About this file

This document is an amendment to a solicitation for an Aircraft Generator Test Stand. It provides answers to six questions from potential offerors regarding changes to the statement of work, contract data requirements lists, unit under test specifications, and test procedures. The amendment updates CDRLs A00K and A006 to clarify interface and cybersecurity requirements and supported unit under test models. It also changes the shipboard shock testing classification in the specifications from Class II to Class III. The amendment updates the unit under test list to replace a KC-130J generator with a C-130 generator. Interested contractors must request copies of revised documentation by contacting the named Navy point of contact and complying with data sharing agreement requirements. The related solicitation is for the design, development, installation, testing, and delivery of an Aircraft Generator Test Stand to support the Naval Air Systems Command.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

1. The following are questions that were received by this Agency and our answers:

Question 1: SOW 3.3.2.2 (CDRL A00K) Remarks Section Lists “The SDD shall include all interface design information, and cybersecurity requirement”, which is associated with SOW 3.3.2.3 Software Design Description (SDD) (CDRL A00G).

Is CRDL A00K correctly written?

Answer 1: CDRL A00K has changed as follows:

From: “The SDD shall include all interface design information, and cybersecurity requirement.”

To: “The SRS shall include all interface design requirements and cybersecurity requirements.”

In order to receive a copy of revised CDRL A00K, interested offerors must be U. S. DoD Contractors. Interested offerors must provide the office point of contact identified below with a copy of their current form DD2345, 'MILITARILY CRITICAL TECHNICAL DATA AGREEMENT'. Once received and current JCP certification verified by NAVAIR, the document listed above will be transmitted to you from NAVAIR via the DoD SAFE system, to the data custodian you have identified on the DD Form 2345. Contractors must be registered in the System for Award Management (SAM), which can be accessed at www.sam.gov. Contractors must request the copies in writing from Ms. Gianna Gatto at e-mail: gianna.gatto@navy.mil.

Question 2: CDRL A006 Block 4 states: “Analyses shall be provided detailing how the AGTS requirements will be met considering the operating environment identified in the system specification. It shall show how the test stand will meet the requirements for shipboard shock and vibration. The analysis shall show how the test stand will meet the testing requirements of the F/A-18E-G generator converter unit, the F-35 AC generator, and the V-22 constant and variable frequency generators. The analysis shall show how the test stand will be integrated into the shipboard, Marine Mobile Maintenance Facilities and shore-based facility electrical power grid”.

Is it the government’s intent to include F-35 AC generator as part of the AGTS solution? If so there is no call out in the System Specification Pg 48 Appendix A Par 2.2 UUT or the GFP Attachment.

Answer 2: CDRL A006 has changed as follows:

From: “The analysis shall show how the test stand will meet the testing requirements of the F/A-18E-G generator converter unit, the F-35 AC generator, and the V-22 constant and variable frequency generators.”

To: “The analysis shall show how the test stand will meet the testing requirements of the F/A-18E-G generator converter unit and the V-22 constant and variable frequency generators. Currently there is no F-35 requirement for the AGTS.”

In order to receive a copy of revised CDRL A006, interested offerors must be U.

Question 3:

The GFP Attachment lists a F/A 18 E/F Generator, a V-22 Constant Frequency Generator, a V-22 Variable Speed Generator, and the MEAK-29 as items to be provided for test activity.

Is it the governments intent to only provide these GFP items for test activity verses the UUT List provided in the System Specification Appendix A Par 2.2?

Answer 3: At this time, the items listed in the GFP Attachment are the only items available to be provided as GFP. If additional UUTs on the list in Appendix A Par 2.2 become available, then it is the Governments intent to provide those as GFP as well. However, there is no guarantee for additional GFP other than those items listed in the GFP attachment.

Question 4: System Specification 4.4.20 states “The reliability demonstration (RDEMO) shall be performed in a Naval Sheltered environment.”

Will the government explain what a Naval Sheltered environment is?

Answer 4: See MIL-HDBK-217F- Includes sheltered or below deck conditions on surface ships and equipment installed in submarines.

Question 5: Specification para 3.9.1 states Class III and para 4.4.19.1. states Class II. Please clarify:

3.9.1 Shipboard Shock The test stand shall meet the requirements of MIL-DTL-901E, Grade B, Class III; Type A. Mounting orientation is (Shaft, front, face, principal axis, parallel to fore-and-aft axis of ship).

4.4.19.1 Shipboard Shock The test stand shall be tested for shipboard shock resistance in accordance with MIL-DTL-901E for Grade B, Class II, Type A, heavyweight equipment.

Answer 5: Specification paragraph 3.9.1 is written correctly. Specification Paragraph 4.4.19.1 has changed as follows:

From: ” Shipboard Shock The test stand shall be tested for shipboard shock resistance in accordance with MIL-DTL-901E for Grade B, Class II, Type A, heavyweight equipment.

To: “Shipboard Shock The test stand shall be tested for shipboard shock resistance in accordance with MIL-DTL-901E for Grade B, Class III, Type A, heavyweight equipment.

Question 6: Can a copy of the test procedures listed in table A2.3-1 be provided?

Answer 6: In order to receive a copy of the test procedures listed in table A2.3-1, interested offerors must be U.

2. Appendix A of the System Specification at Attachment 2 has changed as follows:

The following UUT listed in Appendix A, 2.2 UUT List has changed:

From: KC-130J, Part Number: 976J480-5
