BLK 4: Attached TDP Option Selection Worksheet (pages 2-8) provides specific requirements.

BLK 8: Government comments, whether directed against a specific drawing or made as a general comment, may apply to other drawings, which have not been reviewed by the Government. Resubmitted drawings and other drawings not previously reviewed will be subjected to another technical review by the Government. Any additional comments generated as a result of subsequent technical reviews will also be furnished to the contractor for action.

1. Analysis Phase approval for format. Government has 11 days to review;

contractor has 11 days to incorporate.

2. Integration Phase approval for technical content and format. Government has 33 working days to review. Contractor has 11 days to revise and resubmit complete drawing package.

Use/relationship: Product Drawings/Models and Associated Lists provide engineering data to support competitive procurement and maintenance for items interchangeable with the original items. This data represents the highest level of design disclosure.

a. This Data Item Description (DID) contains the format and content preparation instructions for

Product Drawings/Models and Associated Lists resulting from the work task described in 5.3.3.3 of

MIL-STD-31000.

b. This DID is applicable to acquisitions of military systems, equipment, and components. It is intended for acquiring drawings/models and Associated Lists at the end of the System Development and Demonstration Phase and during subsequent phases of the DoD materiel life cycle.

c. It is not intended that all the requirements contained herein should be applied to every program. This

DID should be tailored to the minimum data requirements of the applicable contract or purchase order.

d. This DID is related to DI-SESS-81001E, DI-SESS-81002F, and DI-SESS-81003E. This DID supersedes DI-SESS-81000D.

e. A purchased item, as defined by ASME Y14.24, an item which is sold or traded in the course of conducting normal business operations, is used by commercial industry, or is a specialized version of a supplier's general product line which he routinely customizes. Purchased items as used herein have also been referred to as vendor items or vendor-developed items.

Requirements:

1. Reference Documents. The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as cited in the ASSIST database, http://assist.daps.dla.mil, at the time of the solicitation; or, for documents not included in ASSIST, as stated herein.

2. General. Product Drawings/Models and Associated Lists shall meet the requirements of MIL-STD-

31000. Product Drawings/Models and Associated Lists shall provide the design disclosure information necessary to enable a manufacturer of similar products at the same or similar state of the art to produce and maintain quality control of item(s) so that the resulting physical and functional characteristics duplicate those of the specified item. These drawings shall:

a. Reflect the end product at its current level of design maturity.

b. Provide the engineering data for Logistics Support products.

c. Provide the necessary data to permit competitive acquisition of the original item(s).

3. Format. Product Drawings/Models and Associated Lists shall be in either the contractor's format or the Government's format as specified on the TDP Option Selection Worksheet incorporated into the contract or purchase order.

4. Content. Product Drawings/Models and Associated Lists shall conform to the requirements of

ASME Y14.100, or, if applicable, ASME Y14.100 and Appendices B through E, as required, ASME

Y14.34 and ASME Y14.41. They shall document directly or by reference the following, as applicable:

a. Details of unique processes, i.e., not published or generally available to industry, when essential to design and manufacture.

b. Performance ratings.

c. Dimensional and tolerance data

d. Critical manufacturing processes and assembly sequences. e.

Toleranced input and output characteristics.

f. Diagrams.

g. Mechanical and electrical connections.

h. Physical characteristics, including form, finishes, and protective coatings.

i. Details of material identification, including material condition, and mandatory treatments and coatings.

j. Inspection, test and evaluation criteria. k.

Equipment calibration requirements.

l. Quality assurance requirements.

m. Hardware marking requirements.

n. Requirements for reliability, maintainability, environmental conditioning, shock and vibration testing and other operational or functional tests.

o. Vendor substantiation data when required by the contract or purchase order.

p. Requirements for programming software into devices or assemblies including a description of the input media and the procedures for validating that the software has been installed correctly.

q. Special consideration items and processes.

5. Item definition. All parameters required to define each unit, assembly, subassembly, part or material shall be presented on the applicable drawing/model. This includes data such as:

a. All necessary mechanical dimensions to fully define fabrication, acceptance, interface or installation of the item depicted.

b. All necessary electrical parameters to fully define fabrication, acceptance, interface or installation of the item depicted.

c. All other necessary physical parameters to fully define fabrication, acceptance, interface or installation of the item depicted, i.e., weight, pressure, viscosity, etc.

d. All necessary environmental conditions which units, assemblies, subassemblies, parts and materials must meet to perform effectively in the end item, such that the end item will meet its specification requirements.

6. CAGE code and document numbers. Product Drawings/Models and Associated Lists shall be identified with the contractor's CAGE code and contractor document numbers or with a Government

CAGE code and document numbers as specified in the TDP Option Selection Worksheet incorporated in the contract or purchase order.

7. Selection of drawings. The types of drawings required will vary according to the complexity of the contract end item. The TDP Option Selection Worksheet incorporated in the contract or purchase order will specify whether the contractor or the Government is responsible for selecting the types of drawings/models and Associated Lists.

7.1. Vendor Item Control Drawings. Vendor Item Control Drawings shall be used to specify the requirements for purchased items when such items have been approved for use in the design and are used without alteration, selection or source qualification (testing of an item prior to procurement action to ensure that it satisfies the specified requirements).

7.2. Source Control Drawings. Source Control Drawings shall be used to specify the requirements for purchased items only when such items have been approved for use in the design and:

a. the item is for a critical application and

b. the requirements can be met by an item from one or more sources and

c. the application required source qualification (testing of an item prior to procurement action to ensure that it satisfies the specified requirements).

7.3. Standard Microcircuit Drawings. Standard Microcircuit Drawings (MIL-HDBK-780) shall be used to specify the requirements of microcircuits.

REQUIREMENTS

The requirements for engineering drawings, associated lists, and related data for the above referenced item are contained in this form, and referenced documents, of the issue in effect on the date of Invitation for Bid or Request for Proposal. "X"s in the blocks on this form denote the selection of the indicated feature.

DRAWINGS AND ASSOCIATED LISTS

A. Applicability of ASME Y14.100 to Drawings:

C. Company Standards:

/X/ Contractor documents shall not be used or developed when suitable recognized industry documents exist. When contractor documents are referenced on drawings, they shall meet the following requirements: The name and address of issuing company, commercial and government entity code, document nomenclature and number, and contract number shall be identified; rights in technical data shall not be limited, and the necessary design disclosure information shall be provided for the type of drawing for which they are furnished. Drawing practices and symbols used (including the use of legends/explanations for nonstandard symbols) are such that their intent and interpretation are clear and unambiguous.

D. Types of Engineering Drawings and Associated Lists. The drawing package furnished hereunder shall be:

E. Control Drawings:

/ X / The contractor shall furnish control drawings for items not covered by a military/industry specification and items for which the Government has not paid for the design development. This includes commercial off-the-shelf (COTS), non-developmental items (NDI), and contractor limited rights items. Sufficient information shall be provided to enable competitive procurement of a physically and functionally interchangeable item when possible.

F. Non-Reproducibles (regular copies in accordance with the CDRL, block 14):

/X/ Vector digital data, as ordered on the CDRL, shall be prepared in AutoCAD (.dwg ) versions 2000-2006 format on Compact Disc Read Only Memory (CDROM). Each digital file shall contain only one drawing sheet. The discs shall be labeled with the applicable distribution statement, nomenclature of the Application Program Set, date, top drawing number (e.g. TOP DWG: ?????A0000), the phrase “FOR OFFICIAL USE ONLY”, the title “UNITED STATES MARINE CORPS”, and final deliveries shall be marked with the word “FINAL”. If certain drawings (e.g. separate lists and drawings which are primarily text in content) are to be delivered in a format other than DWG, such format must be first approved by the Government. All data necessary to manufacture printed wiring boards (e.g. Gerber data, NC drill files) shall be delivered on Compact Disc Read Only Memory (CDROM).

/X/ Raster digital data, as ordered on the CDRL, shall be prepared in Adobe Acrobat (.pdf) format on

Compact Disc Read Only Memory (CDROM). Each digital file shall contain only one drawing sheet.

The background of each drawing shall be white and all text and graphics shall be black. The drawing shall be positioned so that the bottom of the drawing is parallel and adjacent to the bottom of the computer monitor. The discs shall be labeled with the applicable distribution statement, nomenclature of the Application Program Set, date, top drawing number (e.g. TOP DWG: ?????A0000), the phrase “FOR OFFICIAL USE ONLY”, the title “UNITED STATES MARINE CORPS”, and final deliveries shall be marked with the word “FINAL”.

H. ISO/IEC Documents

/X/ International Standardization Organization/International Electrotechnical Commission (ISO/IEC) standardization documents adopted by the American National Standards Institute (ANSI) for use in the United States may be used to define requirements on technical data package documents. National standardization documents of foreign countries and European Standards (NORMEs) (EN) shall not be used without prior approval.

I. Special Instructions/Limitations/Tailoring:

1. /X/ The use of existing drawings and associated lists are permitted provided that they meet the technical data package elements and other requirements specified in this contract. When such drawings are not used exactly as existing, new drawings shall be supplied.

2. /X/ Preprinted limited rights statements shall not appear on drawings, or copies thereof, delivered to the government. Exceptions may be permitted in accordance with the rights in technical data and computer software clause of this contract. Within sixty days after contract award the contractor shall submit for Government approval all drawings which the contractor intends to use with limited rights statements. In the absence of such submittal, the Government shall conclude that no drawings with limited rights statements will be used.

3. /X/ Drawings for nonstandard parts: Approval of nonstandard parts requests apply only to the use of the part and not necessarily to the drawings. All drawings for these parts are subject to the drawing requirements of this contract and must be approved as specified therein. All approved sources of nonstandard parts shall be listed on the drawings.

4. /X/ At a minimum, for items designed or developed at the Governments expense, the contractor shall document directly or by reference: Details of unique processes when essential to design and manufacture.

-Performance ratings.

-Dimensional and tolerance data.

-Critical manufacturing processes and assembly sequences.

-Toleranced input and output characteristics.

-Physical characteristics, including form and finish.

-Equipment calibration requirements.

-Quality assurance requirements.

-Hardware marking requirements.

-Reliability or maintainability requirements.

-Environmental conditioning requirements.

-Operational or functional tests. Test specifications shall be provided for each assembly item level which will ultimately be procured, stored, maintained, or repaired as an entity by the Government. The test specifications shall identify the Unit Under Test (UUT) power requirements, mechanical and electrical interface requirements, required stimuli to the inputs of the UUT, the resulting outputs of the UUT, and nodal information for UUT's containing analog and digital circuitry.

-Inspection and evaluation criteria.

-Diagrammatic drawings, to include schematics, wiring, interconnection, and logic diagrams to reflect the end product and its generation of assemblies and subassemblies.

-All necessary mechanical dimensions, electrical parameters, and other necessary physical parameters to fully define fabrication, acceptance, interface or installation of the item depicted.

5. /X/ Drawing certification by the contractor is required. Each drawing shall be signed by a contractor official or authorized employee certifying that the drawing defines an item conforming to contractual requirements and has been used (as applicable) for the procurement and/or manufacture and/or assembly and/or testing of the item depicted. Prior to preparation of final deliverables the contractor shall be responsible for entries in the Design Activity Approval and Approval blocks where Government drawing format and numbers are specified for use by the Technical Data Package Option Worksheet (attachment no. 2). In the Design Activity Approval block, “MCSC” shall be entered and in the Approved block, the name of the Government drawing reviewer shall be entered.

6. /X/ Maximum use shall be made of Defense Electronic Supply Center (DESC) drawings for electrical/electronic parts in lieu of creating new control drawings.

7. /X/ In accordance with attachment 2 section 3, supplementary blocks ["Used On" and "Next Assembly"] shall be included on each drawing. The "Used On" block shall indicate the drawing number of the end item. The "Next Assembly" block shall indicate the number of the next higher drawing (e.g. assembly, altered item) to which the drawing applies.

8. /X / Blue/Black line prints as ordered in the CDRL, reduced size printer plots, shall be produced on a laser quality printer. "A" and "B" size drawing(s) shall be unchanged in size. Larger than "B" size drawing(s) shall be reduced to no smaller than a standard "B" size drawing. All reduced prints must be clear and legible.

9. /X/ Supplementary blocks [“USED ON” and “NEXT ASSEMBLY”] shall not contain general or multi-use notations.

10. /X/ All drawings shall be delivered representing the product baseline. Any revision letters prior to this baseline shall be removed from the drawings upon final delivery. Revision blocks shall contain dashes.

11. /X/ All drawings shall be in third angle projection.

12. /X/ Revision letters and dates for nationally recognized standards and specifications shall not be used throughout the Product Drawing and Associated Lists, to include parts lists.

13. /X/ The find number system shall be used for all assembly drawings.

14. /X/ All items in an assembly shall be called out in the field of the assembly drawing. The field of the drawing is the area where the graphical representation of the assembly is shown.

15. /X/ In exploded assembly drawings, centerlines shall be used to indicate the path from each part to its location in the assembly. Dashed lines and Phantom lines shall not be used for this purpose.

16. /X/ Parentheses shall only be used to indicate a reference.

17. /X/ Electrical cable assemblies shall include the depiction of the items in the assembly relationship, using sufficient detail for identification and orientation of each item. Also, when crimp tools and positioners are required for fabrication of electrical cable assemblies, the part number and cage code for each shall be indicated in the notes and flagged in the field of the drawing where applicable.

18. /X/ Whenever possible vendor item control drawings shall list 2 or more sources of supply.

19. /X/ Section lining shall be used on all section views.

20. /X/ Cross reference zoning for views and section views shall be used on multiple sheet drawings.

21. /X/ A drawing tree drawing shall be created for the drawing package and shall contain all drawings which are a part of the drawing package and all government owned drawings which are referenced in the drawing package. The drawings indicated on the drawing tree shall be shown in a manner which indicates their relationship to each other.

22. /X/ When using the letter “X” to indicate the number of places an item is used or a quantity the “X” shall follow the number. For example “3 places” shall be indicated “3X”.

23. /X/ A complete electrical schematic diagram of all test program hardware, as it would appear when connected to the tester, to include the tester interface, shall be created as a part of the technical data package. A sample is provided in the Performance Specification in Appendix D.

24. /X/ Callouts on assembly drawings that pertain to a single part shall show no quantity. Callouts that pertain to a part with a quantity greater than one shall specify the total quantity at the original callout. The quantity shown shall be followed by the abbreviation “REQD” (e.g. 4 REQD). Reference callouts shall show no quantity.

The first time a part is called out shall be the original callout. If the callout appears again on the drawing it shall be a reference callout and shall be marked as a reference by enclosing the find number inside the callout balloon in parentheses.

25. /X/ Printed wiring board Master drawings are required for all printed wiring boards and shall describe all details needed to fabricate the printed wiring board. In addition, the Master drawings shall also show the following:

a) A listing of all digital files (e.g. Gerber data, NC drill files) used to create the printed wiring board shall be shown on the drawing and shall identify the purpose of each file (e.g. Layer 1, Solder mask, Silk screen, Ground plane, Power plane).

b) A view of all Layers, Silkscreens, Soldermasks, Solderpastes and Drill patterns shall be shown and labeled. The label shall show the name of each and shall indicate the side from which the view is seen.

c) The layer stackup view shall clearly indicate all materials (e.g. core, prepreg, foil) and their thicknesses and tolerances.

J. /X/ All in-process review deficiencies and Government authorized changes shall be incorporated into the drawings/lists prior to submittal for Government inspection and acceptance. The final submission shall be of the type and quantity specified on the CDRL. Prior to Government acceptance, a Government final inspection will be conducted to verify the final deliverables submitted are accurate, adequate, complete, conform to contractual requirements, and all previously noted deficiencies have been corrected.
