N66001-16-R-0180 RFP Questions & Answers

Question 1: Attachment 5 states that the offeror's presentation team may include up to four (4) personnel (from the prime and/or subcontractors), all of whom must be identified by name in accordance with Section L Paragraph 2.0 for a minimum of 1,040 hours per year, each. Is it permissible to include more than 4 orals presentation team personnel identified by name in our pricing submission, each for a minimum of 1,040 hours per year, and down select to 4 when presenting a summary of the presenting team to the Contracting Officer prior to receipt of the oral presentation sample task?

Answer 1: This question is not relevant due to the two-phase approach described in the RFP. The instructions from Section L, paragraph 3.0 are copied below:

In accordance with instructions provided in L-349, Volume III shall only be submitted by an offeror upon specific request by the Government (no sooner than after the conclusion of Phase One evaluations and only if an offeror is invited to proceed to Phase Two). Any Volume III submissions submitted by an offeror in advance of Phase Two and before being specifically requested by the Government will be disregarded and will not be evaluated.
