About this file
This document is an amendment to a federal solicitation for an Aircraft Generator Test Stand. The amendment provides answers to four questions received from offerors. Question 1 asks for clarification on torque requirements outside specified ranges in the drive system specifications. The answers state there are no additional torque requirements but the motor must not exceed input power specifications and must test all units as stated. Question 2 asks about the dropping torque rate between 5,000 to 13,000 RPM, to which the answer states the rate is dependent on the contractor's design. Question 3 removes a non-existent functionality matrix table and replaces text referring to it. Question 4 from a previous amendment is corrected to clarify the 6-pulse rectifier load is part of the load, not the generator, and no load is placed before the rectifier.

AMENDMENT 0005
1. The following are questions that were received by this Agency and our answers:
Question 1: Specification para 3.1.1 Drive System:
Question 1a. Low speed pad: Maximum 13,000 rpm with constant torque of 200 (lbf∙ft) from 0 to 5000 rpm.
What is the torque requirement after 5000 rpm till the maximum 13,000 rpm?
Answer 1a: There is no torque requirement outside of the specified ranges. Although, the selected motor must not exceed the input power requirements specified in Section 3.2, but must be sufficient to allow testing of all UUTs as stated in Section 3.1.1.
Question 1b: b. High speed pad: High speed pad: Maximum 33,000 rpm with a minimum torque of 80 (lbf∙ft) at 13,000 rpm.
What is the torque requirement after 13,000 rpm till the maximum 33,000 rpm?
Answer 1b: There is no torque requirement outside of the specified ranges. Although, the selected motor must not exceed the input power requirements specified in Section 3.2, but must be sufficient to allow testing of all UUTs as stated in Section 3.1.1.
Question: 2 Considering both requirements, does that mean from 5,000 rpm to 13,000 rpm, the torque is dropping from 200 (lbf∙ft) to 80 (lbf∙ft)? if so what is the rate required for this change?
Answer 2: This is dependent on the design selected by the contractor. There is no torque rate of change requirement.
Question 3: TMCR 4.8 and TMCR Table # 1, Functionality Matrix Table – After review of the 4120.11 spec, there is no legend for the given Table to define the numbers 1 and 2 and letter A. These appear to refer to IETM development. Please clarify if 4.8 should refer to the PDF files which are NATEC compliant rather than IETM?
Answer 3: Remove Table #1 Functionally Matrix Table in the attachments section.
Change TMCR Functionally Requirements paragraph Functionality Requirements:
From: The minimum mandatory functionality requirements indicated by the check marks in the functionality matrix table (refer to Table #1 Functionally Matrix Table in the attachments section) shall be implemented in the TM(s) developed for the AGTS System. The contractor has the option of proposing additional functional requirements from those identified in the matrix. Additional functionality proposed by the contractor must be explained in the technical manual content Outline. For a detailed definition of the functions provided in the functionality matrix, refer to NAVAIRINST 4120.11
To: The minimum mandatory functionality requirements indicated by the check marks in the functionality matrix table (TABLE A-XXIX) shall be implemented in the TM(s) developed for the AGTS System. The contractor has the option of proposing additional functional requirements from those identified in the matrix. Additional functionality proposed by the contractor must be explained in the technical manual content Outline. For a detailed definition of the functions provided in the functionality matrix, refer to NAVAIRINST 4120.11.
Question 4: Requesting two additional documents: ANSI/NCSL Z540-3 and MIL-STD-1399-300B (Interface Standard for Shipboard Systems).
Answer 4: MIL-STD-1399-300B (Interface Standard for Shipboard Systems) is available free on numerous site on the internet. ANSI/NCSL Z540-3 is a NAVAIR METCAL document and we are researching the availability of the document. If the document becomes available, we will provide an update in a future amendment.
2. The following is a correction to Question 4 on Amendment 0004:
Question 4: Repetitive Pulsing Loads in 3.1.3.4:
Question 4a: 24 KVA three phase 6 pulse rectifier steady state (always on) – 8 KVA per phase. A 6 pulse rectifier load when applied to three phase 115VAC power results in a 270VDC output. Do we apply a single 270 VDC, 24 KVA load to the output of the 6 pulse rectifier?
Answer 4a: The 6 pulse rectifier is part of the load and not part of the generator. Yes, this is an acceptable method; however, there may be other methods to meet this requirement.
Question 4b: 12 KVA three phase 6 pulse rectifier turn on for 100 ms and off for 100 ms with 4 KVAR of capacitance load, 4 KVA per phase.
A 6 pulse rectifier load when applied to three phase 115VAC power results in a 270VDC output. What load should be placed after the controlled rectifier? Is any load placed before the rectifier?
Answer 4b: The 6 pulse rectifier is part of the load and not the generator. No load is placed before the rectifier.
