N66001-16-R-0180 DoD Use Only/Source Selection Information—See FAR 2.101 and 3.104
RFP Attachment 4 Desired Personnel Qualifications
The contractor shall provide personnel who are fully qualified and competent to perform the full range of tasks described in the Statement of Work. The desired qualifications for personnel under this contract are stated below:
1. PROJECT MANAGER
– Bachelor’s degree in management, engineering, computer science, mathematics, or physics; or
– 5plus years Department of Defense (DoD) contract and project management experience on Command, Control, Communications, Computers, and Intelligence (C4I) systems.
– Experience with practices and guidelines of Department of Defense Instruction 5000.01 and 5000.02.
2. SENIOR SYSTEMS/SOFTWARE ENGINEER
– Masters degree in engineering, computer science, mathematics or physics and 4 years of technical experience at the systems level in DoD projects; or
– Bachelor's degree in engineering, computer science, mathematics, or physics and 6 years of technical experience at the systems-level in DoD projects; or
– 10 years’ experience in software development C4I systems.
– Current experience in Unix (specifically, the SOLARIS Operating System (OS), C, C++, Windows, XWindows, JAVA/JAVAEE, and SQL-based systems).
– Experience with formal test training and knowledge of IEEE 12207 testing standards.
– Experience using IEEE 12207, Systems and software engineering-- Software lifecycle processes
– Experience with Services oriented Architecture (SOA) and Web Services, including the following standards, protocols and styles used for Web services development: Hypertext Transfer Protocol (HTTP), Uniform Resource Identifier (URI), Multipurpose Internet Mail Extensions (MIME), Extensible Markup Language (XML), Simple Object Access Protocol (SOAP), Universal Description Discovery and Integration (UDDI), and REpresentational State Transfer (REST).
3. SYSTEMS/SOFTWARE ENGINEER
– Bachelor's degree in engineering, computer science, mathematics or physics and 1 years of computer programming experience in DoD projects; or
– 5 years’ experience in computer programming in DoD projects
– Current experience in Unix (specifically, the SOLARIS Operating System (OS), C, C++, Windows, XWindows, JAVA/JAVAEE, and SQL-based systems.
– Experience with Services oriented Architecture (SOA) and Web Services, including the following standards, protocols and styles used for Web services development: Hypertext Transfer Protocol (HTTP), Uniform Resource Identifier (URI), Multipurpose Internet Mail Extensions (MIME), Extensible Markup Language (XML), Simple Object Access Protocol (SOAP), Universal Description Discovery and Integration (UDDI), and REpresentational State Transfer (REST)
4. ANALYST/ENGINEER/SCIENTIST
– Bachelor’s degree in engineering, computer science, mathematics, management information systems, operations analysis, or physics and at least 4 years experience in a DoD C4I development environment; or
– 5 years’ experience in a C4I development environment.
– Current experience in Unix (specifically, the SOLARIS Operating System (OS), C, C++, Windows, XWindows, JAVA/JAVAEE, and SQL-based systems.
5. INSTALLATION TECHNICIAN
– 3 years of experience in system installation and check-out for both ashore and afloat C4I systems.
– Experience in the use of general purpose test equipment, including logic analyzers, for system check-out.
– Experience in system user training of Fleet personnel.

– Experience in laboratory and an on-site installation are desirable, as well as experience with SOLARIS, Windows OS and Virtualized environments (i.e., VMWare).
– Knowledge of existing DoD communications systems and sensor as applied to C4I.
– Experience of networking including installation and maintenance.
– Experience in System Administration of Solaris and Windows systems in virtualized and non-virtualized environments.
6. SENIOR INSTRUCTOR
– Master’s degree in education and 2 years of instructional experience at the systems level in DoD C4I projects; or
– Bachelor’s degree in education and 4 of years instructional experience at the systems level in DOD C4I
– 8-plus years’ experience in the instruction of curriculum for DoD C4I systems.
7. INSTRUCTOR
– Bachelor’s degree in education and 2 years of instructional experience at the systems level in DoD
– 6 years of experience in the instruction of curriculum for DoD C4I systems.
8. CURRICULUM DEVELOPER
– Bachelor’s degree in instructional design and 4 years of experience in development of DoD curriculum in accordance with DoD standards and Navy standards such as NAVEDTRA 130 and Authoring Instructional Materials (AIM); or
– 6 years of experience in the development of DoD curriculum in accordance with DoD standards and Navy standards such as NAVEDTRA 130 and Authoring Instructional Materials (AIM).
9. TECHNICAL WRITER
– 3 years experience in preparing technical documentation in accordance with DoD directives. Experience includes the consolidation of inputs from multiple personal to generate informative reports, user manuals, and training documents.
– 3 years experience in technical writing, editing, and proofreading for accuracy, completeness, and consistency in the work produced.
– Effective English language reading, writing, and oral communications skills.
– Knowledge of word processing and database systems.
