DLA DISPOSITION GUIDE AND SAMPLE 1348 DOCUMENTS

DD Form 1348-1Aa

There is no account to be established for turn in of property to DLA Disposition Services (previously known as DRMO), all you need is your DODAAC and the proper procedures. First a DoDAAC is the DoD Activity Account Code that is Alpha Numeric and six digits. For the Army it normally starts with a "W" or "Q", Navy uses an "N" or a V, Air Force is "FB" or "FE", Marines uses an "M" other DoD organizations have their own. It is what you normally use to order supplies but there are ones that only use their Commands DoDAAC. If your supply section does not know what it is you can check with your local field office to see if they can assist you in finding it.

The disposition of DoD Surplus and Excess property is covered in DoD 4160.21-M and DRMS 4160.14. The basics of the turn in process will be discussed in this training. You can also find the publications, forms and additional information on the DRMS procedures and programs by visiting the DRMS web site at;

http://www.dispositionservices.dla.mil. The following is a list of examples you will find along with different pages of information to assist you in completing the turn in document.

4 Enclosure (5)

DEFINITIONS (CONT'D)

Due to national security concerns, the FSGs and FSCs listed above require a higher degree of documentation. When these items are not assigned an NSN, the DTID must include the appropriate FSC, Valid part number and Manufacturer's name, Nomenclature which accurately describes the item, End item application, A clear-text statement explaining why the NSN is not included.

This information may be annotated directly on the DTID or securely attached to the DTID. Separate documentation must reference the DTID number.

The DTID for any property turned in by LSN without an assigned DEMIL code must include the clear-text DEMIL statement.

Generating activities may request assistance of the DLA Disposition Services, DLSC or the Item Manager for the FSG/FSC to determine the appropriate statement that is required. We will assist you if needed, in developing the clear-text statement and assignment of the appropriate DEMIL code.

DEMIL F Items and Guidance This code indicates that there are specific instructions on how to demilitarize a particular item. It does not mean that the instructions have been published. Some instructions apply to only one NIIN. Other instructions apply to similar items, including more than one NIIN. Until recently they had to be obtained from the item manager. Some instructions are now available from a number of sources, including on line. However, most are only available from item managers. There are a variety of reasons for assigning Code F but they relate to some characteristic of the item that is unusual. That may include identification of key points. Many items are coded Demil F for reasons other than DEMIL requirements. In particular many hazardous items have been coded F solely as a means of providing instructions on how to process the item to remove hazards. A challenge can be submitted if the instructions are obviously solely for a reason other than a real Demil requirement. DLA is currently reviewing these items to identify NIINs that should have codes other than F. Disposition Services are not to accept items solely because instruct s st. Presence of instructions is not a criterion in self for ability of an em.

5 Enclosure (5)

DEFINITIONS (CONT'D)

If instructions are required to be provided by a generator then failure of the generator to do so is cause for rejecting an item. However, presence of instructions does not automatically make an item acceptable.

Besides having instructions for a Demil F item, a receiver must consider other criteria, as they would for any other item (criteria such as AEDA, hazardous, classified, etc.). Also, DISPOSITION SERVICES s must identify if Demil is to be accomplished by the generator as a condition of turn in.

Instructions for those items are useful for a disposition

Services to help determine if an item has been properly and completely demilled before receiving. If contact with an item manager is necessary, HQ DLA has directed that contact should be made with the appropriate service Demil Coordinator. They are identified at the DoD Demil web site. Persons who have obtained Demil instructions are encouraged to contact DRMS BD to add the information to the on-line sites.

Links to available instructions:

The primary site for on-line Demil F instructions is provided by the Army Electronic Product Support (AEPS) activity. This site was initiated and developed by the Army and has full DLA backing for this purpose. Eventually, all DEMIL F instructions are to be included. Usercodes and passwords are required. That will be replaced by PKI access. Instructions on obtaining access are found at https://www.us.army.mil/portal/portal_home.jhtml. When completing the application form, note that the IASO for all of DRMS is Zande Cox, DRMS-CS, DSN 932 4217, (269) 961-4217. NOTE:

Even when DEMIL F instructions are fully complied with, all Demil requirements may not have been accomplished. Demil F instructions will normally only address the unique aspects of an item. Other instructions found in the DEMIL manual must also be complied with. Also remember that all other requirements such as certification, DEMIL before turn-in (if applicable), etc.

must still be accomplished. The AEPS DEMIL F site is at https://aeps.ria.army.mil/ako/home/aepsako_home.cfm.
