Industry Questions & Government Answers Management and Business Analytics Support (MBAS) 31 March 2017
Q&A Applicable to N65236-16-R-0018
Industry Question Government Response
Will the slides be posted on e-commerce today?
The presentation slides have been posted.
Can you please map Performance Work Statement
(PWS) areas to subfactors?
Yes, the subfactors will be mapped to the PWS subfactors in the Request for Proposal (RFP).
Will RFP release be through e-Commerce? (not Seaport)
Yes. This is a large contract action, and it will be released through e-Commerce.
Will Charleston, SC be the only place of performance?
Charleston will be the primary location with a potential of support in Washington DC, Norfolk/Chesapeake, VA and New Orleans, LA. The primary location will be in
Government Facilities.
Please share key resumes (labor categories) that will be required.
Key personnel qualifications are still being worked and will be released in the draft and final RFP (solicitation).
Do companies need to have staff or key personnel with Lean Six certifications? Or is this just using the methodology to mitigate risk?
It is not a requirement of this PWS to be Lean Six certified.
Do you anticipate the contractor cleaning/correcting data pulled from source systems?
The requirement is not to clean up the Business Intelligence Environment (BIE). However each task may require some clean up within that specific business area.
Will you use Sample Task Orders as part of the
RFP?
2-3 Actual task orders will be part of the RFP and will be part of the evaluation factors. We anticipate to award
2 -3 actual task orders at the time of the basic contract award. We are considering task orders for a data analytics group and project management support at the Portfolio Level.
Business Objects has limited data mining capabilities, and does not currently support modern machine learning forecasting and predictive techniques. What additional tools or software will be available for predictive analysis?
Is SPAWAR open to industry feedback on analysis tools For technical evaluation of similar systems maybe referenced?
SSC LANT currently uses the Business Objects Reporting Suite that includes a predictive analysis module. SSC LANT does not anticipate using other systems to support this procurement. However, for technical evaluation purposes, similar systems may be referenced. It will be the offeror’s responsibility to identify how it is similar.
Will the Government consider any Joint Ventures as potential offerors?
Yes.
Does the Government want to define what an “adequate” accounting system entails?
DCMA reviews and determines if a contractor’s system is adequate. The Government requests an accounting system review for contractors whom proposed against an active RFP. For specifics on what will be reviewed to determine if an accounting system adequate, please see the following link:

Industry Questions & Government Answers Management and Business Analytics Support (MBAS) 31 March 2017
Can the Government provide clarity if an Earned
Value Management System (EVM) approved system will be needed at contract award? Or this will be evaluated later?
EVM is determined at the task order level, and it is only required on task orders over $20M.
Is this final Small Business Set Aside or will the Government consider making it Full and Open for
MBAS?
This procurement will be Small Business Set Aside.
14 Will a draft Request for Proposal be published? Yes.
Will there be another industry day after the AP is approved?
No.
16 Will a facility clearance be required? No.
Why single award? Any thought on breaking it into components.
No, this is not in the Government’s best interest.
Will this RFP come out on any existing IDIQ or GWACs?
No. This is a stand-alone contract action.
Are you staying with this NAICS code and size standard, or will you go up to $27.5M?
No. The Government does not anticipate changing the NAICS. The size standard is determined by the applicable NAICS, and was developed with the Small Business Advocate guidance.
Can the Government provide a better clarification on the $165.00 per hour threshold trip wire and the
15% potential variation on actual vs. negotiated rates?
This is not exclusive to this RFP, SPAWAR performance metric requires additional justification/documentation it is not a prohibition.
As OCI will be a concern on this effort, will and OCI Plan be required to be submitted with the
RFP?
Yes, in order to immediately award TOs the RFP response should have an OCI Mitigation Plan. The Plan is not part of the base award evaluation, but would be reviewed during the TO evaluation process.
What areas will the anticipated Task Orders address?
The two task orders are currently under development, but most likely will address, Business Intelligence, and
Program and Financial Management areas.
23 What level will the OCI Plan be carried down to?
OCI Plan should cover both the Prime Contractors and Subcontractors on this effort.
May we obtain a list of the Industry Day Participants?
A list will be provided as an attachment to the Pre- Solicitation Notice N65236-16-R-0018.
What is the significant subcontractor percentage for the MBAS RFP?
Currently in our Draft RFP the Significant Subcontractor threshold is set at a 20% percent of the proposed labor hours.
File details come from the government source that posted it.
