Oral Presentation Guidelines
1. Schedule for presentations. Oral presentations will be scheduled with offerors as soon as possible after the closing date for receipt of proposals. At a minimum, offerors shall be given notice at least 10 calendar days before the date for their oral presentation. The order in which offerors will make their presentations will be determined by a drawing of lots by the Contracting Officer. Once notified of their scheduled presentation date and time, offerors shall complete their presentations on the scheduled date and time. Requests from offerors to reschedule their presentations will not be entertained.
2. Form of presentation. Offerors shall make their oral presentations in person at SSC Pacific in San Diego, CA to the Source Selection Evaluation Board (SSEB), Contracting Officer, Contracts Negotiator, and other representatives of the Government. Submission of videotapes or other forms of media containing the presentation for evaluation is not authorized.
3. Time allowed for presentations. Each offeror will have two (2) uninterrupted hours in which to caucus in a conference room and prepare a presentation following receipt of the sample tasking, in writing, from the Contracting Officer. Each offeror will then have a maximum of ten (10) minutes in which to introduce the members of the presenting team and provide a brief description and history of the firm. This introduction will not be evaluated by the SSEB, and will take place just prior to giving their oral presentation. Each offeror will then have an uninterrupted sixty (60) minutes in which to make its sample task presentation.
From the time of receipt of the sample task through the end of the sample task presentation, the offeror's presentation team (participants and attendees) shall have no contact with anyone other than Government personnel.
4. Media. To ensure that offerors do not spend an inordinate amount of time and money in preparing presentation slides (i.e., special color slides intended to "dazzle" Government evaluators), the following guidelines are provided:
Presentation media is limited to Government-provided paper flipcharts and other necessary materials (notepads, flashcards, etc.) for use during the oral presentation. The Government will provide all necessary materials.
No computers, cameras, or similar devices will be allowed at any time. No pre-prepared notes are permitted to be brought by the presentation team. Stand-alone calculators are allowed.
No non-Government audio or video recordings of the presentation will be permitted.
5. Offeror's presentation team. The offeror may have up to four (4) personnel (from the prime and/or subcontractors) on the Oral Presentation Team all of whom must be identified by name in accordance with Section L Paragraph 3.0 for a minimum of 1,040 hours per year, each. The Government recommends the Oral Presentation team consist of a Project Manager and at least one Senior System/Software Engineer.

No more than two additional individuals from the offeror may attend the Oral Presentation and participate in the 10-minute introduction, but they will not be allowed to attend or assist in the preparation of the presentation, nor will they be allowed to participate in the actual presentation.
These additional individuals do not count as part of the presentation team.
Individual oral presentation attendees shall not participate or attend oral presentations for more than one offeror. All attendees will be required to sign nondisclosure agreements, which will affirm that the attendees will not disclose the content of the oral tasking until a future time specified.
Each offeror shall provide a summary of the presenting team to include their full name, labor category proposed, company, and hours committed to this contract as proposed. This summary shall be provided to the Contracting Officer prior to receipt of the oral presentation sample task.
6. Purpose of oral presentations. The purpose of the oral presentation is to evaluate an offeror's knowledge of the requirements of the prospective contract. The session may include questions about the difficulties and risks expected to be encountered during performance of the contract described in the RFP, and how those difficulties and risks would be managed. Questions and responses shall not encompass price or any other element of the offer. Responses will provide offerors the opportunity to demonstrate an understanding of the scope of the technical issues, problems, and possible solutions associated with the envisioned work. The oral presentation will not constitute a part of an offer, and the information communicated thereby will not become a part of any contract resulting from the RFP. The session will not constitute discussions, as defined in FAR 15.306(d), nor will it obligate the Government to conduct discussions or to solicit or entertain any revisions to an offer.
7. Content of presentations. The presentations shall not encompass price, cost or fee. Specific instructions as to content will be provided with the sample tasks. Generally, offerors should provide information that demonstrates a clear understanding of the technical requirements of the solicitation's Statement of Work. The sample tasking will be representative of the type of effort to be provided under the contract.
8. Record of presentations. At the close of the oral presentations, the offeror shall provide the Contracting Officer all flipcharts and/or notes used during the presentation. Offerors will not be permitted to make copies, electronic or paper, of any presentation material generated during the presentation. Presentations are recorded by the Government, and evaluators in rendering their evaluations may refer to these recordings. These recordings will not be maintained as records beyond the minimum time necessary to document the award decision and respond to protests, should they occur.
