| 5 | What is the % of work broken down by shifts and how many artisans per shift? | Shift work requirements are not constant. Historically, 80% of the Contractor workforce has been assigned to work the "A" Shift and 20% of the Contractor workforce has been assigned to work the other Shifts. The “C” shift is used sparingly to overcome scheduling and facility capacity constraints. |
| 6 | Are there any CBA's? | Yes, Lemore and Yuma are under CBA's. CBA information will be included in the Solicitation. |

| 9 | CLINS 0X06 and 0X07 - no (pay) steps identified in WG. | The "GS/WG Equivalent" Column in Attachment 5 is provided as generic guidance and are not necessarily reflective of the individual companies strategy for the proposal. In the civilian sector, pay steps are earned based on time in service and/or grade. |
| 10 | The RFP labor categories do not reflect the experience of the employee and could affect their pay wage. Will you be adding wage steps for proposing accuracy, i.e. WG-10 step 5? | The "GS/WG Equivalent" Column in Attachment 5 is provided as generic guidance and are not necessarily reflective of the individual companies strategy for the proposal. In the civilian sector, pay steps are earned based on time in service and/or grade. The same level of competency is required from an employee regardless of whether they were at Step 1 or Step 5. With that said, FRCSW will not be adding steps to Attachment 5. |
| 11 | Will there be a Transition CLIN? | There will be no Transition CLIN. |
| 12 | Are the SCA wage determinations up to date? | The latest SCA WG's will be included in the final solicitation. |
| 13 | Can personal (employee) experience be substituted for Company Corporate experience? | No. In accordance with Section M, II, A, "The experience provided shall only relate to Corporate Experience, which is experience gained through contracted work, vice the experience of the offerors personnel." |
| 14 | In the Pricing Evaluation, will 3% escalation be used in the Government MPC? | The 3% escalation rate mentioned in the Pre-Solicitation Conference and One-on-One discussions is based on the Government's current assessment of the escalation rates from review of the Global Insight rates. In accordance with Section L, Part B 5.3.2.3, "The offeror should provide all escalation-related assumptions used in the proposal." However, if an offeror proposes escalation rates that are not substantiated, the government may make an MPC adjustment to those escalation rates if they are determined to be unrealistic. In accordance with Section M, "the Government may use commercial published data, same or similar DoD contracts, Government estimates, industry standards, field pricing reports, or other information as deemed appropriate by the Government." |
| 15 | Is there a requirement for shift differential? | The Solicitation does not detail contractor personnel pay requirements outside of referencing the latest Labor Department Wage Grade Determinations. Employee pay strategies are considered a part of the individual companies strategy for the proposal and the solicitation/contractor also does not relieve the contractor from being required to comply with Local, state and federal laws. |
| 16 | Will experience working with Unions be considered under Corporate Experience? | No, working with unions was not an element specified in section L (Sections 2.2.1 and 2.2.2) that would be evaluated. Working with Unions will not be given special consideration under Corporate Experience. |
| 17 | Will the possible unionization be taken into account during this evaluation? | No. Unionization isn't anticipated during execution and therefore evaluations won't take this into consideration. |
| 18 | How will Subcontractor Experience be used under Corporate Experience? | Subcontractor experience will be evaluated as it relates to their proposed role on the FRCSW effort. A direct relation between their proposed role and the experience reference provided must be made for that experience to be deemed relevant. ( Section "L" 2.0 Volume 2 Corporate Experience) |

The written explanation shall detail the distinct roles and responsibilities for entities with different CAGE codes/DUNs at the same physical location for where the work is being performed or from where the work is being directed. The description shall include all changes in the organization as a result of a corporate acquisition, reorganization, merger, or other administrative reason." |

| 38 | Please define what the Material CLIN will be used for and provide some examples. | PPE and safety equipment such safety glasses, respirators, and fall protection harnesses, gas detection meter, as well as training materials and equipment necessary for the practical lab (i.e. tools, solder equipment, sheet metal, pneumatic drills, cleco-style connectors, etc.) as identified in Section 8.2. Material CLIN is Contractor supplied items that support the contractor personnel performing the work (minus tools). FRCSW will provide all material related to the actual performance of the work. |
| 39 | Are the Safety Manager and Training Managers part of the Key personnel? If not, should they be included? | Indirect personnel not specifically listed in the solicitation can be absorbed by the contractors indirect cost structure. |
| 40 | How should the offerors account for the indirect costs of the non Key personnel managers like Safety, Training, etc.? | Indirect personnel not specifically listed in the solicitation can be absorbed by the contractors indirect cost structure. |
| 41 | Is the QA manager missing from Attachment 5? | Yes, the QA Manager is under CLIN 0X06 of Attachment 5 of the final RFP release. |
| 42 | Is there an alternate or back-up Program Manager? How is this position accounted for? | Contractors can propose a back-up Program manager as part of their individual proposal strategy however; that position will not be a direct charge and will need to be absorbed by the contractors indirect cost structure. |
| 43 | What CLIN does QA (manager??) fall in? | 0X06 |
| 44 | Have there been any DOL issues on the current contract? | No |
| 45 | Is there an electronic timekeeping system in place? | No, not for the purpose of tracking contractor time for invoicing purposes. |
| 46 | Has the California Act relative to Sick Leave been flowed down into the contract? | The Solicitation does not specify any Sick Leave requirements. Compliance with Local, state and federal laws is the responsibility of the contractor and should be reflected accordingly in their proposals. |
| 47 | Is there a limit on the number of contracts an Offeror can provide for Corporate Experience and Past Performance? | There is no limit on the number of contracts an Offeror can submit. |
| 48 | Would the Government consider deleting the "requested" information being delivered three weeks prior to the submission date (highlighted below)? If the Government will not delete it, will an Offeror who does not submit the requested information ahead of the final Offer be viewed negatively or as non-compliant? | Advanced information is requested due to the amount to time it takes the government evaluation team to gather additional contract information such as CPARS, CPAR Updates, PPQ's, ect. for evaluation. Receiving early proposal information is essential for keeping the Source Selection on schedule which is to the benefit of both the government and contractor. If the contractor decides not to submit the requested advanced information, the proposal will not be looked at in a negative manner or be considered non-compliant but keep in mind, it will now take the evaluation team more time, in an already tight schedule, to gather the required information. This may cause delays that will negatively impact the Source Selection schedule. |
| RFP Q&A | ||
| 1 | On September 7, 2015, President Barack Obama signed Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors (https://www.dol.gov/whd/flsa/eo13706/faq.htm). The Executive Order requires certain parties that contract with the Federal Government to provide their employees with up to 7 days of paid sick leave annually, including paid leave allowing for family care. The Executive Order directs the Secretary of Labor to issue regulations by September 30, 2016, to implement the Executive Order’s requirements. 1) Has the Government taken into account the 3 sick days (24 hours) already granted by the State of California in their 1,920 FTE calculation for California sites and 2) Given the pending Executive Order, will the Government amend the 1,920 FTE figure? | Executive Order (EO) only apply to "new contracts," that is, contracts with the Federal Government that result from solicitations issued on or after January 1, 2017 and therefore does not pertain to this Solicitation. The Government will not amend the 1920 FTE calculation. |
| 2 | Section L, 3.0 Vol 3 Past Performance states … “whose past performance is within five years.” However, in the Past Performance, L-4 Attachment, in the instructions tab it states… “whose past performance is within three years.” Will the Government please let us know which number of years is correct? | Attachment L-4 (Vol 3 PP) has been corrected to match Section L, 3.0 Vol 3 Past Performance. Past Performance must be within 5 Years. |
| 3 | In the STATEMENT OF WORK, 1.0 SCOPE, 1.1 it lists….aircraft maintenance and associated business program support for Fleet Readiness Center Southwest (FRCSW) San Diego, currently including, but not limited to, the following remote sites in the Western Pacific Region: |
- NAS Point Mugu, CA
| However, in the “Level of Effort_Final” attachment, there is no mention of FTE at Pt. Mugu. Will the Government clarify whether Pt. Mugu is a detachment site or whether there will be a permanent Pt. Mugu effort and if so, what is the LOE? | Point Mugu is a detachment site for FRCSW however no permanent Contractor support has been identified at this time which is why the LOE does not list billets for that location. The sites listed in Section 1.1 of the SOW identify remote sites that fall under FRCSW (where support may be needed) whereas the LOE effort identifies where the current Contractor support is needed. There is no current Pt. Mugu LOE. | ||
| 4 | Background: Neither Section L nor M reference the submission of a QCP, PWS 5.3.1 states " It shall be provided at the time of proposal submission, incorporated into the contract as an Attachment and updated during the existence of the contract when applicable." PWS 6.1.5 states "This plan will be provide at the time of proposal and updated as required." Question: Is the QCP, as identified in PWS 6.1.5 and CDRL A005, due with the proposal or does the Government just require an overview of our QCP within the proposal? | At the time of proposal we would like to see the offeror's management approach to how they intend to perform QA functions and how they'll mitigate deficiencies and deal with them when they occur. We're not asking for the final Quality Control Plan which will be required during mobilization, just an overview on how they plan on performing QA functions. | |
| 5 | Background: RFP states: "However it is requested that one hard copy and one electronic copy on a CD-ROM of Volume 3 Past Performance, Table PP-1 (Past Performance Contract Data); as well as Volume I Executive Summary, Table ES-1 (Offeror's Summary); and Volume I Executive Summary, Table ES-2 (Relevant Contract Summary) be submitted two weeks prior to the submission date/time...." Question: Are the entire volumes requested to be submitted early or only the specified tables? | The information requested prior to proposal receipt is specific to the tables, Identified. The entire volumes should not be provided early, only the specified tables. | |
| 6 | Question: What is the required proposal validity? | proposal validity will be 210 days from the date the RFP closes. | |
| 7 | Question: Could the Government lease provide the naming conventions for Annexes B and C? | The naming convention for Annex B and C are as follows: |
AnnB KeyPersonnel.pdf and AnnB KeyPersonnel.docx AnnC TransitionPlan.pdf and AnnC TransitionPlan.docx
| 8 | Background: RFP states: "The proposal provided by the Offeror shall follow the outline below:" The section then lists Sections 1-3 with the required content. | ||
| Question: Does the Government expect to see our proposal follow these Sections, and sub-paraheaders, embedding all requirements within these 3 Sections? | Yes the Proposals should follow the same format reflected in the specific RFP sections | ||
| 9 | Background: RFP states: "If the Offeror is currently being audited, or has been audited by the DCAA, it is requested that the name and location of the assigned DCAA office be furnished with the proposal, along with any such completed audits to be used to facilitate the cost/price evaluation." However, Section 5.3 does not provide a location for the audit information. | ||
| Question: In what section does the Government want the audit and DCAA infomation? | Audit and DCAA information should be added to proposals as an Exhibit or attachment. | ||
| 10 | Background: The total hours in C14 and FTEs in D14 don’t reconcile if you consider 2,208 hours (1,920 RT + 288 (15%)OT) per FTE. The 117,024 total hours for CLIN 0X06 appears to cover 53 FTEs rather than the 54 FTEs published in the worksheet. Question: Is the contractor to assume 2,167 hours/FTE for CLIN 0X06 or is the FTE total of 54 or total hours of 117,024 misstated? | Amendment 1 of the Solicitation corrects Section B, CLINs 0X06 to 119232 hours (54 FTE). | |
| 11 | Background: Instructions state "Also, labor categories with more than one person providing service shall be listed multiple times for each person performing work. For example, if the offeror proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with their applicable rates and information. Question: Can the Government please confirm they want a separate row entry for each person? This would equate to 600+ entries within the attachment. Or did the Government want to see it similar to the layout in the Attachment 5 Level of Effort and ODC Estimate? | Instructions on attachment CA-1 will be corrected to allow the submission of combined labor categories. | |
| 12 | Background: Summary worksheet shows a total of 110400 hours per year for OY2, OY4 & OY4 for CLIN 0X05. On the Labor Breakdown worksheet, the hours for each skill - Aircraft Mechanic II (WG-10), Electrical, Maintenance (WG-10), & Sheetmetal Mechanic (WG-10) has reduced by 1920 from OY1 (Year 2) to OY2 (Year 3) and then held constant through OY4 (Year 5). Therefore, the total hours for CLIN 0X05 do not equate to the 110400. In addition, the FTE count did not change from OY1 to OY2. Question: Can the Government clarify this discrepancy? | Yes, all option years under OXO5 series CLINs have been appropriately corrected on Attachment 5 so that hours associated with each labor trade are correct and amounts to the 110400 hours. | |
| 13 | Thank you for responding to our previous question about Executive Order (EO) 13706. We had also asked about the current State requirement for California (Healthy Workplace Healthy Family Act of 2014) that mandates 24 hours of Sick leave. Can you address whether the Government will consider this when assessing Offeror’s cost realism? As a rough order of magnitude, that could be a difference in hours in excess of 70,000 over the life of the contract. | In general, the 1,920 hour man year already takes into account 2 weeks holidays and 2 weeks leave and will not be specifically adjusted within this solicitation. | |
| 14 | In the RFP on pg. 21 of 119, the estimated total labor hours is 6,524,640. In the “Level_of_effort_final” attachment the summary total for labor hours is 6,513,600. Will the Government confirm the correct labor hours? | Yes, 6,524,640 is the correct number of hours and has been corrected on the Summary tab. This is based on the 591 FTE's. | |
| 15 | Also on the “Level_of_effort_final” attachment, the Summary and the Labor Breakdown tabs are inconsistent for all years. The summary tab FTE count equals 590 and the Labor Breakdown tab FTE column equals 591. Will the Government confirm the correct total LOE; 590 vs. 591? | Yes, the number of FTE's has been corrected on the Summary tab to reflect 591 FTE's. | |
| 16 | Trade Specialties Education and Experience/Program Manager |
The experience description for the Program Manager states:
| Knowledgeable of acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DOD 5000 series. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management". Relevant Experience: At least six (6) years of professional experience in the Defense acquisition, and three (3) years of experience in support of Navy Acquisition management. Since this is a cost plus manpower augmentation type contract, can actual years of experience providing depot level maintenance management be substituted for the DOD 5000 series requirement, systems engineering and financial management? | Yes, although experience providing Depot Level Maintenance management typically would include elements of the DoD 5000 series instructions. | ||
| 17 | Reference: Section L.B.4.2 Discussion: This section requires Offerors to identify and include resumes in the proposal (Vol. 4, Annex B) for the Key Personnel positions identified in the Solicitation. Question: Does the Government desire to see a Letter of Intent / Commitment (LOI/LOC) or contingent hire Agreement for these key employees to reinforce the likelihood of a successful transition? | Yes. Letters of intent for the Identified Key personnel are preferred to be included with the resumes submitted although it not required. | |
| 18 | Reference: Section I ‐ Contract Clauses, Clauses Incorporated By Reference |
Discussion: The reference cites FAR 52.230‐2 and FAR 52.230‐6. These CAS clauses are not applicable to 8(a) companies.
| Question: As this procurement is an 8(a) set‐aside, will the Government remove these FAR clauses from the solicitation? | FAR 52.230‐2 and FAR 52.230‐6 have been removed. | |
| 19 | Reference: L‐5_ CA_1, Price Tabs, Column N, Columns S‐AG |
Discussion: The referenced columns are included, but they are "hidden."
| Question: What action is required from contractors for hidden columns / cells? Should we delete, leave hidden and unpopulated, or alter for our submission? | If not needed please delete any hidden/unneeded columns. | |
| 20 | Reference: L‐5_ CA_1, Instructions Tab, #7, #9, Price Tabs |
Discussion: From the referenced instructions, it appears as if the government intended to provide labor categories in Column A on the Price Tabs. Column A on Price Tabs is blank.
| Question: Does the Government intend to provide labor categories in Column A on price tabs? If not, please clarify the instructions for offerors regarding the expectation for rate calculations for Column A. | See corrected L-5 CA 1 attachemnt. Instructions have been corrected. Labor categories are refrenced in Attachment 5 Level Of Effort. | |
| 21 | Reference: L‐5_ CA_1, Instructions Tab, #7, #9, Price Tabs |
Discussion: The instructions tab references a "not comparable" row. We cannot find that row in the price Tabs.
| Question: Will the Government provide clarification on whether a "Not Comparable" row is required and provide an updated spreadsheet to clarify instructions? | Attachment CA 1 is a template and the instructions are to be interpreted relative to the individual solicitation. All labor categories required for this solicitation are in accordance with standard labor categories referenced in the attachments. The Not comparable row would be intended for situations that would allow or require the Offeror to propose labor categories that are not aligned to the Governments provided labor categories or are not comparable to the requested labor categories within the RFP. | |
| 22 | Reference: L‐5_ CA_1, "Total (5 Year Summary)" Tab |
Discussion: The referenced Tab only has the following information: "NOTE: To be filled in by the Offeror."
| Question: Will the Government please provide additional information regarding expectations for this Tab and the format for the Offeror's price summary? | The L‐5_ CA_1, "Total (5 Year Summary)" at a minimum should contain a roll-up of the total (5 year) cost elements of the cost proposal. The roll-up should include total Direct Labor costs as well as indirect costs, subcontractor costs, and profits/fees. Offerors may format this information as they wish as long as it correctly sums the totals reflected on the Base Year and Option Year Tabs. | |
| 23 | Reference: Solicitation Section L, Part B, Para 5.3.1 |
Discussion: The referenced paragraph states, "…Offeror's proposal (see Section 4.3.2.1) shall propose…." Section 4.3.2.1 is not included in Section L (Part A or B), or in the Statement of Work.
| Question: Will the Government please clarify the reference for Section 5.3.1, Specific Instructions for LOE Services? | Reference corrected to Section 5.3.2.1. Please see Amendment 3. | |
| 24 | Reference: Section J, Attachment 6 |
Discussion: The reference lists a DD Form 254, Security Classification attachment for the RFP. No DD Form 254 is included.
| Question: Will the Government provide a DD Form 254 for Attachment 6 as indicated? | DD Form 254 will only be provided at time of Award. | |
| 25 | Reference: Amendment 001 Form SF30; FBO.gov |
Discussion: FBO.gov identifies the Amendment posted on 31 AUG 2016 as Amendment 001. Block 2 of the SF30 within the Amendment document is marked "0002."
| Question: Will the Government please clarify whether the Amendment published on 29‐Aug‐2016 is Amendment 001 or 002? | Due to a technical glitch Amendment 1 was released as Amendment 2 and unfortunately this database error cannot be corrected. Please consider Amendment 2 to be the first Amendment in the Sequence. | |
| 26 | Reference: Section L.2.2 Evaluation Areas for Volume 2‐Corporate Experience |
Discussion: The reference states, "In Annex A, Offerors should provide two paper and two electronic copies of the Statement of Work/Performance Work Statements (SOW/PWS) from each of the referenced contracts…" The same reference states an apparently contradictory requirement three sentences later: "Annex A should only be provided in electronic format and should not be provided in hard copy."
| Question: Will the Government please clarify whether two paper and two electronic copies of Annex A are required, or whether Offerors should provide Annex A only in electronic format? | Annex A shall be provided in electronic format only. The Offerors should not provide any paper copies. | ||
| 27 | The Solicitation addresses attachment 1 – 6 as seen in section 2.6 of the RFP. However, no DD Form 254 (Attachment 6) was provided via FBO. Additionally, there are 14 attachments to the FBO solicitation not marked as attachments. Will the Government clearly identify the attachments associated with the Solicitation? | DD Form 254 will only be provided at time of Award. Attachments 1 - 5 are included as well as the Section L attachments L-1 to L-5 for a total of 10 attachments. There are also 10 documents under the Technical Library that contain additional resources including instructions and Tool requirements that are included to assist in proposal formulation. Some attachments have been updated so Offerors must make sure they are referencing the latest versions as reflected in the posted Amendments. | |
| 28 | Will the government be issuing a revised Trade Specialties Education and Experience table incorporating Q&A 16 indicating actual years of experience managing a DLM effort can be substituted for the acquisition, DOD 5000, systems engineering and financial management experience requirement? | Yes, DLM SOW Attachment 2 - Trade Specialties (Program Manager) has been updated to add: "Defense acquisition or Depot Level Maintance management, and three (3) years of experience in support of Navy Acquisition management." | |
| 29 | Discussion: Section L states that the offeror "shall propose to the Level of Effort provided in Section J, Attachment 5 (Government-provided hours shall not be revised)." However the hours in Attachment 5, Level of Effort Final do not match the hours in Section B of the solicitation for each CLIN. |
Question: Is contractor expected to price Overtime? If so, what percentage of OT and how is the contractor expected to input the price into Attachment L-5_CA-1?
| Labor hours in section B include an additional 15% of anticipated overtime as noted on and consistant with the Summary tab of Attachement 5. Overtime rates are 150% of the normal earned wage by CA labor standards so OT rates shouldn't need to priced out seperately on on Attachment L-5_CA-1. | |
| 30 | Discussion: Question 5 states, "Historically, 80% of the Contractor workforce has been assigned to work the "A" Shift and 20% of the Contractor workforce has been assigned to work the other Shifts" |
Question: Which categories are on different shifts and at which locations and/or CLINs?
| All labor categories across all CLINs are subject to working different shifts depending on workload requirements. | |
| 31 | RFP page 21, Current Wage Determinations: Background: The wage determination for Yuma, AZ and Island Wide, HI both show a date of 01/05/2016. Based on the revision number, the date for both is 12/29/2015. |
Question: Can the Government clarify the discrepancy?
| 01/05/2016 was the Posted date of the Revisions. Actual revision dates are both 12/29/2015. | ||
| 32 | When we look for the Island Wide, HI wage determination number 05-2154 R17 dated 01/05/2016 we find Revision 17 Dated 12/29/2016. | |
| Question: Can you confirm if this is the correct WD? | 01/05/2016 was the Posted date of the Revisions. Actual revision dates are both 12/29/2015. | |
| 33 | Did the government intend to use a mixture of Odd and Even wage determinations? Reason being on “Even” number WD’s H&W is paid on every hour worked whereby on “Odd” number WD’s H&W is paid on all hours paid. | |
| Question: Did the government intend to have different ways of having H&W paid out to employees? | As per the Labor Department, the “odd-numbered” standard WD should be used for all contracts except where the even-numbered WD previously applied to the work". All Even numbered Wage Determinations included in this solicitation are carried over for certain location in order to comply with Dept. of Labor requirements. | |
| 34 | Solicitation document pages 21-22 Wage Determinations (WD’s) | |
| Question: Will the Government please provide the applicable Wage Determination (WD’s) as noted on pages 21-22 of the Solicitation? | Wage Determinations are easily accessible to the general public from the Labor Department Website. Offerors may download them directly from http://www.wdol.gov/ |
