Q&A Compiled for all three Command-Wide Contracts
Q&A Applicable to N65236-16-R-0026, N65236-16-R-0027 & N65236-16-R-0036
Industry Question Government Response
N65236-16-R-0026 - For Relevant Contract
Experience references, no timeframe was specified. How far back may we go in citing periods of performance?
As stated in Section 2 of the Market Survey, current work is defined as work performed within 3 years before the posting date of the market survey.
Can you please advise if there will be an industry day held for this specific opportunity (Sol. No.
N65236-16-R-0027)? If there will not be a specific industry day for this op, will there be a combined industry day for the forthcoming contracts in the near future?
An industry day for all three command wide procurements was held on 04 November 2016. An individual industry day is not planned for this specific requirement at this time. Another industry day for all three procurements is planned for the 3 rd
Quarter FY17
Will you permit offerors to both submit Prime contractor bids and also be subcontractors to other
Prime contractor offerors on the same contract vehicle?
If an offeror submits a proposal as a prime contractor on this RFP and is also proposed as a subcontractor for a different prime contractor on this RFP, the offeror must disclose to the prime for whom they will be a subcontractor that they are also proposing as a prime themselves.
For the Cyber Mission Engineering (16-R-0026) briefing presented by Mike Shaffer, Code 5.6, could you also include the slide notes Mr. Shaffer used for his briefing. He presented a lot of clarifying information on the program that (1) is not in the RFI PWS nor (2) included in his slides.
All available presentation information was posted on the e-Commerce website on 07 November 2016.
When can industry expect the following opportunities to be posted to e-Commerce by
Opportunity Number in order for Industry to be able to register for updates on the opportunities as that option is not available on the Market Survey /
Research Announcements.
N65236-16-R-0026 – Cyber Missing Engineering
N65236-16-R-0027 – Cyber Mission Assurance
N65236-16-R-0036 – Cyber Mission Systems, Kitting, and Supplies
Draft RFPs are expected to be posted on the E-
Commerce website as Future Opportunities 3 rd
Quarter
FY17.
Since we registered past the RSVP thanks to Mr.
Sallee's efforts, we did not receive the materials that were distributed to attendees in advance of the event, which I believe included a list of attendees.
Could you send us a soft copy of these materials?
Or, will they soon be posted to the e-commerce website?
All available presentation information and a list of attendees was posted on the e-Commerce website on 07
November 2016.
We were unable to present a capabilities briefing to the government, would it be possible for my company, Advanced Systems Development, to do so during the week of the Charleston Defense
Contractors Association's C5ISR Summit in
December?
Industry partners are encouraged to submit any company capability information to our Industry functional mailbox at industryfeedback.fct@navy.mil.

Description in the Market Survey?
Is it envisioned that sample tasks will be included in the final RFP? If so, can the Government provide an estimate of the number of sample tasks anticipated to be included?
The source selection criteria have not been determined at this time.
Q&A Applicable to N65236-16-R-0036
Industry Question Government Response
Based on the presentation stating the NAICS is
334220 with a size standard of 1,250 employees, if we have 1,100 employees at the time of proposal and award, can we propose as a SB to N65236-16-
R-0036?
Yes. It is suggested if a company plans on performing work under a particular NAICS; they provide said
NAICS in their SAM registry including certifying as a
SB under that NAICS if applicable.
Would the Government consider using NAICS code 541330, size standard $38.5M? This NAICS code seems to better fit the PWS requirements, and also matches the original Corporate Production and Pillar contracts.
The acquisition strategy has been determined to consider this procurement a supply contract; therefore, the appropriate NAICS is 334220 with a size standard of
1,250 employees.
Recommend the Government release draft versions of Section L /M and DD254?
These will be included in the draft RFP release.
Will the Government have a requirement for a
Technical proposal write up in addition to the PP requirement?
The source selection criteria have not been determined at this time.
Can the Government identify the key labor categories?
If Key Personnel are required, they will be identified and provided in the draft RFP.
File details come from the government source that posted it.
