SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

L-317 VAR1 SUBMISSION OF PROPOSALS (VARIATION)

(a) General Information

The Government intends to award a contract without discussions, as permitted by FAR 15.306(a) and 52.215-1.

However, the Government reserves the right to conduct discussions and to permit offerors to revise their proposals if determined by the Contracting Officer to be in the best interest of the Government (FAR 15.306(d)). The Government will not entertain alternate proposals.

If an offeror (1) fails or refuses to assent to any of the terms and conditions of this solicitation, (2) proposes additional terms or conditions, or (3) fails to submit any of the information required by this solicitation and in the manner specified in paragraph (b) below, then the proposal may receive a rating of Unacceptable and may be rejected without further evaluation.

The contracting office shall be contacted by email within ten calendar days of release of the solicitation if any part of these instructions is not understood or for any required solicitation clarifications.

(b) Proposal Format

In addition to all other requirements of this solicitation, each offeror shall provide a detailed proposal addressing each of the areas described in Section L and to be evaluated in accordance with Section M. This information shall be presented in the form of a written proposal as outlined below. Proposals submitted for consideration for award must address the full scope of requirements as set forth in Sections L and M of the solicitation.

All excel files shall be a functional spreadsheet with formulas, NOT a read-only spreadsheet. Original PDF files shall be searchable.

Unless otherwise stated, the following formatting requirements apply: For the purpose of this solicitation, a page is defined as one 8.5"x 11" size electronic page with 1 inch margins and using a minimum of 10 point Times New Roman font. The font style and size requirements also apply to Information Summaries and to graphics, art, figures, imported charts, charts, and any other graphical representation that includes text. Any page that exceeds or fails to meet the size, margin, font or total page limit requirements will not be evaluated. Formatting requirements do not apply to documents or Attachments provided by the Government. Any form that the Government has provided as an Attachment to be filled out by the offeror shall follow the format of the form. The font style and size requirements are not applicable to eSRS reports, CPARS/PPIRS reports and DCAA Forward Pricing Rate Agreements; however, these documents must be legible.

(c) Proposal Content

Proposals shall be submitted in accordance with Provision L-349 “Submission of Electronic Proposals” to permit a detailed evaluation. Each file shall be labeled in accordance with the format in paragraph (b) above. Pages should be numbered.

A concise and comprehensive proposal is desired. The proposal shall be sufficient to enable evaluators to make a thorough and complete evaluation, and to arrive at a sound determination as to whether the requirements of this solicitation are satisfied. In preparing the proposal, emphasis should be placed on brief, complete, and factual data in the areas set forth in the solicitation. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Statements such as “will comply,” or “noted and understood” without supporting narrative to define compliance are not acceptable. Cursory responses or responses which merely reiterate or reformulate solicitation language will not be considered as satisfying the requirements of the solicitation or as demonstrating the ability to perform.

In the interest of enhancing competition on resulting task orders, SPAWARSYSCEN Atlantic highly discourages individual contractors submitting more than one proposal (i.e., as a prime and/or team member) against this solicitation. If an offeror submits a proposal as a prime contractor on this solicitation and is also proposed as a team member for a different prime contractor on this solicitation, the offeror must disclose to the prime for whom they will be a team member that they are also proposing as a prime themselves. The proposal for each prime offeror impacted in this situation, shall include written evidence in the proposal via the Prime/Team Member Teaming Disclosure submission that serves as proof that the disclosure took place. That narrative evidencing knowledge and agreement to the business arrangement of proposal submissions should be endorsed by both entities. If an offeror submitting an offer as a prime contractor is found to be proposed as a team member, but has failed to make the appropriate disclosure, then their proposal as a prime contractor will be eliminated from the competition and will not be evaluated.

NON-COST FACTORS

Proposal shall consist of the information specified for each evaluation factor listed below.

FACTOR A: PERFORMANCE QUALIFICATIONS

Prime Offerors shall demonstrate compliance with all three of the following performance qualifications:

1) Security Management Office (SMO) code at SECRET or above,

2) International Organization for Standards (ISO) 9001 independently certified certification, and

3) Capabilities Maturity Model Integration (CMMI) Level III appraisal at the company level in one of the following areas: Services, Development, and/or Acquisition.

To demonstrate compliance with the performance qualifications, Prime offerors shall provide their active SMO code at SECRET or above, a copy of their independently certified ISO Certification, and a Certificate of Appraisal which includes the following: 1) Appraisal Category (i.e. Dev, Acq, SvC); 2) Appraisal date and Expiration date; and 3) Appraiser name with Appraiser ID# (font style and size requirements do not apply). For offerors who do not currently meet one or more of the performance qualifications, in lieu of the required certification submit a one page document for each performance qualification describing how you will satisfy the performance qualification no later than 14 days prior to the anticipated award date of 31 October 2018. The one page explanation will use the same file name as the requested documents in the table above.

PAGE LIMITATIONS:

1. Limit 1 page per performance qualification submission. Limit 3 total pages.

Factor B: TECHNICAL CAPABILITY

Offerors shall submit Attachment 1C, Team Summary, which identifies the Prime contractor and up to two (2) team members proposed to perform the Factor B elements (i.e. B1-B4) with a maximum total of three team members including the Prime. The Attachment 1C Team Summary shall identify which of the Factor B elements (may be more than one element) the proposed team member(s) is proposed to perform. In order to evaluate the proposed team’s technical capability to perform the Factor B requirements, offerors shall submit a maximum of five (5) current and relevant contract references for contract efforts performed which are similar in scope to the Factor B requirements using the Attachment 1A and 1B Reference Information Sheets. Current is defined as a contract performed within the last five years from the date of issuance of the solicitation. Relevant is defined as no more than five (5) contract references in total, with a cumulative invoiced value equal to or exceeding $50 million, submitted by the team (i.e. Attachment 1C), for efforts similar in scope to the Factor B requirements. Contract references which demonstrate experience utilizing an active ISO 9001 certification and/or CMMI Level III assessment are considered the most relevant. Offerors shall identify and specifically relate the scope of the proposed contractor references to the Factor B elements (i.e. B1-B4) in the narrative response to Question 13 on Attachment 1B. Offerors cumulative contract references shall address all Factor B elements (i.e. B1-B4). Offerors shall submit contract reference data for current and relevant contracts performed by the Prime and each proposed team member identified on Attachment 1C (if applicable). The more relevant the work performed for this contract reference is, the more valuable the experience is to the Government. No more than a total of five (5) of the most current and relevant contract references may be submitted for the team (i.e. Attachment 1C team members). At least one of the Prime’s contract references shall have an invoiced value of at least $10 million. Contract reference data (i.e.

Attachments 1A and 1B) is limited solely and exclusively to the Prime contractor and up to two (2) proposed team members (i.e. Attachment 1C).

For each contract cited on Attachment 1B, line 6 requires the contract type and total contract amount (ceiling), and line 7 requires the final amount invoiced or amount invoiced to date. The combined invoiced amount for all contract references shall meet or exceed $50 million.

In the case of orders under Indefinite Delivery contracts such as General Services Administration (GSA), Governmentwide Acquisition Contracts (GWACs), DoD-wide (Seaport-E, NETCENTS, ITES-2S, ENCORE, etc.)

and/or Blanket Purchase Agreements (BPAs), an individual order that meets the definition of “current and relevant” may be submitted as one of the contract references. Additionally, within the contract reference submission limitations as stated above, offerors may submit multiple orders under a single Indefinite Delivery contract in order to meet the relevancy threshold. However, offerors shall demonstrate the relevancy of these orders to the specific Factor B requirements (i.e. B1-B4) and all of the orders shall meet the currency requirement of performance and be similar in scope to the Factor B requirements. The multiple order reference shall not exceed the page limit established for a contract reference.

Contract reference data for any company, division, subsidiary, etc., that is not the prime contractor or team member identified in Attachment 1C will not be considered. Offerors are reminded that in accordance with the requirements for the proposal content, written teaming agreements covering other proposed companies, divisions, subsidiaries, etc. of the prime contractor or team member(s) must be provided. The prime contractor is considered to be the organization that signs and submits the proposal. The Government must be ensured that the prime contractor will be the organization performing the work. CAUTION: It is important to this evaluation that the contract reference(s) submitted represent the technical capability/experience of the same companies that are identified on Attachment 1C.

Therefore, the Government will be comparing the company name(s) cited on the submitted contract reference(s) against the company name(s) cited in the technical proposal. In cases where there is any variance between the actual company name(s) cited on the submitted contract reference(s) and the company name(s) identified in the technical and cost/price proposals, the prime contractor MUST provide rationale that clearly identifies the correlation and/or association of the company(s). This rationale is to be provided in the Contract Reference Rationale submission.

The Government will review the rationale and determine if clear correlation and/or association can be made between the company name(s) cited on the submitted contract reference(s) and the technical proposal. In cases where such clear correlation and/or association cannot be made, the contract reference(s) will not be considered.

The offeror’s technical capabilities, as demonstrated through the Reference Information Sheet-Contract Specific Data Attachment 1B submissions, shall demonstrate experience in the following four Factor B Elements:

Element B1: Operation Center Systems Element B2: Satellite Communications and Network Solutions Element B3: Software Defined Radios Element B4: Cryptographic and Cryptologic Intelligence Support Systems
