NAVAL SURFACE WARFARE CENTER, CORONA DIVISION

CONTRACTS DEPARTMENT

STATEMENT OF WORK

PRB - 90 BUILDING 204 CONFERENCE ROOM 105 MINOR RENOVATION

1.0 INTRODUCTION

The Naval Surface Warfare Center, Corona Division (NSWC Corona) has a requirement to convert former machine shop space (Room 105) into a fully functional conference room adaptable for conferences and training applications with two (2) additional storage areas within Building 204 (B204).

2.0 BACKGROUND

B204 is listed on the National Historic Registry and is currently being used for multiple purposes such as office space, storage, laboratory workspace, and shipping and receiving. It is located in the Lake Norconian district outside of the controlled inner compound. The primary group using the facility is Range Systems (RS). Room 105 is currently being used as a temporary conference room, but lacks the lighting, HVAC and finishes to serve this purpose efficiently. The room, which will be renovated in the building, will be vacant during this project’s construction phase.

3.0 SCOPE

Create a modern reconfigurable conference room and two (2) supporting secure storage rooms. The conference room should be constructed so that it is capable of supporting installation personnel with various administrative requirements. Conference room should be designed for a maximum occupancy of 21 persons. Provide new lighting, power and data outlets, conduits and wiring, furniture configuration to support both training and conference activities. Install new HVAC to condition the space and provide controls in the room for occupant comfort. The HVAC system shall consist of a ducted fan coil and heat pump split system. Provide soundproofing measures to decrease disturbances from adjacent work areas. Finish interior block walls with gypsum board and remove and conceal surface mounted conduits and outlets. Provide under floor trench to supply audio, video, and power access to the center of the room. Provide required infrastructure for AV system connection.

The general project scope includes, but not limited to, demolition of the existing; clean ceiling tiles and grid; replace damage ceiling tiles and grid; construct new gypsum recessed ceiling; construct new steel stud and gypsum wall board in front of existing CMU wall; level 5 drywall finish texture and paint all interior walls; provide new carpet and base; new lighting and lighting control; new electrical outlets; new data outlets; new wall plates, conduits, wires and connection components; new mechanical unit and mechanical system components; final connections.

The Options for the project are audio visual system for the conference room, wall graphic mural, water bottle fill station, and conference room furniture. See Attachment 1 drawings for the project Option’s scope.

Attachment 1 – the project location and reference plans. Drawings provided by the Government in Attachment 1 are for reference, general information and project orientation ONLY.

Attachment 2 - existing B204 record plans. Provided record plans are for general reference ONLY and may not represent the current condition. The Contractor needs to verify all existing conditions. Government does not have any existing record files other than the ones attached in Attachment 2.

3.1 The Contractor shall provide all labor, management, facilities, supplies, equipment, materials, investigation, design, submittals and close-out documents necessary for the performance of the work as set forth below. During execution of the work, the Contractor shall provide adequate coordination, professional supervision and quality control to assure the accuracy, quality, completeness, and progress of the work.

3.2 The duties of Superintendent and Quality Control Manager can be performed by the same person as long as requirements and expectations are met. The Site Safety and Health Officer shall be independent and only perform the requirements pertaining to site safety and health.

3.3 The Contractor shall provide all required submittals as listed in the Submittal Register - Exhibit A. Submittals shall be approved by the Contracting Officer, Contracting Officers Representative or Technical Point of Contact, as indicated in project specifications, prior to the start of the activity and ordering the materials. Submittals required are pre-construction, shop drawings, product data, samples, design data, test reports, certificates, manufacturer’s instructions, manufacturer’s field reports, operations and maintenance data, and closeout, as applicable.

3.4 The Contractor shall provide general electrical construction items, including but not limited to all connections, fittings, boxes, and associated equipment required for a complete and usable systems. Provide electrical connections for all systems requiring electrical service under this scope. Electrical conduits and conductors shall be installed in accordance with National Electric Code (NEC) and Unified Facilities Criteria (UFC).

3.5 For upgrade or addition to the existing system, the new components shall be compatible with the existing system(s).

3.6 Building will be occupied during the course of this project. All existing services and utilities shall be maintained for all existing areas that are in operation and served by these utilities and services. The Contractor shall verify and provide all required temporary utilities, including temporary power and lighting, to support building’s operation, as required, for the duration of the construction. No connections to the building power system and panels will be allowed for the temporary utilities.

3.7 The Contractor shall plan for temporary electrical utilities to cover their construction needs for the duration of the construction. No use of the building electrical system will be allowed.

3.8 The Contractor shall provide his own sanitary facilities in accordance with 29 CFR 1926, Chapter XVII, Subpart D, paragraph 1926.51 (c) (1).

3.9 Temporary barricades as pertaining to Contractor’s activities shall be installed in and around demolition and construction areas in accordance with Occupational Safety and Health Administration (OSHA) requirements.

3.10 The Contractor shall use lockout/tagout procedure while performing work on electrical panels.

3.11 Noise shall be kept to a minimum since the unaffected spaces within the facility will continue to be occupied during construction.

3.12 The Contractor shall comply with NSWC Corona’s regulations governing the use of photographic equipment.

3.13 The Contractor shall remove all material and devises including wiring, raceway, supports, boxes, etc. from the Government site. All removals shall be disposed of properly.

3.14 All demolition work to be performed shall be planned in advance and not interfere with the building’s operation.

3.15 The Contractor is responsible to relocate or remove from walls, ceiling, floor spaces, etc. any existing conduits, wires, boxes, fittings, fixtures or other equipment which interferes with planned work. Provide circuit continuation required for all existing outlets, fixtures, equipment, etc., scheduled to remain.

3.16 Existing items, equipment, devices, fixtures, etc. that are to remain in place shall be protected from dirt and damage during demolition and construction.

3.17 Damage to other trade’s work as a result of this project shall be promptly repaired and returned to original condition at no expenses to the Government.

3.18 All walls, floors, and ceilings disturbed by the demolition and the construction are to be restored, patched and painted to match existing. If painting is required, the entire area shall receive paint to avoid a mismatch in color. The Contractor shall provide samples of paint for approval prior to ordering.

3.19 A site visit shall be held at the location indicated in the SOW prior to close of the solicitation. The contractor shall field verify project constraints and ensure the quote accurately reflects the total costs of the project.

3.20 The Contractor shall accomplish all required verification, investigation and review of the existing systems, panels and other components of the building for its capacity to accommodate the project scope before beginning work. The contractor is responsible for installing a complete system and all necessary actions to accomplish the requirements of the project.

3.21 The Contractor shall utilize Procore construction management system to assist in the monitoring and administration of this contract. Procore is available at: https://www.procore.com/ The Contractor will be provided access to Procore.

4.0 DESIGN

4.1 APPROPRIATE DESIGN

4.1.1 The Contractor is responsible for a feasible, economical and fully functional design for construction of B204 Room 105 renovation. Design shall comply with UFC. The designer shall utilize Whole Building Design Guide (WBDG) technical information site to develop the design for this project. The criteria as recommended in the IESNA standard (latest edition) shall govern the lighting design.

4.1.2 The Contractor shall perform all necessary site survey required to complete the design.

4.1.3 All drawings shall be in scale with north arrow and pertinent legend.

4.1.4 The design should consist of a 65%, 100%, and final design package stamped “For Construction”, including specifications and a color board of all finishes.

4.1.5 If specifications required for the project is outside UFGS the Contractor is required to define portions of the work and coordinate with the Government project manager to provide those specifications from industry sources. Such supplemental specifications shall be revised by the designer to incorporate Government standards and requirements for construction specifications, including format, quality control, submittal descriptions and type of submittal, product salient characteristics, and other changes needed for specifications definition.

4.1.6 The Government will not accept design submittal packages that do not demonstrate the corresponding completion for the submitted stage.

4.1.7 The design submittals shall be stamped.

4.1.8 The design submittal deliverables shall comply with specification requirements.

4.2 SUSTAINABLE DESIGN

4.2.1 The site and project building will follow the guidelines provided in UFC 1200-02 High Performance and Sustainable Building Requirements. This UFC requires compliance with the High-Performance Sustainable Buildings (HPSB) Guiding Principles (GP) based on eligibility in Table 1-1 of the UFC.

4.2.2 The project falls under the 10,000 SF threshold outlined in the UFC 1-200-02 Table 1.1 for third party certification, therefore the project will follow the sustainability requirements outlined in Chapter 2, including energy modeling, commissioning, and construction waste diversion.

4.2.3 The Contractor shall complete the NAVFAC High Performance and Sustainable Building Checklist Goals with each submission.

5.0 APPLICABLE CODES AND STANDARDS

The Contractor is required to adhere to all applicable standards and guidelines specified in the contract. In the absence of named standards, broadly accepted professional standards shall prevail as related to the associated industries within the tasks identified. Work, materials, and equipment shall comply with the most restrictive of local, state, and federal authorities’ codes and ordinances of those plans and specifications. All work shall be performed in accordance with the scope and in compliance with latest applicable codes.

6.0 GENERAL REQUIREMENTS

6.1 SECURITY

6.1.1 Contractor must undergo Government vetting before access can be granted.

6.1.2 Obtain access to Navy installations through participation in the Defense Biometrics Identification System (DBIDS). Requirements for Contractor employee registration and transition for employees currently under Navy Commercial Access Control System (NCACS) are available at https://www.cnic.navy.mil/om/dbids.html. No fees are associated with obtaining a DBIDS credential. For detailed process, see Attachment 3, Section 01 14 00 Work Restrictions.

6.1.3 Contractor must comply with NWSSB Detachment Norco Security requirements and policies, Attachment 4.

6.2 WARRANTY

6.2.1 Warrant labor and materials for specified control system free from defects for a period of 12 months after final acceptance. Control system failures during warranty period shall be adjusted, repaired, or replaced at no additional cost or reduction in service to Owner. Response shall be within 24 hours and be scheduled during normal business hours of Owner’s warranty service request.

6.2.2 For detailed process, see Attachment 3, Section 01 78 00 Closeout Submittals.

6.2.3 Exception: Contractor shall not be required to warrant reused devices except those that have been rebuilt or repaired. Installation labor and materials shall be warranted. Contractor shall demonstrate operable condition of reused devices at time of acceptance.

6.3 SAFETY

6.3.1 Contractor shall perform all work in accordance with the United States Army Corps of Engineers Safety and Health Requirements Manual (EM-385-1-1). The Contractor is required to keep the work site neat and in presentable conditions at all times. Contractor shall continuously maintain a safe working area. All debris shall be removed from the work site on a continual and daily basis, and at project completion. The Contractor shall take special care to protect Government property. Any damage by Contractor shall be returned to original condition.

6.3.2 The Contractor is responsible for ensuring that all work under contract meets Federal OSHA standards. The Contractor is responsible for ensuring safe work performance of employees and bears sole responsibility for the safety of its employees. The Contractor is expected to take all steps necessary to establish, administer, and enforce safety rules that will meet the current requirements of Federal OSHA.

6.3.3 The Contractor is responsible for ensuring that all work under contract meets state OSHA standards and local requirements such as the state of California OSHA. These standards will apply for the Contractor activity on federal property within the respected state.

6.3.4 For detailed process, see Attachment 3, Section 01 35 36 Governmental Safety Requirements.

6.3.5 Contractor shall sign fire prevention contractor’s guide prior to working at Norco installation.

6.4 ENVIRONMENTAL

6.4.1 The Contractor shall perform work under this contract consistent with the policy and objectives identified in the installation’s Environmental Management System (EMS), Attachment 5. The Contractor shall perform work in a manner that conforms to objectives and targets, environmental programs and operational controls identified by the EMS. The Contractor will provide monitoring and measurement information as necessary to address environmental performance relative to environmental, energy, and transportation management goals. In the event an EMS nonconformance or environmental noncompliance associated with the contracted services, tasks, or actions occurs, the Contractor shall take corrective and/or preventative actions. In addition, the Contractor shall ensure that its employees are aware of their roles and responsibilities under the EMS and how these EMS roles and responsibilities affect work performed under the contract.

6.4.2 The Contractor is responsible for ensuring that their employees receive applicable environmental and occupational health and safety training, and keep up to date on regulatory required specific training for the type of work to be conducted onsite. All on-site Contractor personnel, and their subcontractor personnel (if applicable), performing tasks that have the potential to cause a significant environmental impact shall be competent on the basis of appropriate education, training or experience.

6.4.3 For detailed process, see Attachment 3, Section 01 57 19 Temporary Environmental Control.

6.5 WORK HOURS

6.5.1 Regular working hours for B204 are Monday through Friday, 0700-1600, excluding all Federal or State Government holidays. Work outside of these hours shall be coordinated with the Contracting Officer and 1022 representatives.

6.5.2 All work that secures heating, ventilation, and air conditioning; electrical; voice and data shall be coordinated with NSWC Corona Building Representative or Program Manager. The Contractor is responsible for submitting a work schedule that shall be reviewed and approved by the Contracting Office.

6.5.3 In the event construction work interferes with onsite-scheduled work, the Contractor may be required to work evenings and weekends to complete the installation.

6.6 UTILITY CUTOVERS AND INTERRUPTIONS

6.6.1 Utility outages require 14 days written advance notice prior to starting work.

6.6.2 Operation of Station Utilities: The Contractor shall not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services without coordination with the Contracting Officer.

6.7 EXECUTION

6.7.1 All work shall be executed in compliance with Attachment 3, Specifications.

6.7.2 The Contractor is responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specification, and other services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, specifications, and other services. Furthermore, neither the Government’s review, approval or acceptance of, nor payment for, the services required under this contract shall be construed to operate as a waiver of any rights under this contract or of any cause of action arising out of the performance of this contract.

6.7.3 Prepare for approval a Project Schedule. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development. Provide a schedule that is a forward planning as well as a project monitoring tool. Use the Critical Path Method (CPM) of network calculation to generate all Project Schedules. Prepare each Project Schedule using the Precedence Diagram Method (PDM).

6.8 AS-BUILT DRAWINGS

6.8.1 Submit final As-Built Drawings consisting of each drawing indicated updated with all final as-built data.

6.8.2 Provide As-Built drawings in CADD files. The final drawing size shall be 22" x 34".

6.8.3 Submit electronic drawings in PDF. In addition, submit electronic drawings in editable Excel format for all drawings that are tabular, including but not limited to the Point Schedule and Equipment Schedule.

6.8.4. Submit final As-Built drawings as a single complete package: 2 hard copies, 2 copies on CD-ROM and electronic submittal via DOD SAFE or approved file transfer online resource.

6.9 OPERATION AND MAINTENANCE INSTRUCTIONS

6.10 ADMINISTRATIVE REQUIREMENTS

6.10.1 Administrative Requirements shall be provided in accordance with Division 01 30 0 Administrative Requirements.

6.10.2 Submittals: Submittals shall be in accordance with Attachment 3, Section 01 33 00 Submittal Procedures.

6.10.3 Supervision: Shall comply with Attachment 3, Section 01 45 00.00 20 Quality Control.
