About this file

This document contains a sample task and scenario related to a federal contract solicitation for alteration and installation team support services. The scenario outlines work to be performed for the installation of a Ship Self-Defense System on a Naval Station and aboard ships including an LHD-class amphibious assault ship and a DDG-class guided missile destroyer. The scenario details issues encountered including delays caused by priority work in shipyard dry docks and masts, as well as the departure of a waveguide subcontractor. Sample task and scenario –

LHD-2 SSDS Installation – Period of Performance (POP) – 6/29/2022 – 9/20/2023

Scenario – This installation is being performed on Naval Station 32nd Street San Diego. Four months into the start of the task the ship will relocate for the dry dock portion of the package in BAE Shipyard. It will remain at the yard for three months before moving back to the 32nd street naval base. During this time the DDG-88 will be starting it’s availability at the 32nd Street Naval Base for a SPQ-9B system installation.

The POP for the DDG-88 is 11/14/2022 – 11/7/2024.

During the move of the LHD-2 to the BAE shipyard all services were rolled back and once in the dry dock the services should have been reconnected within three days. An issue that took priority was setting up all of the services in the dry dock. This slowed progress on the SSDS work and in some areas no work could be progressed.

For this scenario explain how the team would react to this slow down and possible stoppage.

Describe all of the steps taken from the first known delay to the mitigation plan to regain schedule.

Another issue that is experienced during the work on the DDG-88 was an issue in the mast where the team was delayed installing waveguide and cables up the mast due to the shipyard doing priority work inside the mast. While this delay is occurring your waveguide subcontractor left the ship and has other obligations.

For this scenario explain how the team would prioritize their work, report on the issues, and get their subcontractors to reengage on the waveguide installation.
