| 1 | 2/8/22 | 2 | Attachmnet J - TAB "Non-Recurring Work Base Period" | A702 | This is a further clarification of the Question/Response to PPI #34 asked on 1/26/2022. Input from the incumbent subs and prime explained that the Direct Material calculation comes from the original author at FRCSE for the DDC & TAB SOW. He wanted to include a max budget of $50,000 of material in non-recurring work. Based on input from the current DDC and TAB companies, all of the non-recurring material is HVAC-DDC related. The unit cost of a DDC sensor, unit controller board, actuators, VFD's, communication wire, building controllers, and software can vary from a few dollars to thousands. The estimated quantity was originally intended to be dollars. All requested proposals were then reviewed and approved by the KO using the negotiated contract rates and markups. Its understood that the previous negotiated contracts included a $1 Unit Price in the Direct Material formula. A total maximum of $50,000 worth of material was realistic for each CLIN period. Since it is not possible to give a unit price for every possible non-recurring item, should the Unit Price be based on $1 so that the bidder would show it as $1.15 if there was a 15% markup on direct material? Please clarify. | The Unit Price is the variable the Contractor is to provide pricing on. Therefore, each initial proposal must contain the Offeror’s best pricing in response to the solicitation and provide the best possible service to the Government. | 3 | |
| 2 | 2/8/22 | 2.2.22 | Please clarify the response to PPI #32. Response regarding CLINS 0009 and 0010 for Option FAR 52.217-8 states "The estimated quanitities should be based off of the previous option period CLINs 0007/0008 pricing for a 6 month duration see revised ATTACHMENT J-0200000-10." Does this mean that bidders should take the exact values they provide in CLINS 0007 and 0008 and cut them in half, since CLINS 0007 and 0008 are based off of 12 months? Is there the bidder's option to provide an inflation increase for additional 6 months of contract extension? | Please see FAR clause 52.217-8. The FAR clause 52.217-8 is a 6 month extension option of the previous option period. "The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months." | 3 | |||
| 3 | 2/8/22 | 2.2.22 | Please clarify the response to PPI #32. Response regarding CLINS 0009 and 0010 for Option FAR 52.217-8 states "The estimated quanitities should be based off of the previous option period CLINs 0007/0008 pricing for a 6 month duration see revised ATTACHMENT J-0200000-10." Should the spreadsheet for CLINS 0009 and 0010 be revised to show a Quantity of "75 EA" for 3.1 Service Calls, and "6 MO" for 3.2 HVAC DDC Systems, 3.3 Sensor Calibration and Commissioning, 3.4 Equipment Calibration, and 3.5 Test and Balance | Please see revised ATTACHMENT J-0200000-10 ELINsrev3Feb822 with adjusted calculations for a six month period. | 3 | |||
| 4 | 2/8/22 | Will DFARS clause 252.223-7999 ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS (DEVIATION 2021-O0009) be included in this contract? | No | 3 | ||||
