About this file

This amendment provides answers to questions regarding an aircraft generator test stand solicitation. The solicitation from the Department of the Navy Naval Air Systems Command seeks contractor test training services and course materials for an aircraft generator test stand. The amendment clarifies that initial course materials are due 30 days prior to testing for government review, while the actual training class will commence approximately two weeks before government testing, around 540 days after award. It also answers a question about dust specifications in the system requirements.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0008

1. The following are questions that were received by this Agency and our answers:

Question 1: What is the appropriate timeframe for delivery, 2 weeks or 30 days?

RFP Section F, CLIN 0005 (Contractor Test Training) states that DT-C2 Testing Training will commence approximately 2 weeks prior to the commencement of Govt testing, approximately 540 days ARO.

CDRL L00B states Initial submission will be delivered NLT 60 Days after the Final IPRD Delivery and NLT 30 Days Prior to DT-C2 and IFT in accordance with the due dates specified in the IMS.

Answer 1: These are two different deliverables, CDRL L00B NLT 30 Days Prior to DT-C2. This is referring to the training course material, this will allow the government review the material and provide comments.

RFP Section F CLIN 0005 (Contractor Test Training) is the actual training class with the engineers and testers that will commence approximately 2 weeks prior to the commencement of Govt testing, approximately 540 days ARO.

Question 2a: In the System Specification Section 3.8.6:

3.8.6.1 Dust says, blowing dust particles <150 microns with wind speeds of up to 1.5 +1 m/s and concentration of up to 0.3 +/- 0.2 g/ft3. Which correlates to MIL-STD-810G Method 510.6 Procedure I requirement of Dust < 150μm.

3.8.6.2 Sand “also“ says, Blowing dust particles <150 microns with wind speeds of up to 1.5 +1 m/s and concentration of up to 0.3 +/- 0.2 g/ft3. Which DOES NOT correlate to MIL-STD-810G Method 510.6 Procedure II requirement of Sand 150 to 850μm particle size.

Answer 2a: Specification section 3.8.6.1 is correct.

Specification section 3.8.6.2 has changed as follows:

From: The AGTS shall operate when exposed to blowing dust particles (<150 microns) with wind speeds up to 1.5 +1 m/s and a concentration of up to 0.3 +/-0.2 g/ft3.

To: The AGTS shall operate when exposed to blowing sand particles (150 to 850 microns) with wind speeds of 18 m/s and a concentration of 0.18 g/m3, -0.0/+0.2 g/m3.

Question 2b: The AGTS shall operate when exposed to blowing dust particles (<150 microns) with wind speeds up to 1.5 +1 m/s and a concentration of up to 0.3 +/-0.2 g/ft3, l seems to have a typo referencing dust instead of sand

Answer 2b: Specification section 4.4.17.7 b has changed as follows:

From: Sand The AGTS shall operate when exposed to blowing dust particles (<150 microns) with wind speeds up to 1.5 +1 m/s and a concentration of up to 0.3 +/-0.2 g/ft3. The AGTS shall perform and ETE test of the F/A-18E-G GCU following the test without loss of function or performance. There shall be no deposits of dust in bearings, lubricants, electrical contacts, etc., where they are likely to cause wear or other failures of the item. Finishes shall not be stripped.

To: Sand The AGTS shall operate when exposed to blowing sand particles (150 to 850 microns) with wind speeds of 18 m/s and a concentration of 0.18 g/m3, -0.0/+0.2 g/m3.

Question 3: Specification section 4.4.17.1 references maximum temperature of 125°F. Shouldn’t the maximum temperature be 120°F to match the same requirements as para 3.8.1.

Answer 3: Specification section 4.4.17.1 has changed as follows:

From: The AGTS shall be tested for proper operation when exposed to high ambient temperature conditions in accordance MIL-STD-810G, Method 501.6, Procedure II, in its normal operating configuration, three (24 hour) cycles at 120° F. Once during each 24 hour cycle the AGTS shall run the full end-to-end (ETE) F/A-18E-G GCU test program at the maximum (125° F) temperature.

To: The AGTS shall be tested for proper operation when exposed to high ambient temperature conditions in accordance MIL-STD-810G, Method 501.6, Procedure II, in its normal operating configuration, three (24 hour) cycles at 120° F. Once during each 24 hour cycle the AGTS shall run the full end-to-end (ETE) F/A-18E-G GCU test program at the maximum (120° F) temperature.
