Page Section Para.
1 8/15/2022 68 L.13 (b) (3) h
Section L.13 (b) (3) h. states: "Two pages of Performance Recognition documents will not count towards the page limitation; pages in excess of two (2) are not excluded from the page count."
QUESTION: Are offerors correct in assuming the first two pages of the Performance Recognition document are excluded from page limitations for EACH contract cited?
No. As stated, two pages of performance recognition documents will not count towards the page limitation.
2 8/15/2022 76 Section M (1) Factor 1, Corporate Experience
The RFP states: "Offerors who submit at least one recent/relevant project which demonstrate experience self-performing or managing Base Operating Services (BOS) (or equivalent) contracts at a remote and/or OCONUS location may be evaluated more favorably."
QUESTION: Will the Government advise if offerors may be evaluated more favorably for having multiple, rather than one, OCONUS BOS project?
As stated in Factor 1 evaluation criteria, the evaluation will consider the depth and breadth of the relevant experience. This could be demonstrated through a higher number of contracts, but could also be demonstrated through other means in accordance with solicitation criteria. The evaluation process is qualitative rather than quantitative.
3 8/15/2022 76 Section M (a) Basis of Evaluation
The RFP states: "The assessment of the offeror’s recent and relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of this solicitation. The Government will consider the depth and breadth of the relevant experience, focusing on performance of technical specifications to be performed under this contract, to evaluate the level of risk of unsuccessful performance."
QUESTION: Will the Government evaluate projects under Evaluation Factors (1) Corporate Experience for degree of relevancy (i.e., very relevant, relevant, somewhat relevant, not relevant)?
No. The offeror shall submit a minimum of two (2) to a maximum of five (5) examples of recent, relevant projects that the offeror (including joint ventures and partnerships) completed and served as the prime contractor...; those projects must meet the relevancy definition provided within Section M of the Solicitation.
4 8/15/2022 76 Section M (a) Basis of Evaluation
The RFP states: "The assessment of the offeror’s recent and relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of this solicitation. The Government will consider the depth and breadth of the relevant experience, focusing on performance of technical specifications to be performed under this contract, to evaluate the level of risk of unsuccessful performance."
QUESTION: Will the Government Corporate Evaluation assessment factor the degrees of relevance, or is Corporate Experience evaluated under a pass/fail assessment approach?
Refer to Question #3 response.
5 8/15/2022 76 Section M (b) Basis of Evaluation
The RFP states: "The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance."
QUESTION: Will the Government define what rating scale they will use to rate Past Performance?
Consistent with the DoD Source Selection Procedures provided in Director, Defense Procurement and Acquisition Policy memorandum dated April 1, 2016, the SSEB may use the following performance confidence assessment ratings: Satisfactory Confidence, Neutral Confidence, Limited Confidence, and No Confidence. In addition, past performance relevancy will be rated as either “Acceptable” or “Unacceptable”.

6 8/15/2022 81 Section M (10)
The RFP states: "Demonstrates realistic labor (direct and indirect) in relation to the work to be performed that reflects a clear understanding of the requirements, and is consistent with other portions of the offeror’s proposal (i.e. Attachments JL-1, JB-2, etc.).” As written, the evaluation language is ambiguous because it doesn’t specify what portions of the offeror’s proposal this will be compared against.
QUESTION: Will the Government please confirm whether this evaluation factor is intended to be a price realism analysis?
No. The Government is not conducting a price realism analysis.
7 8/15/2022 82 Section M (2)
The RFP states: "(2) Declining trends that push the risk levels from Moderate Risk (MR) or higher to Low Risk (LR) or Very Low Risk (VLR) would indicate a strength."
QUESTION: Will the Government clarify that the “declining trends…would indicate a strength” language for TCR and DART is just an example of what would indicate a strength, and not the only means to get a strength for the Safety factor as a whole or for the DART/TCR elements?
The Agency will evaluate consistent with the criteria stated in the solicitation. Any aspect of an offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance may be assessed as a strength in accordance with the criteria of the solicitation.
8 8/15/2022 82 Section M (b)
The RFP states: "(b) Basis of Evaluation. The Government is seeking to determine that the offeror has consistently demonstrated a commitment to safety and that the offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The evaluation will collectively consider the DART rate, TCR, Technical Approach to Safety, and other sources of information available to the Government as part of such collective evaluation. The board will evaluate the DART rates and TCR to determine if the offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating."
QUESTION: Will the Government advise as to what other factors are considered to receive a strength for the Safety factor?
See response to Question #7.
9 8/15/2022 73 Section M 4. (a) Price (2) Basis of Evaluation
The RFP states: "The Government will evaluate price based on the total proposed price, which consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section M of the solicitation."
QUESTION: Does the evaluation also include the award fee CLINs?
RESPONSE UPDATED VIA AMENDMENT 0003:
Yes, see updated basis of evaluation for price in Amendment 0003.
10 8/15/2022 73 Section M 3
The RFP states: "Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered."
QUESTION: Given the Government’s focus on performance quality, especially through the use of an award fee structured to incentivize performance at or above a certain level, will the Government please clarify why the RFP does not contain an explicit price realism criteria?
A price realism analysis is not required on a Firm-Fixed price contract.

69 8/15/2022 448 J-1700000-04 Section 3.1.2
Annex 1700000 Spec Item 3.1.2 states “Exact times for Commission Buses will be provided to the contractor in advance of the next trial day, and will specify the estimated number of passengers, required departure time and location, destination, and estimated departure time from destination for return trip.” The workload provided by the government indicates one shuttle bus is operated seven days a week for 21 hours each day. The workload then hints at additional shuttle bus requirements beyond the stated bus route listed in J-1700000-04. The OMC additional base shuttle bus during Commission is missing several details such as, frequency of occurrence, number of hours per week the bus may be in operation, how many weeks per year the requirement may be needed, how many drivers are needed, a bidder needs to accurately bid to this requirement as a firm fixed price requirement. The government indicates the OMC additional base shuttle bus may be required during Commission (Leeward/Winward) All runs Monday through Friday before and after trial (Daily times will vary). The Government does not indicate the length of a trial, or the frequency of trials either to help bidder gain a better understanding of how many drivers they may or may not need.
QUESTION: Based on the sensitivity of the OMC mission and several unknowns for these additional OMC routes will the government please consider providing a stated number of drivers required daily to include the number of hours per week, and number of weeks per year bidders should consider when pricing for this requirement?
The exact length and frequencies of trials are unknown.
Historically, approximately 40 weeks per year there is a requirement for additional shuttle services for OMC’s legislative activities.
