AMENDMENT 2
QUESTIONS & ANSWERS
1. The CLIN 0006/0006AA “Module Cable Set” & CLIN 0011/0011AA “Module Deck & Hatch Cable Set” both have the same 8407428-29 p/n even though each set (37 vs 10) is made up of different p/ns. If not, please advise correct p/n of the kit.
Answer: Review the Material List Enclosure for the kit contents and part numbers listed.
2. Is NSWC-PHD working this solicitation as a WINNER TAKE ALL in terms of all CLINs /SLINS 0001
THRU 0038 as 1 bid for 1 supplier to win? This would be very hard to do otherwise since many of the
“SETS” share common p/ns and common materials with other “SETS”. The “sets” are the 13 different named “sets” in the NSWC files provided. Of course, we will price all 13 “sets” as requested but in the end it is considered an entire packaged bid.
Answer: The Government's intent to award one contract for CLINs/SLINs 0001 - 0038.
3. Regarding progress payments, if a contractor does not have a DCMA/DCAA approved accounting system and is only seeking financial support for purchases of materials only (given the large $$$ amount of material and that cables have to be delivered as kits), can this SOL allow for progress payments of materials at cost w/o any mark ups? A contractor can provide detailed excel files as materials are received monthly and copies of supplier invoices and pictorial evidence of material on site (if DCMA does not do a physical verification). Since this is a small business set aside, the financial commitment to pay for materials so far in advance of delivery necessitates this request.
Answer: See amendment 1; It is the Government's intent to award with progress payments terms and conditions. Only vendors with approved accounting systems may receive Progress Payments. If the awardee doesn't have an approved accounting system, the awardee can work with DCAA to obtain approval.
4. Given the inflationary period we are in and especially the large fluctuations in raw materials such as copper
(for all the wires), how is NSWC expecting to have FFP bids for the option years which if the 4th year is exercised, can be 45 months from 1/5/2022 plus the time to do the work which could be another year, which could be 5 years from 1/22? Can we provide a possible % increase based on the rise in raw materials?
Answer: It is the vendor's responsibility to price their options CLINs.
5. Can NSWC please reconsider the very short due date extension of 2 weeks for the new date of 10/26? This is a massive RFQ and the time to collect costs, estimate pricing, do the write up of the proposal notes, is substantial. Can this be extended to COB Monday 11/15/21?
Answer: The Government grants a two-week extension for final proposal submission from 26 October
2021 to 09 November 2021.
AMENDMENT 3
1. Continuing delays in receiving quotes from a number of critical sole source and dedicated VLS component suppliers including on the wire due to issues with TE and their QPL status. Also the amount of time to complete the requirements of reports and data for the bid is a large effort. I am sorry but this size of the bid warrants a larger extension / original realistic lead time to submit a compliant and complete proposal given the $ value.
Can this quote be extended until 12/13/21?
Answer: The Government does not concur with the extension.
AMENDMENT 4
1. Will your team reconsider that an extension will be granted to mid December.
Answer: Extension granted until 13 December 2021.
AMENDMENT 5
1. Could the government please provide the VLS Configuration Management Plan, TL130-AD-PLN-010-
VLS for the subject RFP?
Answer: TL130-AD-PLN-010-VLS, Configuration Management Plan document is attached.
2. Since we do not know how long it will take for NSWC to review and present the answers via a MOD P5 to the RFQ, we ask that the current due date of 12/13/21 per Amend P4 be extended further until 01/07/22 given the upcoming holidays. Many of these questions are critical to the costs associated with determining prices to submit to the customer. Once answers are provided then time will be needed to then incorporate the data and the applicable scope of work into our costs.
Answer: Due to upcoming requirement, the Government cannot extend any longer. The solicitation will close on 12/13/2021.
3. For the option CLINs that have ranges of quantities, does NSWC-PHD want 1 single price for the range
(example if 1-4 kits, does NSWC want $1 regardless of qty or can we provide a quote for different prices depending on the qtys withing that range?
Answer: The pricing should be provided base on the range of quantities as indicated for stepladder pricing.
4. For the option CLINs, will each kit be funded/awarded at the same time in each option Year or will the Kits be independently awarded with only some be exercised at all or at different times during the Option Year?
For example, in Option Year 1 would all 9 Sets be awarded? Is PHD’s funding a package where the Option year is the entire group of cable sets for that particular year or is each Set its own customer? We know that the Base Year all Sets listed will be awarded together.
Answer: The Government reserves the right to exercise option CLINs that will satisfy the Government's requirement at the time of option exercising.
5. For the UID requirement for all CDRLs, does PHD want each assembly within the cable set to have its own
UID AND a UID for the entire Kit? How will that work if the Cable set can be over 100 boxes? Does the customer want the pallet to have the cable Set UID on it while each pn box have their own UID per p/n?
Please clarify. If a UID for the cable set, how will that work w/o a part number for the set since all are words as the description? Per SOW 12.1- please confirm that PHD Will assign serial #s rather than the contractor. Which serial #s? Of each cable assembly and or of the Cable Sets? Will each cable set have to be serialized? For example, if the BY, there are 32 of the Module Cable Set, will PHD want each Cable Set to have their own unique serial # and that serial # will in turn be tied to each of cables with the kit and their respective serial #s?
Answer: UID labels are required for cables that have that requirement on the drawing. The UID label is applied directly to the cable IAW the drawing. Kits and boxes do not get UIDs. The Navy will not assign
Serial Numbers.
6. Regarding SOW 4.1 ATE- what is the type of test equipment that PHD will provide? Name of the manufacturer and system name of equipment? How many ATEs will be provided? Will interface test cables be provided to connect the cable assembly under test to the ATE? Will ATE be provided for both the copper wire cables and a different piece of ATE for the fiber optic cables? Can the contractor make a request to NSWC-PHD for which ATE cable tester is purchased? Vendor already makes a large portion of the se p/ns and has a dedicated testers (ATE) and interface test harnesses made. If we are provided the same mfr / system of the ATE we use then we can interchange the test cables and programs rather than having different mfrs of the ATE and possibly different interface connectors.
Answer: If the vendor can meet the test requirements IAW the TDP using their test equipment and test cables, they are free to use those assets for ATE.
7. Regarding SOW 4.2 FAI. Will PHD require delivery of the actual FA unit with a AS9102 FA report for approval? If so, will there be any type of fit/electrical tests at PHD? Or will PHD only require delivery of the FA report?
Answer: FAI is a contractor activity, the Government reserves the right to witness any inspection and review the FAI Report.
8. Regarding SOW 7.0 GSI. Does “GSI at the convenience of the government” mean that the contract will have DCMA as the administrator so the entire contract is subject to DCMA source or will NSWC-PHD choose on its own to invoke its right to GSI on a case by case basis? The SOL has section E-246-W007 on page 75- how does this apply if it is not clear if GSI will be required all the time versus “at the convenience of the government”.
Answer: The Government intends to delegate the administration of this contract to DCMA.
9. Regarding SOW 8.0 Environmental Testing. Please clarify how this will be done by the USG for cable assemblies?
Answer: The vendor shall follow the requirements as specified by the TDP, if applicable.
10. Regarding SOW 12.3 for Substitute sources of supply. Please clarify if a drawing is “Suggested sources” only, the contractor must get permission from PHD to use another suggested source.
Answer: Yes, qualification plan must be submitted to the US Navy, Approved by the US Navy and the results of the qualification must meet the requirements. When all requirements are met, the US Navy will add that source as a suggested source of supply.
11. Regarding SOW 16.1 PRR. The CLINs 0034 ,0035,0036, 0037 & 0038 are or a quantity of 1 but this 16.1 section of the SOW states PRRs will be done quarterly. Is this per each Base year and Option? Is the “1” to cover all PRRs on a quarterly basis per BY and option Year?
Answer: The CLINs covers BY and each option year. PRR will occur quarterly until the delivery is completed.
12. A) With regards to progress payments, where is the SOL is this identified? We only see it discussed in
Amendment 0001:
Answer: It is the Government's intent to award with progress payments terms and conditions. Therefore, the solicitation includes progress payment clauses: 52.232-16 (Dev) Progress Payments (DEVIATION 2020-
O0010) JUN 2020, 252.232-7004 (Dev) DoD Progress Payment Rates (DEVIATION 2020-O0010) MAR
2020, and 252.232-7016. Only vendors with approved accounting systems may receive Progress Payments.
B) If a contractor obtains DCAA approval for a cost accounting system AFTER being issued the contract for this solicitation, can the contractor be able to request progress payments for the contract for work already performed as well as for the duration of the contract?
Answer: The contract will be modified to add Progress Payment after DCAA approval. DCMA will administer the Progress Payment.
13. Where / When did NSWC provide these 3 documents? We do not see them in the CD sent to us with all the drawings? Can these 3 documents please be sent? 1) TL130-AD-PLN-010-VLS--Configuration
Management Program Plan for the MK 41 VLS, Volume 1, Equipment (Hardware) Configuration
Management. 2) MK 41 VLS Standing Instruction 94-1F, Attachment 6-- Marking for Technical Data, 3)
TL130-AD-PLN-030-VLS-- Firmware Configuration Management.
Answer: TL130-AD-PLN-010, TL130-AD-PLN-030, and MK41 VLS Standing Instructions 94-1F are attached.
14. Please confirm that someone from NSWC fills out this J-S-1 Past Performance Questionnaire since it states
“FROM ASSESSOR INFO”. How do we have responsibility to have this submitted when the bid is due if we are not the ones to fill it out? Where are the instructions for where / to whom we send this to?
Answer: It is the responsibility of the vendor to send the request to whoever the vendor would like to provide the assessment.
15. As we are working on the Proposal content, question concerning Section 2.3 for "Disposition of Technician
Data Package (TDP) and Technical Drawings. This is a complicated request since vendor already has the vast majority of the TDP from previous contracts and data provided by NSWC and the USG. We cannot destroy what we already had prior to this RFQ so destroying the CD provided would only cover this TDP yet we already have most of the documents since we have been many of these p/ns before and have all the component drawings, PLs, NORs on file. Please advise how we are to “destroy” a duplicate copy of what we have already been provided and the requested certification statement. I am not sure if this would be taking an exception to this RFP flow down. Please provide direction.
Answer: The vendor can send the CD back to the Government for disposal. The vendor is under no obligation as a result of this solicitation to delete data/drawings that it already has in its possession.
16. N6339421R0016 AMD 4, Page 122 of 136, Section L, Section 2.3, Disposition of TDP and Technical
Drawings states that Offerors should not transfer the data by any means to a third party. In this case, can an
Offeror provide access to the TDP to its subcontractor’s with whom it is seeking quotes? And if that is not possible, does this mean every subcontractor of every Prime Offeror has to request a TDP CD from PHD?
Answer: Due to the distribution statement on the TDP, contractor can share the drawings with vendors who has JCP.
AMENDMENT 6
1. Per Section 2.2.3 of the RFQ, we know we are to submit our bid via DODsafe,
2.2.3 Proposal Submission:
Proposal submission shall be as follows:
Proposals are due via DoD SAFE (https://safe.apps.mil/) to the following address at or before the date and time in Block 9 of the Standard Form (SF) 33 to jerome.r.pita1@navy.mil and nayneet.kaur@navy.mil.
The e-mail subject line shall contain a reference to the solicitation number.
However, NSWC has to provide us a “request code” in advance as seen here buy this screen shot. We cannot simply go to the site and load docs to drop off w/o an “invitation” from the KO. I know this from having used DODsafe many times.
Please provide us a REQUEST CODE that does will be good thru 12/13/21 5pm PST. I believe these may only be good for 7 days? We do not want to have a delay to submit our proposal so we need the code in advance.
Answer: It will be provided upon request.
2. The PHD answer in amend 0005 to our question for ATE did not address our question in any way and therefore our question is still open.
We asked:
Amend 5 answer was: If the vendor can meet the test requirement IAW the TDP using thier test equipment and test cables, they are free to use those assets for ATE.
Will NSWC please provide targeted / specific answers to our questions?
• ATE- what is the type of test equipment that PHD will provide?
Answer: ATE is designed and developed by the Government.
• Name of the manufacturer and system name of equipment?
• How many ATEs will be provided?
Answer: The Government intends to provide two ATE.
• Will interface test cables be provided to connect the cable assembly under test to the ATE? Your section
4.1 makes reference to “associated interface cables” but does not state if those are USG or contractor supplied. We already have our own ATE dedicated to VLS with test harnesses for all the p/ns we make called out in the RFQ. We do want to use additional ATE to support the volume of work for the existing p/ns we make and more importantly for all the new p/ns.
Answer: Yes, interface cables will be provided.
• Will ATE be provided for both the copper wire cables and a different piece of ATE for the fiber optic cables?
Answer: No, we don't intend to provide ATE for fiber optic cables.
• Can the contractor make a request to NSWC-PHD for which ATE cable tester is purchased?
• Vendor already makes a large portion of the se p/ns and has a dedicated testers (ATE) and interface test harnesses made. If we are provided the same mfr / system of the ATE we use then we can interchange the test cables and programs rather than having different mfrs of the ATE and possibly different interface connectors.
Answer: Vendor can use its own equipment for the contract. Vendor does not have to use Government ATE.
4.1 Automatic Test Equipment
The Government will provide all necessary test equipment to test cables.
The Government has certified the test equipment, along with test program sets for use.
The Contractor shall be responsible for maintaining and calibrating the necessary test capability including
ATE, associated interface cables, test tools and calibration tools.
Changes to certified ATE shall be submitted to the Government for approval and certification.
Can NSWC-PHD please grant a 1 day extension from 12/13/21 to 12/14/21 at 5pm PST?
Answer: Yes, the Government grants a three days extension for final proposal submission from 13 December 2021 to 16 December 2021.
3. Here is a new MAJOR IMPACT question to contractors submitting a bid:
Section 52.217-7 shows this table related to the Option years:
ITEM(S) LATEST OPTON EXERCISE DATE
CLINs 0002, 0003, 0004, 0005 9 months after award date.
CLINs 0007, 0008, 0009, 0010 18 months after award date.
CLINs 0012, 0013, 0014, 0015 27 months after award date.
CLINs 0017, 0018, 0019, 0020 36 months after award date.
CLINs 0022, 0023, 0024, 0025 45 months after award date.
This appears to be different than the Option Year layout in the J-S-2 excel pricing form.
The table above mixes CLINS from the 4 option years for the “last option exercise date”.
For example, CLINs 0002, 3, 4 & 5 can be exercised 9 months after award date yet CLIN 2 is Option year
1, CLIN 3 is Option Year 2, CLIN 4 is option year 3 and CLIN 5 is option year 4. This same layout applies to the other lines in the table below.
Does this mean that for example PHD may award all or some of CLINs 0002, 3, 4 & 5 within 9 months after award date which reflect parts of each of the 4 option years?
If the Option is exercised for these CLINs will they all be awarded at the same time since these are all for the same SYSTEM MODULE CABLE SET? We need to understand this as it directly relates to the costing.
The same question applies for the other lines in the table since each row of the table is for a specific Cable
Set(s):
CLINS 7, 8, 9 & 10 are all for MODULE CABLE SET
CLINS 12, 13, 14 & 15 are all for MODULE DECK & HATCH CABLE SET
CLINS 17, 18, 19 & 20 are all for MK41 MOD 47 ANCILLARY CABLE SET, 4-MOD, 2-MOD
CLINS 22, 23, 24 & 25 are all for EXTENDER CABLE SET
Also, why are option year CLINs 27, 28, 29, 30, 32, 33 not listed in this table above? What is the “last option exercise date” in terms of # of months after award going to be?
Answer: The Government has 5 years to exercise all options on contract. In addition, see Note B, page 2 and clause
52.217-7 VAR I Option for Increase Quantity-SEPARETELY Prices Line. Section 52.217-7 table has been updated, CLINs were added on the table.
4. Given the complexity of this RFQ and the ongoing questions being asked as well as some not being followed up on due to lack of clear PHD responses, we ask that the bid due date of 12/13/21 at 5pm pst please be extended until COB Friday 12/16/21 at 5pm PST. We do not know how long it will take for PHD to respond to this critical question below as well as our 12/4/21 questions below.
Answer: Yes, the Government grants a three days extension for final proposal submission from 13 December 2021 to 16 December 2021.
5. Section 2.2 of RFQ
2.2 PROPOSAL FORMAT AND DELIVERY:
Volume Title Page Limit Electronic Copies via E-mail/DoD Safe
I Price Proposal None 1
II Technical (Non-Price) 100 1
Please clarify what the “1” means for the “Electronic Copies Via DODSafe”.
Does this mean 1 single attachment for the price proposal and 1 single attachment for the Technical proposal?
How is this possible when each proposal has a word file and an excel file?
For example, our Price Proposal contains our Quote notes in a word file to be converted to a PDF AND the
J-S-2 PHD excel file that contains our prices for the CLINS? Therefore we need to have 2 attachments for our price proposal Vol I.
For example, our Technical proposal will have 3 files:
• 1 PDF of our Technical proposal notes and supporting documentation (past USG FAs, examples of our
VLS assembly and inspection procedures)
• 1 excel file for the required CRM (Cross Reference Matrix)
• 1 excel file for FA waivers and p/n similarity info
Therefore, we need to have 3 attachments for the Technical Proposal Vol II.
We do know that there is a 100 page count max for our Tech Proposal, which we will follow that is the total combined our our PDF for the Tech proposal + our FA waivers/pn similarity Excel file.
We know that the CRM is excluded from any page count max.
Answer: There is no page limit to the Price Proposal. "1" means that only one copy of the Price Proposal needs to be submitted. DoD SAFE will allow up to 25 files at a time.
6. Please clarify:
4.2 First Article Inspection
The Contractor shall perform First Article Inspection (FAI) of all assemblies, subassemblies, components and detail parts including castings and forgings in accordance with SAE Aerospace Standard AS9102 Rev
A. The purpose of FAI is to provide objective evidence that all TDP and specification requirements are correctly understood, accounted for, verified, and recorded. An FAI is not required for standard catalog items, commercial-off-the-shelf items, raw materials or items procured in accordance with source control drawings.
PHD wants FAs for sub-assemblies, components and detail parts that are purchased items? Also, the last sentence is not clear. What then is PHD needing if all items are per Navy drawings, vendor items or mil spec items? This is not clear.
FAs for assemblies is clear.
We do receiving inspection of all purchased parts and we do 100% inspection of the cable assemblies we would deliver to PHD.
This deeper call out for FAs for parts is odd.
Answer: If the materials are standard catalog items, commercial items or materials from "Source Control" drawings, then the Government will not require FAI. Any other materials that need to be made, then the Government will reserve the right to inspection.
7. Here is another new question that re-questions a previous PHD answer to a past question:
From Amend 5, PHD answered this question here about DCMA source inspection.
Does the PHD answer above that DCMA will do source, then contradict the section E below where inspection and acceptance is at Destination?
Please advise which will it be.
This is a critical question as it pertains to knowing if DCMA will be doing source inspection on the kits and the contents rather than the normal way PHD does it for cables w/o DCMA.

AMENDMENT 1
1. Question: We are asking if this public file “N6339421R0016 J-3 Material Part List Enclosure” that we downloaded, be sent as an excel file and not a PDF?
Answer: Material Part List Enclosure excel file will be provided.
2. Question: Our question is in regards to past performance. The Solicitation states the following “In addition to references for the prime, the Offeror shall also submit one Past Performance Reference for each proposed subcontract valued at 10% or more of their total proposed price.” What if our company does not have contracts of equal value to the proposed requirement? However, we have performed the same requirements but in a much lower scale.
Answer: The relevancy evaluation considers many factors or elements. The dollar value or size of previous contracts is only one factor.
3. Question: Expected Award date for BASE YEAR contract once the bid closes on 10/12/21?
Answer: See Page 83 of 132. For proposal purposes the estimated date of task order award is 05 January
2022.
4. Question: What does “AOE” for Delivery Info section starting on page 76 of SOL?
Answer: After Option Exercised (AOE). Used in Line Item Detail to define a delivery date for an option line item.
5. Question: Does the SOL allow for upfront $ at time of contract award and or performance based payments for material receipts by a supplier on a monthly basis? If not, can it, given that this is for small businesses and the $ value will be very large and that the cables are to be delivered in kits, which makes for longer time to collect payment.
6. Question: Can the due date be extended given how little time is being offered to review so much data?
Answer: The Government grants a two-week extension for final proposal submission from 12 October
2021 to 26 October 2021.
7. Question: Per earlier request for an extension for the submittal date, is this being considered? 4 weeks is not enough time for the scope of work for costing, quoting plus the time for the substantial write ups for proposal notes.
Answer: The Government grants a two-week extension for final proposal submission from 12 October
2021 to 26 October 2021.
Section B - Supplies or Services and Prices
NOTE A,B,C
NOTE A
Stepladder Pricing. Stepladder pricing is utilized in this solicitation to provide Offerors an opportunity to propose different pricing for separate quantity ranges within applicable Contract Line Items (CLINs). Price evaluation of step ladder CLINs will utilize a randomly selected quantity. Notwithstanding the option to propose different unit pricing for different quantities, the Offeror may propose the same unit price for all quantities.
For all option CLINs with stepladder pricing, the Government may unilaterally exercise a given line item more than once. Option CLINs with stepladder pricing may be exercised until the total quantity purchased equals the maximum quantity listed for that option CLIN in Section B.

CLINs, SLINs or other provisions in this contract set forth option quantities associated with option exercise periods.
Offerors should use those estimated quantities for planning purposes and in the preparation of its proposals including its price proposal. After award of the contract the Government may need to move quantity between these option CLINs. The contract resulting from this solicitation will have a maximum dollar value or a maximum number of units that may be purchased. The Government, may, through contract modification, move quantities of items labor or estimated costs between the option CLINs as long as the contract maximum is not exceeded.
If pricing varies by option exercise period the pricing applicable is the pricing applicable when the option is exercised. For example, items moved from option year four to option year one will be payable at the rates applicable to option year one.
