- Item 10(j), 11(l) : All Controlled Unclassified Information associated with this contract must be safeguarded to prevent unauthorized public disclosure. CUI such as FOUO, SCG, and other technical information with Distribution Statements B, C, D, E or F are not authorized for public release and cannot be placed on a publicly accessible web site or web server. All emails containing such information or attachments, shall be protected per NIST SP-800-171, or subsequent revisions. It is emphasized that CUI information may not be transmitted via unprotected systems, e.g., the internet, unless fully encrypted to current DoD standards

Contractor employees who do not require access to classified information in performance of this contract but are assigned to sensitive national security duties, require access to sensitive information, or those that for other reasons require a fitness or trustworthiness determination shall be processed for the appropriate background investigation through the Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) Personnel Security Office for a Non- NISP investigation. -- Item 11f. Access to U.S. classified information may be required in various locations (United States Regional Allies). DoD components are responsible for providing the day-to-day oversight and management of contractors collocated with and supporting government customers. Security officers on-board the designated ships and installations will maintain control of the classified information and conduct security inspections if required. Additional locations may be required, as identified per SOW, TI, TO, TDL or other contractual authorization.

- Item 11j(1): The Contractor shall follow and protect critical information associated with this contract to prevent unauthorized disclosure.

The NSWC PHD Critical Information and Indicators List (CIIL) is located in the OPSEC Instruction, NSWCPHDINST 3432.1C Operations Security of 30May2018, Updating to NSWCPHDINST 3070.2 series.

- Item 11j(2): Performance under this contract requires the contractor to adhere to OPSEC requirements. OPSEC requirements are additional to the requirements of DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), therefore, the Contractor may not impose OPSEC requirements on its subcontractors unless NSWC PHD approves the OPSEC requirements. The contractor shall assign an OPSEC point of contact for this contract at no additional cost to the Government. This individual may be the Facility Security Officer (FSO).

- Item 11j(3): During the period of this contract, the Contractor may be exposed to, use, or produce, NSWC PHD Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NSWC PHD CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI).

- Item 11j(4): Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.

- Item 11j(5): NSWC PHD CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to NSWC PHD Public Release Authority listed in Item 12 of this DD Form 254.

- Item 11j(6): Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive, Company Proprietary information related to this or other programs must be immediately reported to the Facility Security Officer and Defense Counterintelligence and Security Agency and/or the Naval Criminal Investigative Service, and the NSWC PHD Industrial Security Department.

• Per NISPOM update 117.13(d)(5), Return of Classified Materials effective 24 February 2021 contractors must return all classified material to the government at the end of the contract. Contractors must coordinate the return of materials with their designated COR.

• Contract Couriers: Facility Security Officer (FSO) will provide required courier briefings to employees authorized to courier classified information for this contract. FSO will provide NSWC PHD security office a list of personnel authorized and briefed to courier classified material. This list will be reconciled and forwarded to the security office as changes occur.

• Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and annual training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager no later than the individual's due date.

• Contractors responsible for unauthorized disclosure of PII may be held accountable for any costs associated with breach mitigation, including those incurred as a result of having to notify personnel.

• Classified or unclassified technical papers to be presented at a classified symposium must be approved by the NSWC PHD Contracting Officer’s Representative prior to the presentation in conjunction with the sponsoring program office (information owner).

• Security classification guides and controlled unclassified information (CUI) are not authorized for public release; therefore, they cannot be posted on a publicly accessible web-server or transmitted over the internet unless appropriately encrypted. Request for public release cannot be transmitted via the internet until the contractor receives final approval from NSWC PHD Public Affairs.

• Contractor must submit a request for sharing of classified and other sensitive information between prime contractors in writing to the certifying official identified in Block 17(a) of this form for approval.

• All security related issues, incidents, or requests pertaining to this contract shall be presented in writing by the contractor's Facility Security Officer (FSO) to the individual identified in block 17(a) of this DD254. The contractor shall abide by other reporting requirements outlined in the NISPOM.

• All reports of contractor security violations associated with this contract shall be mailed by the Cognizant DSS field office directly to the certifying official in Block 17 of this DD Form 254.

• All classified information involved in security incidents shall be retained and provided to the certifying official in Block 17(a) of this DD Form 254 for classification review.

• All classified paper documents destroyed by shredding must be done using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list for high security crosscut paper shredders. Destruction may also be accomplished by other approved methods for destruction of classified information.

• In addition to the reporting requirements directed by the NISPOM, the contactor will provide a concurrent report if loss or compromise of classified information to the certifying official in Block 17 of this form and the Site Director, (Attn: Security Manager).

Contractor employees must check out with NSWC PHD Security when departing NSWC PHD at the end of employment with their company or firm, end of procurement, when transferred to a different procurement, or upon being denied access to Government materials or information. OPSEC requirements are imposed on this task. Refer to Item: 13 of this DD Form 254 for applicable guidance. These OPSEC requirements cannot be imposed on subcontractors without written consent from the NSWC PHD OPSEC Program Manager. A written request by the Prime Contractor to the GCA Contracting Officer is required for the flow down of information to a subcontractor for OPSEC. These requirements shall not be imposed at an additional cost to the government.
