N66001-16-R-0180 RFP Questions & Answers

Question 1: Do we submit a Past Performance Questionnaire, even if a CPARS addressing the past performance is filed?

Answer 1: See RFP Section L-317, Paragraph 2.0 (g)

Question 2: Section L page 86, Volume III, Section 3.0(e)(5) Fully Burdened Rates - The instructions indicate that the Prime contractor will complete Attachment 6, Fully Burdened Rate Sheet for the Prime and all subcontractors and that the subcontracts do not need to submit this Attachment. However, the form contains proprietary information in Column E- Direct Labor Hourly Rate, and the information required in Column F - Fringe Benefits Hourly Rate can easily be used to calculate the Fringe Benefits rate. Request that this rate sheet be modified to show only the Fully Burdened rates, or that the subcontractors be allowed to submit their Attachment 6 directly to the Government.

Answer 2: In order to alleviate any concerns about the disclosure of proprietary information, RFP Section L-317, paragraph 3.0(e)(5) is amended as follows:

(5) Fully Burdened Rates - The offeror shall also complete and submit RFP Attachment 6, Fully Burdened Rate Sheet (except as described in Paragraph 3.0(d)(2)). This attachment includes instructions for completion.

Question 3: Can the Government provide an approximate amount of time that will be allowed for submission of Phase II proposals when an offeror is invited to submit Volume III, i.e. how much time will offeror’s have to prepare Volume III after they are invited to submit?

Answer 3: The Government anticipates giving contractors approximately 30 days to submit Phase Two proposals.
