Section A - Solicitation/Contract Form
SECTION A
A.1 TYPE OF CONTRACT
Award of this solicitation will result in a combination of Firm Fixed Price (FFP - Recurring) / Indefinite Delivery Indefinite Quantity (IDIQ - Non Recurring) contract. The total maximum NTE period of performance will be for one (1) base year plus three (3) - one (1) Year Option Periods and a six (6) month Option Period pursuant to FAR Clause 52.217-8.
A.2 SERVICE REQUIREMENTS
The outcomes to be achieved are Facility Investment for Heating Ventilation and Air Conditioning (HVAC), Direct Digital Control (DDC) Systems and to provide Test and Balance (TAB) services on existing HVAC and Industrial Ventilation systems to ensure proper airflow, water flow, operation and control within limits of design capability at Fleet Readiness Center Southeast (FRCSE) on Naval Air Station (NAS) Jacksonville, Naval Station (NS) Mayport and Cecil Commerce Center, Florida. The Contractor shall furnish all management, supervision, labor, transportation, supplies, tools, equipment, and materials necessary to provide the services described in this specification.
A.3 NAICS CODE
The NAICS code is 238220, Plumbing, Heating and Air-Conditioning Contractors Services, having a small business size standard of $16.5 million.
A.4 PRIOR CONTRACT INFORMATION
The contract issued as a result of this solicitation will replace contract N69450-19-D-5623, which expires on 31 March 2022. The following information applies to that contract. No assurances are made that work load and volume of future effort and costs will replicate past experience.
A.5 COMPETITION ENVIRONMENT
This contract is being entered into under the authority of 41 U.S.C. 3304(a)(5), and FAR Subpart 19.8, Contracting with the Small Business Administration (The 8(a) Program).
Section B - Supplies or Services and Prices
SECTION B
B.1 PRICING OF CLINS
The contract pricing is structured into ten (10) Contract Line Item Numbers (CLINs). The base year is covered by CLINs 0001 and 0002. Each of the three, one-year option periods is likewise covered by two CLINs. The first option period is covered by CLINs 0003 and 0004. The second option period is covered by CLINs 0005 and 0006.
The third option period is covered by CLINs 0007 and 0008. The 6-month option period IAW FAR 52.217-8 is covered by CLINs 0009 and 0010. The firm fixed price (FFP) base year requirement and the overall guaranteed minimum for the contract is CLIN 0001. CLINs 0003, 0005, 0007 and 0009 account for the FFP requirements in each option period. CLINs 0002, 0004, 0006, 0008 and 0010 contain IDIQ requirements that are pre-priced as part of your offer.
Section B CLINs are supported by Section J Exhibit Line Item Numbers (ELINs). Before Pricing Section B, complete the Section J ELINs Attachment Excel spreadsheet. The spreadsheet includes multiple worksheets, which must be completed. Submit the completed spreadsheet with your proposal in hard copy and electronic format. The spreadsheet contains ten (10) tabs of ELINs, each corresponding to a Section B CLIN. They are identified, for examples, as: “Base Period FFP” (which is CLIN 0001), “Base Period IDIQ” (which is CLIN 0002), “1st Option Period FFP” (which is CLIN 0003), “1st Option Period IDIQ” (which is CLIN 0004), etc. ELINs with prefix “A” support the Base Year, ELINs with prefix “B” support Option Period 1, ELINs with prefix “C” support Option Period 2, ELINs with prefix “D” support Option Period 3, and ELINs with prefix “E” support FAR 52.217-8 Option Period. Therefore, the total of ELINs A001AA through A001AE will be the amount you should enter in Section B CLIN 0001. The total of ELINs A700 through A701 will be the amount you should enter in Section B CLIN 0002.
Total of ELINs B001AA through B001AE will be the amount you should enter in Section B CLIN 0003. The total of ELINs B700 through B701 will be the amount you should enter in Section B CLIN 0004. Total of ELINs C001AA through C001AE will be the amount you should enter in Section B CLIN 0005. The total of ELINs C700 through C701 will be the amount you should enter in Section B CLIN 0006. Continue pricing accordingly and make sure that the total of each Tab of ELINs is equal to its corresponding CLIN value entered in Section B. The total of all Section J ELINs should equal the total of all Section B CLINs 0001 through 0010.
B.2 NTE AND MIN GUARANTEE
The maximum or not-to-exceed (NTE) value of an ordering period is the total of all the CLINs in that ordering period. The maximum for any ordering period shall not be exceeded, except as may be provided for by formal modification of the contract. Circumstances may change after award such that the Government may need to issue orders which exceed the estimated quantity set forth for any particular CLIN during an ordering period, but will not exceed the maximum value for that ordering period. In this case, the Contractor may agree by signing the task order or starting performance. Concurrently, with the award of the basic contract, the Government intends to issue a task order to obligate the contract minimum guarantee for:
CLIN 0001, Base Period FFP Services Minimum guarantees do not apply to the option periods.
B.3 PRICING DISCREPANCIES
In the event there is a difference between the unit prices and extended total amounts, the extended total amounts will be held to be the intended offer and the total amount shall be recomputed accordingly.
If the offeror provides a total amount for a CLIN or ELIN, but fails to enter the unit price, the total amount divided by the CLIN or ELIN quantity will be held to be the intended unit price.
In the event there is a discrepancy between the Section J ELIN pricing and the Section B CLIN price, the Section B CLIN will be held to be the intended offer.
B.4 INFORMATIONAL SUBCLINS
Informational SubCLINs are incorporated on the funding task orders with appropriate funding/lines of accounting by customer. These SubCLINs represent funding for each CLIN by customer. The contractor shall not submit totals for SubCLINs.
B.5 PHASE-IN AND PHASE-OUT
Pricing includes applicable Phase-In and Phase-Out costs. There is no separately priced CLIN for Phase-In and Phase-Out.
B.6 FULLY LOADED PRICING
All pricing, including recurring and non-recurring work ELIN pricing, is fully loaded. No other allocations, fees, O/Hs, G&A, and profits will be applied when an option is exercised or work is ordered.
B.7 UNIT PRICE ADJUSTMENTS
Unit price Adjustments in Option Periods
This contract incorporates a Service Contracts Labor Standards wage determination. In accordance with subparagraph (b) of the Fair Labor Standards and Service Contract Act—Price Adjustment Clause, FAR 52.222-43, offerors shall not include escalation of wage and fringe benefit rates for Service Contract Labor Standards (formerly known as Service Contract Act of 1965) covered employees in the option periods of performance. Wage and fringe benefit rates used for the base performance period will be used in pricing labor costs for all periods of performance in the option years. In accordance with the referenced clauses, the contractor may be entitled to an adjustment in contract price only when a new Service Contract Labor Standards wage determination is modified into the contract and it affects wages and fringe benefits of covered employees.
B.8 MANDATORY SOURCES OF SUPPLY
Contractor Use of Mandatory Sources of Supply
The following supplies to be provided under this contract for use by the Government are required by law to be obtained from nonprofit agencies participating in the program operated by the Committee for the Purchase From People Who Are Blind or Severely Disabled (the Committee) under 41.U.S.C. 8504.

Contractor Performance Assessment Reporting System (CPARS) Assessment Ratings: A common five level assessment rating system is used to evaluate a contractor's performance. Ratings range from Unsatisfactory (lowest) to Exceptional (highest). The following is the breakdown of each category with a definition:
Exceptional - Performance meets contractual requirements and exceeds many to the Government's benefit. The element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.
Very Good -Performance meets contractual requirements and exceeds some to the Government's benefit. The element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
Satisfactory - Performance meets contractual requirements. The element being assessed contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
Marginal - Performance does not meet some contractual requirements. The element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions.
Unsatisfactory - Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The element being assessed contains a serious problem(s) for which the contractor's corrective actions appear or were ineffective.
Contractor Assessment: The COR’s makes an annual report on Contractor Performance (CPARS or other annual report). The contractor’s failure to achieve satisfactory performance under the contract/task order, reflected in the COR’s annual report, may result in termination of the contract/task order and may also result in the loss of future Government contracts/task orders. The contractor’s failure to achieve satisfactory performance under the contract/task order may result in the non-exercise of available options.
For each item that does not meet acceptable levels, the Government may issue a Contract Discrepancy Report (CDR). CDRs will be forwarded to the Contracting Officer with a copy sent to the contractor. The contractor must reply in writing within 5 days of receipt identifying how future occurrences of the problem will be prevented. Based upon the contractor’s past performance and plan to solve the problem, the Contracting Officer will determine if any further action will be taken.
In accordance with the inspection of services provisions of the contract, the contractor will be incentivized to provide quality products in a timely manner since the Government can require the Contractor, at no additional cost, to replace or correct work that fails to meet contract requirements.
