SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002

The following are questions that were received by this Agency and our answers:

Question 1: When does the Government anticipate issuing the award?

Answer 1: The Government anticipates an award in the Second Quarter FY20, however, this anticipated time frame may change depending on the length of time needed for the evaluation of proposals.

Question 2:

Section L, Page 78, 1.0 General, states, “With the exception of the Price volume, no cost information or pricing information should appear in any cost volume. Section L, Page 80, 3.0 Proposal Content and Volumes list the SB Subcontracting Plan as an Annex to Volume I, Technical. The SB Plan will contain Price information.

Should the SB Plan be an Annex to Volume III?

Answer 2: The Subcontracting Plan shall be submitted as an Annex to Volume I, Technical. The Annex will be separate from the Volume I, Technical proposal.

Question 3: Due to the complexity of the RFP and in order to properly show Past Performance relevancy for past efforts, will the government increase page count to 16 for the Past Performance Volume?

Answer 3: The Government believes that the page limit provided for the Past Performance Volume is sufficient. The page limit will not be increased.

Question 4: Due to the complexity of the RFP, would the government consider extending the proposal deadline through 17 October 2019?

Answer 4: At this time, the Government does not see a need in extending the proposal due date.

Question 5:

“Section B of the RFP lists CLIN CDRL deliverables as FFP FOB. The AGTS SOW under Section 3.2 further lists CDRL deliverables associated with Meetings and Reviews (Section 3.2.1-9). This pre-production programmatic and SETR Level meetings/reviews are usually associated with nonrecurring engineering activities where test data is reviewed to ensure the solution meets the Government’s requirements and changes are usually directed to the contractor’s proposed solution. As a result, these activities and the associated CDRL deliverables contain performance uncertainties and technical risk that do not permit costs to be estimated with sufficient accuracy.

Would the government consider changing pre-production activities to CPFF versus FFP activities?

Answer 5: The solicitation will remain Fixed Price.

Question 6: Will the Government please confirm that prime contractors should utilize OCI clause FAR 9.5.

Answer 6: There are currently no clauses in the RFP for resolving organizational conflicts of interest. The Government is not anticipating any potential conflicts.

Question 7:

Per N68335-19-R-0109 Amendment 1 states that the maximum quantity is 42 Production Units. Per the RFP Section L Par 3.3 (Price Information) the quantities for pricing states Six (6) each AGTS Production Units Year One (CLIN 0009), Ten (10) each AGTS Production Units Year Two (CLIN 0010), Ten (10) each AGTS Production Units Year Three (CLIN 0011), Six (6) each AGTS Production Units Year Four (CLIN 0012) which equals 32 Production Units.

In accordance with Amendment 01, will the government please adjust the RFP Section L (Sec 3.3) and (Section B CLINs) to properly reflect the breakout of each requirement?

Answer 7: RFP Section L (Sec 3.3) lists the quantities for evaluation purposes only. Amendment 0001 clarifies that the maximum contract quantity is 42 units. No adjustment is needed as the evaluation quantities do not need to match the maximum contract quantity.

Question 8:

Per RFP Section B, the 4 PPU refurbishments are accounted for in CLINs 0006 and 0007.

Are the refurbished PPUs (CLIN 0006 & 0007) included as part of the max quantity of 42 as stated in Amendment 1?

Answer 8: No, the refurbished PPUs do not count towards the maximum contract quantity of 42 production units.

Question 9:

The AGTS SOW (Par 2.0, Pg 5) references PMA-260 Configuration Management Plan as an Applicable Document.

How does the contractor gain access to the PMA-260 Configuration Management Plan?

Answer 9: In order to receive a copy of the PMA-260 Configuration Management Plan, interested offerors must be U. S. DoD Contractors. Interested offerors must provide the office point of contact identified below with a copy of their current form DD2345, 'MILITARILY CRITICAL TECHNICAL DATA AGREEMENT'. Once received and current JCP certification verified by NAVAIR, the document listed above will be transmitted to you from NAVAIR via the DoD SAFE system, to the data custodian you have identified on the DD Form 2345. Contractors must be registered in the System for Award Management (SAM), which can be accessed at www.sam.gov. Contractors must request the copies in writing from Ms. Gianna Gatto at e-mail: gianna.gatto@navy.mil.

Question 10: Load Bank (Par 3.1.3 System Specification, Pg 5 &6): The specification for the load bank specifies load steps for Resistive, Inductive, and Capacitive Loads. However, it does not specify the maximum load capability of the load bank.

Will the Navy provide the maximum load capability?

Answer 10: The maximum AC load capacity shall be 184 kW resistive and 163 kVAR reactive.

Question 11: (Par 3.4.5 System Specification, Pg 21).

Are resilient mounts required to be of a failsafe design?

Answer 11: The resilient mounts need to be in the design due to the shock test requirements. Please refer to the MIL-DTL-901E shock requirement in 3.4.5 of the Performance Specification.

Question 12: Per Performance Specification 3.2.1. a the test stand shall correct all facility voltages to 480 VAC, 3-Phase, 60Hz.

Does this statement require the test system provided to contain a large power converter capable of transforming all listed facility input power to the full system required input power at 480V, 3-Phase, 60HZ?

Answer 12: Yes, the test stand needs to be self-sustaining.

Question 13: Appendix A 2.2. UUT List.

Seven UUT’s are listed for testing. (4.4.20) Reliability Demonstration (RDEMO) lists only 4 UUT’s plus the system self-test to be run. Is the full Appendix A UUT list required for delivery of the AGTS?

Answer 13: Test programs and adaptors are required for all UUTs listed. Testing of remaining UUTs will be dependent on availability of assets.

Question 14: (Par 3.1.3.4 System Specification, Pg 6) None of the loads listed seem to match that needed to test the F/A-18 GCU.

Please confirm if there should be a 15KVA three phase pulse rectifier 270VDC load per the ATP.

Answer 14: There are no 270VDC requirements for the F/A-18 GCU. The pulse loading is explained in section 3.1.3.4. of the performance specification.

Question 15: As this is a FFP effort, detailed information or back-up is not a requirement. What kind of information is the government looking for?

Answer 15: Offerors shall provide the proposed unit prices in Section B for each CLIN. Additionally, for CLINs 0009 – 0012, offerors shall provide the proposed Step Ladder unit prices for the quantities listed.
