PREVENTION AND CONTROL OF WORKPLACE HAZARDS
1. Discussion. Recognized safety and health hazards shall be elimi nated , reduced or controlled as quickl y as possible , subject to priorities based upon the degree of risk posed by the hazards. Identification of hazardous conditions may be accompl ished at the planning and design stage, as a result of workplace inspection, engineerin9 plans or through employee reports .
2 . Principles of Hazard Control. The following principles shall be used to prevent or abate occupati onal hazards:
a . Substitution. Replacement of existing (or intended) processes , materials, or equipment with similar items known to have lesse r or limited hazard potential.
b. Isolation. Hazards are controlled using an appropriate barrier or limiter, distance from a hazard potential, time separation or appropriate combinations of the three .
c . Engineering Control . Airborne hazard potential can be controlled by:
(1) Diluting. Adding uncontaminated air to reduce the concentration of a contaminant.
(2) Exhausting. Removing airborne contaminants at their source or point of generation.
d . Administrative Control. Effective operating practices that reduce employee exposure to chemical or physical hazards , i.e . , alternating task assignment s , job site relocation and procedure modifications .
e. Personal Protective Equipment (PPE). Least preferred method of hazard control . It is the only method that does not reduce the l evels of contaminants in the workplace .
3 . Application of Hazard Control Principles . Hazardous conditions in the workplace may be prevented through appropriate and effective actions when facilit i es are designed , when operating procedures are developed, or when equipment is purchased .
4-1 Enclos ure (1)
DEC 14 2Uf5 a . Safety, Hea l th and Environmental review. Safety, heal th and environmental concerns shall be addressed during the design, development , acquisition , fitting-out and operation of systems and facilities and associated modifications . All recommendat i ons made by the Industrial Hygienist and safety professionals shal l be submitted, in writing, to the originator.
c. Operating Procedures . Standard Operating Procedures (SOP) or Job Safety Analysis is issued to direct the manner in which work is performed shall i nclude appropriate health and safety requirements . Originators of such procedures shal l ensure that cognizant safety professional s and/or Industrial Hygienists review the document prior to final signature and i ssuance.
d . Purchasing Procedure. Spectfications for items to be purchased shall be coordinated for review with the NAVOSH Office to ensure that NAVOSH requirements are considered in the specificat i ons .
e. Contracting Procedure. Contracts requiring work to be performed by contractor personnel at the FRCSW facilities shall be coordinated for review with the NAVOSH Office .
f. Interim Hazard Abatement Measures. Where engineering controls are not immediately applicable, administrative controls or PPE shall be considered appropriate for use as interim hazard abatement measures.
g . Permanent Hazard Abatement. Feasible engineering controls shall be used to reduce hazardous exposure , even when
4 - 2 Enclosure (1) only partial reduction of exposure is possible. All recommendations made by the Industrial Hygienist and safety professionals shall be submitted, in writing , to the originator .

HAZARDOUS MATERIAL (HAZMAT) CONTROL AND MANAGEMENT (HMC&M)
1. Discussion . HMC&M Program focuses on reinforcing the importance of many basic NAVOSH objectives and functions. I t is geared towards the safe use of HAZMAT in the workplace , and safe handling and disposal of Hazardous Waste (HW) at FRCSW . HAZMAT, as used in this instruction, is any material or chemical which presents a physical or health hazard . This chapter includes, but is not limited to , the followi ng aspects :
a . Identification and classification of HAZMAT .
b. Safety and health precautions and training for the safe use and handling of HAZMAT .
c . Transportation , packagi ng , marking , label ing , document i ng , p l acards , and storage of HAZMAT .
d. Reporting of HAZMAT mishaps .
e . Disposal of HW.
2 . Policy. Control of HAZMAT is an inherent function of all activiti es at FRCSW. It is the command' s policy that HAZMAT shal l be managed and controlled from its acquisition on through its u ltimate d i sposal by accomplishing the following objectives:
a. HAZMAT shall be procured only when required by an engineering directive and when approved in accordance with the procedures specified in Appendix 6 - A, 6-5 .
NOTE : Less hazardous or nonhazardous materials s hall be used when technically feasible.
b. Containers shall be labeled to identify HAZMAT , including common or chemical name and appropriate hazard warnings. Each container shall be labeled except stationary containers and containers for l aboratory use. Locally manufactured materials shall also include the code of the responsibl e laboratory personnel on the label. Employees sha l l not remove or deface e xisting labels on incoming contai ners of HAZMAT . Whenever any HAZMAT i s transferred into a portable or
6 - 1 Enclosure (1)
DEC 14 ZOt5 secondary container, t h e employee shall imme diately label the secondary container with the common name of the HAZMAT .
c. Safety Dat a Sheet (SDS). Adequat e technical information, including potential hazards a nd required · precautionary measures for safe usage, shall be maintai ned f or all HAZMAT acqui red or purchased f o r use at FRCSW . Th i s da t a shall normally be in t h e form of an SDS . Complete f iles of SDS for all HAZMAT used at FRCSW shall be maintained by the DLA HAZMAT Operations. Each HAZMAT i ssue center sha l l maintain a current copy of an SDS for each product issued. Each satellite workpl ace o r b uilding s ha ll maintain copies of the SDS specific to each HA ZMAT authorized f or use . Online SDSs are available to all employees on the FRCSW intranet
d. HAZMAT shall be handled and used o n ly by trained personnel under control led and approved conditions. Supervisors shall provi de employees with information and training on t he specific SDS for the HAZMAT used in their wo r kplace at the time of their initial assignment . SDS training shall be completed for each new HAZMAT before adding it to the authorized user list .
e . The minimum use of HAZMAT shall be designed or specified into new systems and equipment acquisition and in the development of mainte nance procedures. Where t he use of HAZMAT is required, adequate engi neering controls and PPE sha l l be specified, provided, a nd used to e nsure the safety and health of exposed personnel.
f. The quantity of HAZMAT stocked by a satellite shop or buil ding shall not exceed the minimum quant ity necessary t o satisfy operational requirements. Per Appendix 6-A, 6- 1, workcenter HAZ MAT inventory should not exceed a one- week supply.
Only approved storage lockers and a reas shall be used fo r storing HAZMAT.
g. A computeri zed master HAZMAT Authorized User List (HAUL) of authorized materia l s , identified by Nat iona l Stoc k Number (NSN) , part number , and common or chemica l name for each HAZMAT i n the workplace , shall be deve loped and updated periodically .
The list shall include stock number , unit of issue, one week quantity if material is stored in a satellite area , and disposal codes.
