341/26/222Attachmnet J - TAB "Non-Recurring Work Base Period"A701In Attachmnet J (ELINS) the second tab is “Non-Recurring Work Base Period” on this sheet the second line item A701 Direct Material has and “Estimated Quantity” of 50,000 then has a “unit price” and a “Extended price” that we are supposed to fill in with our bid. We understand that the note says “MUST BE NEGOTIATED BY KO USING BTO PROCESS” so that each induvial work order price will be negotiated, however, our question is: What are we supposed to fill in the “unit price” and a “Extended price”? is this supposed to be our markup rate in a percent? Or do we put the extended amount that we would mark up 50,000 of materials? Example if we used 10% markup 50,000 would become 55,000? Or do we just leave this blank? Please let us know, and confirm this answer will apply to all the “Non-Recurring Work Base Period” optionsPlease see revised Attachment J-0200000-10 ELINs rev2Feb122. A702 is now Direct Material. The Offeror is to calculate and propose the Unit Price of material cost not the Estimated Quantity 50,000 (this number does not change). EXAMPLE: 50,000 x Unit Price = Extended Price.2
351/26/222Attachmnet J - TAB "Non-Recurring Work Base Period"A700In Attachmnet J (ELINS) the second tab is “Non-Recurring Work Base Period” on this sheet the first line item “A700 Unit Price Labor Work”. On this contract, we anticipate having labor rates for both DDC equipment work and also Testing and Balancing Work from two separate subcontractors and these rates may be different. Can you clarify if this rate should cover both of those separate activities or if there is a way to price rates for those separate activities? Please see revised Attachment J-0200000-10 ELINs rev2Feb122 with revised Non-Recurring ELIN structure separating DDC and TAB Work.2
361/26/2232-33 andN6945022R0007 HVAC SolicitationPg 33 Proposal Submission Instructions, Section L.3 and L.7Page 33 Proposal Submission Instructions has a List of things to submit, that would involve a letter with information, the SF 33 and Price Spreadsheet. QUESTION: Please clarify which of these sections we should follow and how many volumns/binders we should turn inThe proposal submission shall have 1 "Price Proposal" Binder and 1 "Non-Price" Proposal Binder (Technical)2

Both types of submissions are not required. A CD rom is not being utilized. 382/2/2232N6945022R0007 HVAC SolicitationPg 32 Proposal Submission InstructionsThis section states that the price proposal shall be emailed, but it is unclear if this is a copy of the Attachmnet J spreadsheet or if this would be a PDF of the "Price Proposal" listed in section L.3 and L.7, please confirm and advise if any other part of the proposal should be emailed. The entire proposal submission shall be either electronic OR hard copy submission. An EXCEL ATTACHMENT J-020000-10 ELINsrevFeb122 shall be submitted electronically. The Government needs to be able to evaluate calculations used in the price proposal. However, if a hard copy is being submitted then an electronic file of the EXCEL ATTACHMENT J-020000-10 ELINsrevFeb122 should be emailed.2
392/2/225-12N6945022R0007 HVAC SolicitationPg 5-12, Section L3 and L7There are 6 pages of a CLIN pricing breakdown, but the price proposal section seems to ask bidders to complete the Attachmnet J only - please advise if the CLIN sheets should be filled out and include with the SF33 or put in the pricing section, or if only the Attachmnet J is to be used.See Section M Evaluation of Factors for Award M1.
