SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0004

The following are questions that were received by this Agency and our answers:

Question 1: The CDRL references in these two TMCR sections do not refer to TMCR CDRLs, they are actually Training CDRLs; was it the government’s intent to include a CDRL for these sections or are these references in error?

a. TMCR 4.9 Technical Manual Product Plan/Outline. The TM Product Plan/Outline indicating the breakdown of the manual(s) IAW MIL-STD-3001 shall be submitted to the Government IAW CDRL L008. The detail level and contents of the plan/outline shall be determined by the program.

Answer 1a: Change: From: IAW CDRL L008 To: IAW CDRL L006.

b: TMCR 4.10.8 Validation Certification. The contractor is required to prepare a validation certification attesting to the TM adequacy and accuracy by actual performance or simulation. Individual validation certification reports are to be prepared for each TM validated by the contractor, using NAVSEA Form 4160/3 from S0005-AA-PRO-010 as the certification document. Corrections and significant comments resulting from validation need to be incorporated prior to issue of the validation certification (CDRL L009).

Answer 1b: Change: From: CDRL L009. To: CDRL L007.

Question 2: Please clarify the applicability of this paragraph to the scope of the TMCR. This appears to be a boilerplate paragraph that should apply to IETM deliverable guidance. TMCR para 4.6 clearly indicates printed format pub is required in Work Package format IAW 3001… NOT IETM.

TMCR 4.8 Functionality Requirements: The minimum mandatory functionality requirements indicated by the check marks in the functionality matrix table shall be implemented in the TM(s) developed for the ET System. The contractor has the option of proposing additional functional requirements from those identified in the matrix. Additional functionality proposed by the contractor must be explained in the technical manual content Outline. For a detailed definition of the functions provided in the functionality matrix, refer to NAVAIRINST 4120.11.

Answer 2: Change TMCR 4.8:

From: Functionality Requirements: The minimum mandatory functionality requirements indicated by the check marks in the functionality matrix table shall be implemented in the TM(s) developed for the ET System. The contractor has the option of proposing additional functional requirements from those identified in the matrix. Additional functionality proposed by the contractor must be explained in the technical manual content Outline. For a detailed definition of the functions provided in the functionality matrix, refer to NAVAIRINST 4120.11.

To: Functionality Requirements: The minimum mandatory functionality requirements indicated by the check marks in the functionality matrix table (refer to Table #1 Functionally Matrix Table in the attachments section) shall be implemented in the TM(s) developed for the AGTS System. The contractor has the option of proposing additional functional requirements from those identified in the matrix. Additional functionality proposed by the contractor must be explained in the technical manual content Outline. For a detailed definition of the functions provided in the functionality matrix, refer to NAVAIRINST 4120.11.

Question 3: CLIN 0033 Presentation Slides, Agendas, Minutes references 1 LOT. Meeting minutes and IPR events like SRR II/PAGC, PDR, CDR, CTRR, GTRR, SVR/PRR will be delivered in in accordance with SOW paragraph 3.2.2 on a quarterly basis throughout the execution of the contract. Therefore, it is requested that the “unit” in CDRL 0033 be revised from “lot” to “quarterly”.

Answer 3: SOW 3.2.2 PROGRAM MANAGEMENT REVIEWS (CLIN 0033): States that the Contractor shall host Program Management Reviews (PMRs) at their facility quarterly throughout the execution of the contract. This is the only meeting that is held quarterly, all other meetings are IAW the SOW SETR reviews. PMRs and SETR reviews may be held together if the schedule permits. The unit of issue for CLIN 0033 will remain as “Lot”.

Question 4: Repetitive Pulsing Loads in 3.1.3.4:

Question 4a: 24 KVA three phase 6 pulse rectifier steady state (always on) – 8 KVA per phase. A 6 pulse rectifier load when applied to three phase 115VAC power results in a 270VDC output. Do we apply a single 270 VDC, 24 KVA load to the output of the 6 pulse rectifier?

Answer 4a: Yes, this is an acceptable method; however, there may be other methods to meet this requirement.

Question 4b: 12 KVA three phase 6 pulse rectifier turn on for 100 ms and off for 100 ms with 4 KVAR of capacitance load, 4 KVA per phase.

A 6 pulse rectifier load when applied to three phase 115VAC power results in a 270VDC output. What load should be placed after the controlled rectifier? Is any load placed before the rectifier?

Answer 4b: Yes, this is an acceptable method; however, there may be other methods to meet this requirement.

Question 5: 15 KVA three phase, steady state, 0.75pF

Is this a fixed load of 15 KVA with a power factor (PF) of .75? Can this load be supplied from the main AC load bank.

Answer 5: Yes, this is an acceptable method; however, there may be other methods to meet this requirement.

Question 6: DC Load Bank, 3.1.3.5. What are the load steps required for each of the loads listed in a, b, c, and d? Are any of them fixed loads?

Answer 6: Please refer to Specification Paragraph 3.1.3.1 for required loads.

Question7: Specification para 4.4.20 Reliability Demonstration (RDEMO).

The reliability demonstration (RDEMO) shall be performed in a Naval Sheltered environment for creditable Total Test Time (T) of 644 cumulative hours or greater. The table below this statement shows

1037 hours of RDEMO. Which Total Test Time is accurate 644 or 1037?

Answer 7: Change Specification Paragraph 4.4.20:

From: Reliability Demonstration (RDEMO) The reliability demonstration (RDEMO) shall be performed in a Naval Sheltered environment for a creditable Total Test Time (T) of 644 cumulative hours or greater, with zero (0) failures allowed for acceptance, and one (1) failure for rejection in accordance with the metrics shown in Figure 19 of MIL-HDBK-781A. The 644 hours represents the sum of creditable, failure-free hours of operation that all units included in the test must achieve. In addition, each unit under test must achieve at least half of the average of total hours. The following table presents the minimum number of hours required for each unit, and the total number of hours required for all units included in the RDEMO

Number of PPU’s Included in RDEMO
Minimum Number of Hours for Each PPU
Minimum Total Number of Hours for All PPU’s in RDEMO
1
1037
1037
2
260
1037
3
173
1037
4
130
1037

Thus if the Contractor chooses to use 5 PPUs for the RDEMO, each PPU must achieve a minimum of 65 hours of consecutive, failure free operation and the total hours of consecutive failure free operation achieved by all five PPUs must equal or exceed 644 hours. The remaining 322 hours of failure free operation required in addition to the minimum number of hours achieved by each PPU to reach 644 hours may be achieved in any combination, by any PPU included in the RDEMO. Creditable RDEMO hours shall be accrued on a "clock-time" basis, at the rate of one hour accrued for each one hour of operation within performance specification parameters and in operating configuration. The total number of creditable hours shall be accrued in accordance with the following operational profile:

To: The Reliability Demonstration (RDEMO) shall be performed in a Naval Sheltered environment using a fixed duration, failure-free test plan and MIL-HDBK-781 as guidance. Any PPU that is used for the RDEMO shall have successfully completed all tests necessary to demonstrate full functionality as required in this specification. All PPUs used during RDEMO must be in the same configuration, with all design changes resulting from previous contractor testing incorporated in each PPU prior to the start of RDEMO. In order to demonstrate a MTBF of 644 hours, the units under test must accrue a total of 1,037 hours of creditable, failure-free operation. To minimize the calendar time needed complete the RDEMO, multiple PPUs may be used simultaneously. Each PPU must accrue at least half of the average of total hours. The following table presents the minimum number of hours required for each unit and the total number of hours required for all units included in the RDEMO based on the number of PPUs participating in the demonstration.

MTBF Demonstration

Number of PPU’s Included in RDEMO
Minimum Number of Hours for Each PPU
Minimum Total Number of Hours for All PPU’s in RDEMO
1
1037
1037
2
260
1037
3
173
1037
4
130
1037

Thus if the Contractor chooses to use 3 PPUs for the RDEMO, each PPU must achieve a minimum of 173 hours of failure-free operation (i.e., 0.5*(1,037/ 3)) and the total hours of failure-free operation achieved by all PPUs must equal or exceed 1,037 hours. The remaining 864 hours of failure-free operation required may be accrued in any combination, by any PPU included in the RDEMO. Creditable RDEMO hours shall be accrued on a “clock-time” basis, at the rate of one hour accrued for each one hour of operation within performance specification parameters. The total number of creditable hours shall be accrued in accordance with the following operational profile:
