AMENDMENT 6

QUESTIONS & ANSWERS

1. Per Section 2.2.3 of the RFQ, we know we are to submit our bid via DODsafe,

2.2.3 Proposal Submission:

Proposal submission shall be as follows:

Proposals are due via DoD SAFE (https://safe.apps.mil/) to the following address at or before the date and time in Block 9 of the Standard Form (SF) 33 to jerome.r.pita1@navy.mil and nayneet.kaur@navy.mil.

The e-mail subject line shall contain a reference to the solicitation number.

However, NSWC has to provide us a “request code” in advance as seen here buy this screen shot. We cannot simply go to the site and load docs to drop off w/o an “invitation” from the KO. I know this from having used DODsafe many times.

Please provide us a REQUEST CODE that does will be good thru 12/13/21 5pm PST. I believe these may only be good for 7 days? We do not want to have a delay to submit our proposal so we need the code in advance.

Answer: It will be provided upon request.

2. The PHD answer in amend 0005 to our question for ATE did not address our question in any way and therefore our question is still open.

We asked:

Regarding SOW 4.1 ATE- what is the type of test equipment that PHD will provide? Name of the manufacturer and system name of equipment? How many ATEs will be provided?

Will interface test cables be provided to connect the cable assembly under test to the ATE? Will ATE be provided for both the copper wire cables and a different piece of ATE for the fiber optic cables? Can the contractor make a request to NSWC-PHD for which ATE cable tester is purchased? Vendor already makes a large portion of the se p/ns and has a dedicated testers (ATE) and interface test harnesses made. If we are provided the same mfr / system of the ATE we use then we can interchange the test cables and programs rather than having different mfrs of the ATE and possibly different interface connectors.

Amend 5 answer was: If the vendor can meet the test requirement IAW the TDP using thier test equipment and test cables, they are free to use those assets for ATE.

Will NSWC please provide targeted / specific answers to our questions?

• ATE- what is the type of test equipment that PHD will provide?

Answer: ATE is designed and developed by the Government.

• Name of the manufacturer and system name of equipment?

• How many ATEs will be provided?

Answer: The Government intends to provide two ATE.

• Will interface test cables be provided to connect the cable assembly under test to the ATE? Your section

4.1 makes reference to “associated interface cables” but does not state if those are USG or contractor supplied. We already have our own ATE dedicated to VLS with test harnesses for all the p/ns we make called out in the RFQ. We do want to use additional ATE to support the volume of work for the existing p/ns we make and more importantly for all the new p/ns.

Answer: Yes, interface cables will be provided.

• Will ATE be provided for both the copper wire cables and a different piece of ATE for the fiber optic cables?

Answer: No, we don't intend to provide ATE for fiber optic cables.

• Can the contractor make a request to NSWC-PHD for which ATE cable tester is purchased?

• Vendor already makes a large portion of the se p/ns and has a dedicated testers (ATE) and interface test harnesses made. If we are provided the same mfr / system of the ATE we use then we can interchange the test cables and programs rather than having different mfrs of the ATE and possibly different interface connectors.

Answer: Vendor can use its own equipment for the contract. Vendor does not have to use Government ATE.

4.1 Automatic Test Equipment

The Government will provide all necessary test equipment to test cables.

The Government has certified the test equipment, along with test program sets for use.

The Contractor shall be responsible for maintaining and calibrating the necessary test capability including

ATE, associated interface cables, test tools and calibration tools.

Changes to certified ATE shall be submitted to the Government for approval and certification.

Can NSWC-PHD please grant a 1 day extension from 12/13/21 to 12/14/21 at 5pm PST?

Answer: Yes, the Government grants a three days extension for final proposal submission from 13 December 2021 to 16 December 2021.

3. Here is a new MAJOR IMPACT question to contractors submitting a bid:

Section 52.217-7 shows this table related to the Option years:

ITEM(S) LATEST OPTON EXERCISE DATE

CLINs 0002, 0003, 0004, 0005 9 months after award date.

CLINs 0007, 0008, 0009, 0010 18 months after award date.

CLINs 0012, 0013, 0014, 0015 27 months after award date.

CLINs 0017, 0018, 0019, 0020 36 months after award date.

CLINs 0022, 0023, 0024, 0025 45 months after award date.

This appears to be different than the Option Year layout in the J-S-2 excel pricing form.

The table above mixes CLINS from the 4 option years for the “last option exercise date”.

For example, CLINs 0002, 3, 4 & 5 can be exercised 9 months after award date yet CLIN 2 is Option year

1, CLIN 3 is Option Year 2, CLIN 4 is option year 3 and CLIN 5 is option year 4. This same layout applies to the other lines in the table below.

Does this mean that for example PHD may award all or some of CLINs 0002, 3, 4 & 5 within 9 months after award date which reflect parts of each of the 4 option years?

If the Option is exercised for these CLINs will they all be awarded at the same time since these are all for the same SYSTEM MODULE CABLE SET? We need to understand this as it directly relates to the costing.

The same question applies for the other lines in the table since each row of the table is for a specific Cable

Set(s):

CLINS 7, 8, 9 & 10 are all for MODULE CABLE SET

CLINS 12, 13, 14 & 15 are all for MODULE DECK & HATCH CABLE SET

CLINS 17, 18, 19 & 20 are all for MK41 MOD 47 ANCILLARY CABLE SET, 4-MOD, 2-MOD

CLINS 22, 23, 24 & 25 are all for EXTENDER CABLE SET

Also, why are option year CLINs 27, 28, 29, 30, 32, 33 not listed in this table above? What is the “last option exercise date” in terms of # of months after award going to be?

Answer: The Government has 5 years to exercise all options on contract. In addition, see Note B, page 2 and clause

52.217-7 VAR I Option for Increase Quantity-SEPARETELY Prices Line. Section 52.217-7 table has been updated, CLINs were added on the table.

4. Given the complexity of this RFQ and the ongoing questions being asked as well as some not being followed up on due to lack of clear PHD responses, we ask that the bid due date of 12/13/21 at 5pm pst please be extended until COB Friday 12/16/21 at 5pm PST. We do not know how long it will take for PHD to respond to this critical question below as well as our 12/4/21 questions below.

Answer: Yes, the Government grants a three days extension for final proposal submission from 13 December 2021 to 16 December 2021.

5. Section 2.2 of RFQ

2.2 PROPOSAL FORMAT AND DELIVERY:

Volume Title Page Limit Electronic Copies via E-mail/DoD Safe

I Price Proposal None 1

II Technical (Non-Price) 100 1

Please clarify what the “1” means for the “Electronic Copies Via DODSafe”.

Does this mean 1 single attachment for the price proposal and 1 single attachment for the Technical proposal?

How is this possible when each proposal has a word file and an excel file?

For example, our Price Proposal contains our Quote notes in a word file to be converted to a PDF AND the

J-S-2 PHD excel file that contains our prices for the CLINS? Therefore we need to have 2 attachments for our price proposal Vol I.

For example, our Technical proposal will have 3 files:

• 1 PDF of our Technical proposal notes and supporting documentation (past USG FAs, examples of our

VLS assembly and inspection procedures)

• 1 excel file for the required CRM (Cross Reference Matrix)

• 1 excel file for FA waivers and p/n similarity info

Therefore, we need to have 3 attachments for the Technical Proposal Vol II.

We do know that there is a 100 page count max for our Tech Proposal, which we will follow that is the total combined our our PDF for the Tech proposal + our FA waivers/pn similarity Excel file.

We know that the CRM is excluded from any page count max.

Answer: There is no page limit to the Price Proposal. "1" means that only one copy of the Price Proposal needs to be submitted. DoD SAFE will allow up to 25 files at a time.

6. Please clarify:

4.2 First Article Inspection

The Contractor shall perform First Article Inspection (FAI) of all assemblies, subassemblies, components and detail parts including castings and forgings in accordance with SAE Aerospace Standard AS9102 Rev

A. The purpose of FAI is to provide objective evidence that all TDP and specification requirements are correctly understood, accounted for, verified, and recorded. An FAI is not required for standard catalog items, commercial-off-the-shelf items, raw materials or items procured in accordance with source control drawings.

PHD wants FAs for sub-assemblies, components and detail parts that are purchased items? Also, the last sentence is not clear. What then is PHD needing if all items are per Navy drawings, vendor items or mil spec items? This is not clear.

FAs for assemblies is clear.

We do receiving inspection of all purchased parts and we do 100% inspection of the cable assemblies we would deliver to PHD.

This deeper call out for FAs for parts is odd.

Answer: If the materials are standard catalog items, commercial items or materials from "Source Control" drawings, then the Government will not require FAI. Any other materials that need to be made, then the Government will reserve the right to inspection.

7. Here is another new question that re-questions a previous PHD answer to a past question:

From Amend 5, PHD answered this question here about DCMA source inspection.

8. Regarding SOW 7.0 GSI. Does “GSI at the convenience of the government” mean that the contract will have DCMA as the administrator so the entire contract is subject to DCMA source or will NSWC-PHD choose on its own to invoke its right to GSI on a case by case basis? The SOL has section E-246-W007 on page 75- how does this apply if it is not clear if GSI will be required all the time versus “at the convenience of the government”.

Answer: The Government intends to delegate the administration of this contract to DCMA.

Does the PHD answer above that DCMA will do source, then contradict the section E below where inspection and acceptance is at Destination?

Please advise which will it be.

This is a critical question as it pertains to knowing if DCMA will be doing source inspection on the kits and the contents rather than the normal way PHD does it for cables w/o DCMA.
