstances, an extension may be granted by the Contracting Officer.
54 Enclosure 2 and Solicitation Q&A Answer 20, F.5, F.6.1(e)(1)(iii), F.6.4
