N66001-16-R-0180 RFP Questions & Answers

Question 1: L-317, 2.0 Volume II - Past Performance, Paragraph (b), Page 83 of 99. Is it required for each individual cited past performance reference to explain relevance for all SOW Sections (3.1 - 3.7), or is it acceptable that all cited past performance references collectively explain relevance for all SOW sections (3.1 - 3.7) (i.e. Reference one addresses SOW 3.1 - 3.3, Reference two addresses 3.4, Reference three addresses 3.5 - 3.7, etc.)?

Answer 1: The latter.

Question 2: Section M. Step 2.1 Past Performance (Phase One) states “The Government’s performance confidence assessment will consider the Reference Information Sheets submitted by offerors, Past Performance Questionnaires submitted by offeror references, their own experience with offerors, and information from third-party references relating to the following areas:”, and those areas are Quality, Schedule, Cost Control, Management, Utilization of Small Business, and Regulatory Compliance. These areas are called out specifically in the PPQ, Attachment 3.

Since Quality, Schedule, Cost Control, Management, Utilization of Small Business, and Regulatory Compliance will be addressed in the PPQ, does the Government require them to also be addressed somewhere in the offeror’s past performance (RIS) submission?

Answer 2: Reference Information Sheets are completed by the offeror. Past Performance Questionnaires are submitted by offeror’s references. Information obtained is combined and evaluated in accordance with Section M in order to establish a performance confidence assessment rating for each offeror.

Question 3: Reference RIS block 14c states “Attach a copy of your most recently submitted ISR.”, if our subcontractors consider the ISR to be proprietary, can it be submitted with their sealed pricing?

Answer 3: Yes.
