N66001-16-R-0180 RFP Questions & Answers

Question 1: Section L-317-2.0-6 (page 84) allows an offeror to substitute a Past Performance Questionnaire (PPQ) by submitting a statement that past performance information for an individual contract resides in the Past Performance Information Retrieval System (PPIRS). Section M-307 (e) (page

96) indicates the Government’s review of past performance information will “include CPARS and/or questionnaires.” May a statement by the offeror indicating past performance information resides in CPARS substitute for a PPQ, rather than PPIRS?

Answer 1: Yes.

Question 2: Attachment 2 (Reference Information Sheet) has a font size of set at 8 and prohibits offerors from changing its “spatial structure”. Section L-317 states “The type used shall be no smaller than Times New Roman, 10-point.” Shall offerors use the Attachment 2 font size of 8, or change its font size inside Volume II proposals to the Section L-317 required size of 10?

Answer 2: Please refer to Q&A dated 02 May 2017 (QA3), question number 7 and the associated answer.

Question 3: Section M-307 (e) (page 96) indicates the Government’s performance confidence assessment consists of six elements. The fifth element is to consider information related to the “utilization of small business”. How will the Government evaluate a past performance reference submitted by small business?

Is the fifth element non-applicable to small business past performance references?

Answer 3: FAR 52.219-8 is applicable to small businesses although FAR 52.219-9 is not.
