SUMMARY OF WORK
PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" or "S" classification. Submittals not having a "G" or "S" classification are for information only. When used, a code following the "G" classification identifies the office that will review the submittal for the Government.
Submit the following in accordance with Section 01 33 00 SUBMITTAL
PROCEDURES:

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
a. The Naval Surface Warfare Center, Corona Division has a requirement to convert former machine shop space Room 105 into a fully functional conference room adaptable for conferences and training applications with two additional storage areas within Building 204.
Create a modern reconfigurable conference room and (2) supporting secure storage rooms. The conference room should be constructed so that it is capable of supporting installation personnel with various administrative requirements. Conference room should be designed for a maximum occupancy of 21 persons.
b. The Contractor shall provide all labor, management, facilities, supplies, equipment, materials, investigation, design, submittals and close-out documents necessary for the performance of the work.
c. During the prosecution of the work, the contractor shall provide adequate coordination, professional supervision and quality control to assure the accuracy, quality, completeness, and progress of the work.
1.2.2 The following work is required:
1.2.2.1 GENERAL
a. The Contractor shall verify all existing conditions.
b. The work delivered by the contractor shall be in good workmanlike manner and per industry standard.
c. The duties of Superintendent and Quality Control Manager can be performed by the same person as long as requirements and expectations are met. The Site Safety and Health Officer shall be independent and only perform the requirements pertaining to site safety and health.

d. The Contractor shall provide all required submittals as listed in the Submittal Register. Submittals shall be approved by the
Contracting Officer, Contracting Officers Representative or
Technical Point of Contact, as indicated in project specifications, prior to the start of the activity and ordering the materials.
Submittals required are pre-construction, shop drawings, product data, samples, design data, test reports, certificates, manufacturer’s instructions, manufacturer’s field reports, operations and maintenance data, and closeout, as applicable.
e. The Contractor shall provide general electrical construction items, including but not limited to all connections, fittings, boxes, and associated equipment required for a complete and usable system.
f. Provide electrical connections for all systems requiring electrical service. Electrical conduits and conductors shall be installed in accordance with NFPA 70 and UFC. Conduit systems shall be grounded in accordance with the NEC.
g. For upgrade or addition to the existing lighting, power and control systems, the new components shall be compatible with the existing system(s).
h. The Contractor shall develop a construction plan and schedule for the project to minimize interruption and impact to the building’s operation. The plan and schedule shall be approved by the Government prior to start of construction.
i. Building will be occupied during the course of this project. All existing services and utilities shall be maintained for all existing areas that are in operation and served by these utilities and services. The Contractor shall verify and provide all required temporary utilities, including temporary power and lighting, to support building’s operation for the duration of the construction.
No connections to the building power system and panels will be allowed for the temporary utilities.
j. Pre-schedule any service interruption with the Contracting officer prior to starting any work.
k. The Contractor shall plan for temporary electrical utilities to cover their construction needs for the duration of the construction.
No use of the building’s existing electrical system will be allowed.
l. The Contractor shall provide his own sanitary facilities in accordance with 29 CFR 1926, Chapter XVII, Subpart D, paragraph
1926.51 (c) (1).
m. Temporary barricades as pertaining to Contractor’s activities shall be installed in and around demolition and construction areas in accordance with Occupational Safety and Health Administration (OSHA) requirements.
n. The Contractor shall use lockout/tagout procedure while performing work on electrical panels.

o. Noise shall be kept to a minimum since the unaffected spaces within the facility will continue to be occupied during construction.
p. The Contractor shall comply with NSWC Corona’s regulations governing the use of photographic equipment.
q. The Contractor shall maintain at the work site a set of design drawings and mark up of deviations which have been made from the design drawings. Those mark ups shall be incorporated in a final as-built submittal drawings.
r. The Contractor shall perform work in the regular working hours Monday through Friday, 0700-1600, excluding all Federal or State
Government holidays.
s. Work outside the original scope of work and outside the regular work ours shall be coordinated and approved by the Contracting Officer.
1.2.2.2. DEMOLITION
The following work is required, but not limited to:
a. The contractor shall remove all material and devises including wiring, raceway, supports, boxes, etc. from the Government site. All removals shall be disposed of properly.
b. Generate ballasts for disposal for lighting work that requires removal and/or replacement of fluorescent lights. The Contractor shall segregate ballasts depending on whether they contain polychlorinated biphenyl (PCB), or if ballasts are old and lack "NO
PCB" label. The Contractor shall also separate ballasts from any metal frames or fixtures to allow appropriate packaging. PCB or suspected PCB containing ballasts shall be managed as hazardous waste which requires a hazardous waste manifest for disposal and
Government signature.
c. Provide storage container/unit to protect materials and equipment from the elements. The container/unit shall have the ability to be secured.
d. All demolition work to be performed must be planned in advance and not interfere with the building operation.
e. The Contractor is responsible to relocate or remove from walls, ceiling, floor spaces, etc. any existing conduits, wires, boxes, fittings, fixtures or other equipment which interferes with planned work. Provide circuit continuation required for all existing outlets, fixtures, equipment, etc., scheduled to remain.
f. Existing items, equipment, devices, fixtures, etc. that are to remain in place shall be protected from dirt and damage during demolition and construction.
g. Damage to other trade’s work as a result of this project shall be promptly repaired and returned to original condition at no expenses to the Government.

h. All walls, floors, and ceilings disturbed by the demolition and the construction are to be restored, patched and painted to match existing. If painting is required, the entire area shall receive paint to avoid a mismatch in color. The contractor shall provide samples of paint for approval prior to ordering.
1.2.2.3 NEW WORK
The following work is required, but not limited to:
a. Provide new lighting, power and data outlets, lighting control, conduits, wiring, final connection and components, wall plates, furniture configuration to support both training and conference activities. Install new HVAC and mechanical system components to condition the space and provide controls in the room for occupant comfort. The HVAC system shall consist of a ducted fan coil and heat pump split system. Provide soundproofing measures to decrease disturbances from adjacent work areas. Finish interior block walls with gypsum board and remove and conceal surface mounted conduits and outlets. Provide under floor trench to supply audio, video, and power access to the center of the room. Provide required infrastructure for AV system connection.
b. Clean ceiling tiles and grid; replace damage ceiling tiles and grid;
construct new gypsum recessed ceiling; construct new steel stud and gypsum wall board in front of existing CMU wall; level 5 drywall finish texture and paint all interior walls; provide new carpet and base; provide and install (1) metal doors, frame, lockset and hardware. Paint all newly installed walls and doors.
c. The Options for the project are audio visual system for the conference room, wall graphic mural, water bottle fill station, and conference room furniture.
d. The Contractor shall verify all existing electrical panels’ electrical, physical and breaker capacity and provide required devices and re-work to the existing panel(s) to accommodate connection of new circuits.
e. Lighting fixture selection criteria shall comply with Unified Facilities Guide Specifications (UFGS) interior lighting requirements and as recommended in the Illuminating Engineering
Society of North American (IESNA) standard.
f. LED bulbs shall be managed in accordance with Department of Toxic Substance Control policy as Universal Waste. Manifest shall be provided to the Government for review at least 15 calendar days prior to shipment.
g. The Contractors shall be responsible for light fixtures arrangement to ensure lighting is balanced to minimize shadows, glare and spectral reflection for nominally uniform illumination. The
Contractor shall make sure there are no dark spots within the open bay area and meet the criteria as recommended in the IESNA standard.
h. New LED lighting shall provide adequate foot-candle (Fc) level of illumination at floor level for subject areas as required per UFC-3-
530. The Contractor shall document and provide field verified
SECTION 01 11 00 Page 5 measurements within each space proving that the minimum criteria has been met.
i. The Contractor shall provide emergency high bay LED light fixtures with emergency ballasts (self-diagnostic) 90 minute battery backup to act as emergency lights during loss of power. Ensure new lighting layout meets NFPA 101 emergency lighting requirements.
j. The emergency lighting shall be placed on its own circuit for testing purposes. The Contractor shall verify breaker and panel capacity.
k. The Contractor shall field verify existing conduit and wiring run, re-use if practical and remove all unused conduit and wiring. Unused conduits in inaccessible locations can be abandoned in place, unused wiring shall be removed.
l. The contractor shall verify existing circuits with tracing device and label circuits available at each j-box.
m. Provide new lighting and power circuits and wiring per code if the existing is not adequate for re-use. Upgrade existing wiring as required per current code.
n. All newly installed switch plates shall be metal plates and engraved with panel and circuit number per MIL-STD-1472.
o. Locate wall switches on strike side of door with edge of wall plate 3 inches from edge of door frame. Install wall switches with OFF position down.
p. The Contractor shall provide wired dimmable switches to control lighting luminance within each zone with the minimum Fc set as the default on. A wired dimmable switch shall be provided at each end of the room and interlocked for manual control. Contractor shall utilize occupancy sensors for primary switching lights to the “ON” state and programmed with a 15-minute delay for turning lights to the “OFF” state. Occupancy sensors shall be the primary lighting control for
ON/OFF and a wired dimmable switch is located for secondary power source in case occupancy sensors fail to turn on lighting.
q. The Contractor shall accomplish all required verification, investigation and review of the existing system(s), panels and other components of the building for its capacity to accommodate the project scope.
r. The Contractor shall update panel schedules with typed/printed label on all new circuits that have been updated.
1.3 DESIGN
1.3.1 General
a. The Contractor is responsible for a feasible, economical and fully functional design for construction of B204 Room 105 minor renovation. Design shall comply with UFC. The designer shall utilize Whole Building Design Guide (WBDG) technical information site to develop the design for this project. The criteria as
SECTION 01 11 00 Page 6 recommended in the IESNA standard (latest edition) shall govern the lighting design.
b. The Contractor shall perform all necessary site survey required to complete the design.
1.3.2 Appropriate Design
a. Design package shall be covered by title sheet T-1 that shall include: project title, project number, project vicinity map, project location map, project scope of work, list of standards and codes that apply for the design, drawing index, symbol/abbreviations.
b. All drawings shall be in scale with north arrow and pertinent legend.
c. Design shall include photometric plan with point-to-point calculations showing average Fc and average to minimum uniformity.
Include lighting power densities, light loss factors and elevation of light fixtures and elevation plane. Refer to UFC 3-530-01 for additional lighting calculation requirements. Lighting Fc calculations shall meet code requirements and ensure it is lit for safety. List required level of illumination for all three zones. It is the Contractor’s responsibility to do a field investigation and obtain all required information like ceiling height, windows, floors/walls/ceiling type and color, abstractions, columns, trusses, and others that are required for the calculations.
a. Design shall include existing electrical single line diagram, and single line diagram with new rework. Provide electrical load study to demonstrate that the existing electrical system is capable to accommodate a new electrical load.
d. If specifications required for the project is outside UFGS the Contractor is required to define portions of the work and coordinate with the Government project manager to provide those specifications from industry sources. Such supplemental specifications shall be revised by the designer to incorporate Government standards and requirements for construction specifications, including format, quality control, submittal descriptions and type of submittal, product salient characteristics, and other changes needed for specifications definition.
1.3.3 Management and Deliverables
a. The design submittal stages: 65%, 95%, 100% and final design package stamped "For Construction", including drawings and design specifications. Design submittal packages that do not demonstrate the corresponding completion for the submitted stage will not be accepted by the Government.
b. The design submittals shall be stamped.
c. The design submittal deliverables shall comply with specification requirements.

1.4 LOCATION
The work is located in Building 204 at the Naval Surface Warfare Center in
Norco, CA.
1.5 OCCUPANCY OF PREMISES
The building will be occupied and continue its normal operations during performance of work under this Contract. The operations of the building shall not be interrupted and therefore proper coordination and scheduling of activities shall be required.
Before starting work, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
The work shall be phased by area. The Contractor shall develop a construction plan and schedule for the project to minimize interruption and impact to the building’s operation. The plan and schedule shall be approved by the Government prior to the start of construction.

1.2 SUBMITTALS

1.3 SPECIAL SCHEDULING REQUIREMENTS
B204 will remain in operation during the entire construction period. The
Contractor shall conduct operations as to cause the least impact possible to the normal activities of the building. The work under this contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each activity which constitutes a potential interruption to operations.
1.4 CONTRACTOR ACCESS AND USE OF PREMISES
1.4.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear appropriate personal protective equipment (PPE) in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Ensure all Contractor equipment, include delivery vehicles, are clearly identified with their company name.
1.4.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.4.1.2 General Construction and Finish Work
General construction and finish work of the controlled area must be performed by U.S. firms using U.S. persons. A U.S. person is defined as a citizen of the U.S., or a lawful permanent resident that possesses proper documentation such as a "Green Card". The U.S. person shall be able to provide two forms of identification that do not have federal limits.
General construction includes construction activities such as building sitework, utilities, foundations, structure, and enclosure or shell, including doors, windows and façade work. Finish Work includes
SECTION 01 14 00 Page 3 construction activities such as insulation, floor, partition, and ceiling systems; cabinet work; conveyor systems; specialties; building furnishings, fixtures, and equipment; and mechanical and electrical services and equipment including those specialized for fire protection, security, communication, control, energy conservation, safety, comfort, convenience, and similar purposes.
1.4.1.3 Installation Access
Obtain access to Navy installations through participation in the Defense
Biometrics Identification System (DBIDS). Requirements for Contractor employee registration, and transition for employees currently under Navy
Commercial Access Control System (NCACS), are available at https://www.cnic.navy.mil/om/dbids.html. No fees are associated with obtaining a DBIDS credential.
Participation in the DBIDS is mandatory. Requests shall be submitted a minimum of 14 days in advance.
1.4.1.3.1 Registration for DBIDS
Registration for DBIDS is available at https://www.cnic.navy.mil/om/dbids.html. Procedure includes:
a. Present a letter or official award document (i.e. DD Form 1155 or SF
1442) from the Contracting Officer that provides the purpose for access, to the base Visitor Control Center representative.
b. Present valid identification, such as a passport or Real ID
Act-compliant state driver's license. ID cannot have federal limits.
c. Provide completed SECNAV FORM 5512/1 to the base Visitor Control Center representative to obtain a background check. This form is available for download at https://www.cnic.navy.mil/om/dbids.html.
d. Upon successful completion of the background check, the Government will complete the DBIDS enrollment process, which includes Contractor employee photo, fingerprints, base restriction and several other assessments.
e. Upon successful completion of the enrollment process, the Contractor employee will be issued a DBIDS credential, and will be allowed to proceed to worksite.
1.4.1.3.2 DBIDS Eligibility Requirements
a. Throughout the length of the contract, the Contractor employee must continue to meet background screen standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.
b. An adjudication process may be initiated when a background screen failure result in disqualification from participation in the DBIDS, and Contractor employee does not agree with the reason for disqualification. The Government is the final authority.

a. Immediately report instances of lost or stolen badges to the
Contracting Officer.
b. Immediately collect DBIDS credentials and notify the Contracting
Officer in writing under the following circumstances:
(1) An employee has departed the company without having properly returned or surrendered their DBIDS credentials.
(2) There is a reasonable basis to conclude that an employee, or former employee, might pose a risk, compromise, or threat to the safety or security of the Installation or anyone therein.
1.4.1.4 One-Day Passes
At this time, One-Day Passes are not being issued.
1.4.1.5 Visitor Notifications
After the personnel has been vetted and found favorable, the Government shall fill out a Visitor Notification Form (NSWCCORDIV 5530/1).
a. Completed forms shall be submitted to Construction Manager a minimum of 7 days before access to base is needed.
b. Visitor Notifications shall be done per Company/Trade.
1.4.2 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.4.3 Working Hours
Regular working hours for B204 are between 7 a.m. and 4:00 p.m., Monday through Friday, excluding Government holidays.
1.4.4 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the
Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.
1.4.5 Occupied Building
The Contractor shall be working in an existing building which is occupied.
a. Do not enter the building without prior approval of the Contracting

Officer. Work activities shall be coordinated with the Government as to not disturb operations.
b. Provide dust covers or protective enclosures to protect existing work that remains, and Government material located in the work area during the construction period.
c. The Government will remove and relocate other Government property in the areas of the building scheduled to receive work.
1.4.6 Utility Cutovers and Interruptions
a. As noted in section 01 11 00 SUMMARY OF WORK temporary lighting shall be provided.
b. If utility interruptions cannot be made during normal business hours, make utility interruptions after normal working hours or on
Saturdays, Sundays, and Government holidays with Contracting Officer approval prior. Conform to procedures required in paragraph WORK
OUTSIDE REGULAR HOURS.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, and compressed air are considered utility cutovers pursuant to the paragraph WORK
OUTSIDE REGULAR HOURS.
d. Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services without
Government approval and presence. The Contractor must notify the
Contracting Officer giving reasonable advance notice when such operation is required.

1.3 SCHEDULE OF VALUES
1.3.1 Data Required
Within 30 calendar days of Notice-to-Proceed, prepare and deliver to the
Contracting Officer a Schedule of Values (construction Contract) as directed by the Contracting Officer. Schedule of Values must have cost summarized and totals provided for each construction category. Provide a detailed breakdown of the Contract price, giving quantities for each of the various kinds of work, unit prices and extended prices. Contractor overhead and profit including salaries for field office personnel, if applicable, must be proportionately spread over all pay items and not included as individual pay items.
1.3.2 Payment Schedule Instructions
Payments will not be made until the Schedule of Values has been submitted to and accepted by the Contracting Officer.

1.4 CONTRACT MODIFICATIONS
In conjunction with the Contract Clause DFARS 252.236-7000 Modification
Proposals-Price Breakdown, and where actual ownership and operating costs of construction equipment cannot be determined from Contractor accounting records, base equipment use rates upon the applicable provisions of the
Engineering Pamphlet (EP) 1110-1-8.
1.5 CONTRACTOR'S INVOICE AND CONTRACT PERFORMANCE STATEMENT
1.5.1 Content of Invoice
Requests for payment will be processed in accordance with the Contract
Clause FAR 52.232-27 Prompt Payment for Construction Contracts and FAR
52.232-5 Payments Under Fixed-Price Construction Contracts. Invoices not completed in accordance with contract requirements will be returned to the
Contractor for correction of the deficiencies. The requests for payment shall include the documents listed below.
a. The Contractor's invoice, showing in summary form, the basis for arriving at the amount of the invoice. Must include certification by
Quality Control (QC) Manager as required by the Contract.
b. Monthly Work-hour report.
c. Updated Construction Progress Schedule.
d. Contractor Safety Self Evaluation Checklist.

1.5.2 Submission of Invoices
Monthly invoices and supporting forms for work performed through the

Officer within 5 calendar days of the date of invoice. For example, if
Contract award date is the 7th of the month, the date of each monthly invoice must be the 7th and the invoice must be submitted by the 12th of the month.
1.6 PAYMENTS TO THE CONTRACTOR
Payments will be made on submission of itemized requests by the Contractor which comply with the requirements of this section, and will be subject to reduction for overpayments or increase for underpayments made on previous payments to the Contractor.
1.6.1 Obligation of Government Payments
The obligation of the Government to make payments required under the provisions of this Contract will, at the discretion of the Contracting
Officer, be subject to reductions and suspensions permitted under the FAR and agency regulations including the following in accordance with FAR FAR
32.103 Progress Payments Under Construction Contracts:
a. Reasonable deductions due to defects in material or workmanship;
b. Claims which the Government may have against the Contractor under or in connection with this Contract;
c. Unless otherwise adjusted, repayment to the Government upon demand for overpayments made to the Contractor; and
d. Failure to maintain accurate "as-built" or record drawings in accordance with FAR 52.236.21.
1.6.2 Payment for Onsite and Offsite Materials
Progress payments may be made to the Contractor for materials delivered on the site, for materials stored off construction sites, or materials that are in transit to the construction sites under the following conditions:
a. FAR 52.232-5(b) Payments Under Fixed Price Construction Contracts.
b. Materials delivered on the site but not installed, including completed preparatory work, and off-site materials to be considered for progress payment must be major high cost, long lead, special order, or specialty items, not susceptible to deterioration or physical damage in storage or in transit to the construction site. Examples of materials acceptable for payment consideration include, but are not limited to, structural steel, non-magnetic steel, non-magnetic aggregate, equipment, machinery, large pipe and fittings, precast/prestressed concrete products, plastic lumber (e.g., fender piles/curbs), and high-voltage electrical cable. Materials not acceptable for payment include consumable materials such as nails, fasteners, conduits, gypsum board, glass, insulation, and wall coverings.
c. Materials to be considered for progress payment prior to installation must be specifically and separately identified in the Contractor's estimates of work submitted for the Contracting Officer's approval in accordance with Schedule of Values requirement of this Contract.
Requests for progress payment consideration for such items must be supported by documents establishing their value and that the title

1.3 VIEW LOCATION MAP
Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.
1.4 PROGRESS AND COMPLETION PICTURES
Prior to taking any photographs, a Naval Weapons Station Official Camera
Request Form shall be completed and approved. Thereafter, photographically document site conditions prior to start of construction operations.
Provide weekly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color minimum resolution in JPEG file format showing the sequence and progress of work. Take a minimum of 20 digital photographs each week throughout the entire project from a minimum of ten different viewpoints selected by the Contractor unless otherwise directed by the Contracting Officer. Submit with the monthly invoice.
Indicate photographs demonstrating environmental procedures. Photographs provided are for unrestricted use by the Government.

1.5 MINIMUM INSURANCE REQUIREMENTS
Provide the minimum insurance coverage required by FAR 28.307-2 Liability, during the entire period of performance under this contract. Provide other insurance coverage as required by California law.
1.6 SUPERVISION
1.6.1 Superintendent Qualifications
Provide project superintendent with a minimum of 8 years experience in construction with at least 4 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.
For this project the superintendent is permitted to also serve as the
Quality Control (QC) Manager as established in Section 01 45 00.00 20
QUALITY CONTROLS. The superintendent shall have qualifications in accordance with that section. The superintendent under no circumstance can perform the duties of the SSHO.
1.6.2 Minimum Communication Requirements
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of Contract work. In addition, if a Quality Control (QC) representative is required on the
Contract, and then that individual must also have fluent English communication skills.
1.6.3 Duties
The project superintendent is primarily responsible for managing subcontractors and coordinating day-to-day production and schedule adherence on the project. The superintendent is required to attend Red
Zone meetings, partnering meetings, and quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.
1.6.4 Non-Compliance Actions
The Project Superintendent is subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to ensure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the Contractor.
1.7 PRECONSTRUCTION MEETING

Prior to commencing any work at the site, coordinate with the Contracting
Officer a time and place to meet for the Preconstruction Meeting. The meeting must take place within 30 calendar days after Notice-to-proceed, but prior to commencement of any work at the site. The purpose of this meeting is to discuss and develop a mutual understanding of the administrative requirements of the Contract including but not limited to:
daily reporting, invoicing, value engineering, safety, base-access, outage requests, hot work permits, schedule requirements, quality control, schedule of prices or earned value report, shop drawings, submittals, cybersecurity, prosecution of the work, government acceptance, final inspections and contract close-out. Contractor must present and discuss their basic approach to scheduling the construction work and any required phasing.
1.7.1 Attendees
Contractor attendees must include the Project Manager, Superintendent, Site
Safety and Health Officer (SSHO), Quality Control Manager and major subcontractors.
1.8 MOBILIZATION
Contractor shall mobilize to the jobsite no earlier than one week prior to the start of work. Mobilize is defined as having equipment and having a physical presence of at least one person from the Contractor's team on the jobsite.
1.9 PROCORE
Utilize Naval Surface Warfare Center (NSWC) Corona Division’s Procore to assist in the monitoring and administration of this contract. The joint
Government-Contractor use of Procore facilitates electronic exchange of information and overall management of the contract. Procore is web-based and the designated means of transferring documents between the Contractor and the Government.
The work of this section is not measured for payment. The Contractor is responsible for the work of this section, without any direct compensation other than the payment received for contract items.
1.9.1 User Privileges
The Contractor will be provided access to Procore. Project roles and system roles will be established to control each user's menu, application, and software privileges, including the ability to create, edit or delete.

1.9.2 Contractor Input
The Contractor shall utilize Procore construction management system. The
Contractors entries shall comply with Procore system requirements.
Contractor entries into Procore to establish, maintain, and update data throughout the duration of the contract. Contractor entries generally include prime and subcontractor information, daily reports, submittals, RFI's, schedule updates and payment requests. Procore includes the ability to import attachments and export reports in many of the modules, including submittals.
1.9.3 System Requirements and Connectivity
1.9.3.1 General
Procore requires a web-browser and Internet Connection. Provide and maintain computer hardware and software for Procore access throughout the duration of the contract for all Contractor-designated users. Provide connectivity, speed, bandwidth, and access to the Internet to ensure adequate functionality. Neither upgrading of the Contractor's computer system nor delays associated from the usage of Procore will be justification or grounds for a time extension or cost adjustment to the
Contract.
Procore is also available for mobile devices. Procore can be downloaded via the Google Play store for Android or the App store for iOS devices. Using the mobile application is strongly recommend instead of using a mobile web browser.
1.9.3.2 Contractor Personnel List
Within 20 calendar days of contract award, provide to the COR/TPOC a list of Contractor's personnel who will have the responsibility for the transfer, sharing and management of electronic design, technical submittals and documents and will require access to Procore. Project personnel roles to be filled in Procore include the Contractor's Project Manager, Designer of Record, Superintendent, Quality Control (QC) Manager and Site Safety and
Health Officer (SSHO). Personnel must be capable of electronic document management. Notify the COR/TPOC immediately of any personnel changes to the project. Provide the following information:

In accordance with Department of Navy guidance, all military construction contract data are unclassified, unless specified otherwise by a properly
SECTION 01 30 00 Page 5 designated Original Classification Authority (OCA) and in accordance with an established Security Classification Guide (SCG). Refer to the project's
OCA when questions arise about the proper classification of information.
Procore must only be used for the transaction of unclassified information associated with construction projects. In conformance with the Freedom of
Information Act (FOIA), DoD INSTRUCTION 5200.48 CONTROLLED UNCLASSIFIED
INFORMATION (CUI), and DoD requirements, any unclassified project documentation uploaded into the Procore must be designated either "U -
UNCLASSIFIED" (U) or "CUI - CONTROLLED UNCLASSIFIED INFORMATION" (CUI).
1.9.5 Quality Assurance
Requested Government response dates on Transmittals and Submittals must be in accordance with the terms and conditions of the Contract. Requesting response dates earlier than the required review and response time, without concurrence by the Government COR/TPOC, may be cause for rejection.
Incomplete submittals will be rejected without further review and must be resubmitted. Required Government response dates for resubmittals must reflect the date of resubmittal, not the original submittal date.
1.9.6 Implementation
Use of Procore, as described in the preceding paragraphs, is mandatory.
Ensure that sufficient resources are available to maintain contract data within Procore. Procore is an integral part of the Contractor's required management of quality control.
Government responses will be transmitted to the Contractor via Procore.
