AMENDMENT 5
QUESTIONS & ANSWERS
1. Could the government please provide the VLS Configuration Management Plan, TL130-AD-PLN-010-
VLS for the subject RFP?
Answer: TL130-AD-PLN-010-VLS, Configuration Management Plan document is attached.
2. Since we do not know how long it will take for NSWC to review and present the answers via a MOD P5 to the RFQ, we ask that the current due date of 12/13/21 per Amend P4 be extended further until 01/07/22 given the upcoming holidays. Many of these questions are critical to the costs associated with determining prices to submit to the customer. Once answers are provided then time will be needed to then incorporate the data and the applicable scope of work into our costs.
Answer: Due to upcoming requirement, the Government cannot extend any longer. The solicitation will close on 12/13/2021.
3. For the option CLINs that have ranges of quantities, does NSWC-PHD want 1 single price for the range
(example if 1-4 kits, does NSWC want $1 regardless of qty or can we provide a quote for different prices depending on the qtys withing that range?
Answer: The pricing should be provided base on the range of quantities as indicated for stepladder pricing.
4. For the option CLINs, will each kit be funded/awarded at the same time in each option Year or will the Kits be independently awarded with only some be exercised at all or at different times during the Option Year?
For example, in Option Year 1 would all 9 Sets be awarded? Is PHD’s funding a package where the Option year is the entire group of cable sets for that particular year or is each Set its own customer? We know that the Base Year all Sets listed will be awarded together.
Answer: The Government reserves the right to exercise option CLINs that will satisfy the Government's requirement at the time of option exercising.
5. For the UID requirement for all CDRLs, does PHD want each assembly within the cable set to have its own
UID AND a UID for the entire Kit? How will that work if the Cable set can be over 100 boxes? Does the customer want the pallet to have the cable Set UID on it while each pn box have their own UID per p/n?
Please clarify. If a UID for the cable set, how will that work w/o a part number for the set since all are words as the description? Per SOW 12.1- please confirm that PHD Will assign serial #s rather than the contractor. Which serial #s? Of each cable assembly and or of the Cable Sets? Will each cable set have to be serialized? For example, if the BY, there are 32 of the Module Cable Set, will PHD want each Cable Set to have their own unique serial # and that serial # will in turn be tied to each of cables with the kit and their respective serial #s?
Answer: UID labels are required for cables that have that requirement on the drawing. The UID label is applied directly to the cable IAW the drawing. Kits and boxes do not get UIDs. The Navy will not assign
Serial Numbers.
6. Regarding SOW 4.1 ATE- what is the type of test equipment that PHD will provide? Name of the manufacturer and system name of equipment? How many ATEs will be provided? Will interface test cables be provided to connect the cable assembly under test to the ATE? Will ATE be provided for both the copper wire cables and a different piece of ATE for the fiber optic cables? Can the contractor make a request to NSWC-PHD for which ATE cable tester is purchased? Vendor already makes a large portion of the se p/ns and has a dedicated testers (ATE) and interface test harnesses made. If we are provided the same mfr / system of the ATE we use then we can interchange the test cables and programs rather than having different mfrs of the ATE and possibly different interface connectors.
Answer: If the vendor can meet the test requirements IAW the TDP using their test equipment and test cables, they are free to use those assets for ATE.
7. Regarding SOW 4.2 FAI. Will PHD require delivery of the actual FA unit with a AS9102 FA report for approval? If so, will there be any type of fit/electrical tests at PHD? Or will PHD only require delivery of the FA report?
Answer: FAI is a contractor activity, the Government reserves the right to witness any inspection and review the FAI Report.
8. Regarding SOW 7.0 GSI. Does “GSI at the convenience of the government” mean that the contract will have DCMA as the administrator so the entire contract is subject to DCMA source or will NSWC-PHD choose on its own to invoke its right to GSI on a case by case basis? The SOL has section E-246-W007 on page 75- how does this apply if it is not clear if GSI will be required all the time versus “at the convenience of the government”.
Answer: The Government intends to delegate the administration of this contract to DCMA.
9. Regarding SOW 8.0 Environmental Testing. Please clarify how this will be done by the USG for cable assemblies?
Answer: The vendor shall follow the requirements as specified by the TDP, if applicable.
10. Regarding SOW 12.3 for Substitute sources of supply. Please clarify if a drawing is “Suggested sources” only, the contractor must get permission from PHD to use another suggested source.
Answer: Yes, qualification plan must be submitted to the US Navy, Approved by the US Navy and the results of the qualification must meet the requirements. When all requirements are met, the US Navy will add that source as a suggested source of supply.
11. Regarding SOW 16.1 PRR. The CLINs 0034 ,0035,0036, 0037 & 0038 are or a quantity of 1 but this 16.1 section of the SOW states PRRs will be done quarterly. Is this per each Base year and Option? Is the “1” to cover all PRRs on a quarterly basis per BY and option Year?
Answer: The CLINs covers BY and each option year. PRR will occur quarterly until the delivery is completed.
12. A) With regards to progress payments, where is the SOL is this identified? We only see it discussed in
Amendment 0001:
Answer: It is the Government's intent to award with progress payments terms and conditions. Therefore, the solicitation includes progress payment clauses: 52.232-16 (Dev) Progress Payments (DEVIATION 2020-
O0010) JUN 2020, 252.232-7004 (Dev) DoD Progress Payment Rates (DEVIATION 2020-O0010) MAR
2020, and 252.232-7016. Only vendors with approved accounting systems may receive Progress Payments.
B) If a contractor obtains DCAA approval for a cost accounting system AFTER being issued the contract for this solicitation, can the contractor be able to request progress payments for the contract for work already performed as well as for the duration of the contract?
Answer: The contract will be modified to add Progress Payment after DCAA approval. DCMA will administer the Progress Payment.
13. Where / When did NSWC provide these 3 documents? We do not see them in the CD sent to us with all the drawings? Can these 3 documents please be sent? 1) TL130-AD-PLN-010-VLS--Configuration
Management Program Plan for the MK 41 VLS, Volume 1, Equipment (Hardware) Configuration
Management. 2) MK 41 VLS Standing Instruction 94-1F, Attachment 6-- Marking for Technical Data, 3)
TL130-AD-PLN-030-VLS-- Firmware Configuration Management.
Answer: TL130-AD-PLN-010, TL130-AD-PLN-030, and MK41 VLS Standing Instructions 94-1F are attached.
14. Please confirm that someone from NSWC fills out this J-S-1 Past Performance Questionnaire since it states
“FROM ASSESSOR INFO”. How do we have responsibility to have this submitted when the bid is due if we are not the ones to fill it out? Where are the instructions for where / to whom we send this to?
Answer: It is the responsibility of the vendor to send the request to whoever the vendor would like to provide the assessment.
15. As we are working on the Proposal content, question concerning Section 2.3 for "Disposition of Technician
Data Package (TDP) and Technical Drawings. This is a complicated request since vendor already has the vast majority of the TDP from previous contracts and data provided by NSWC and the USG. We cannot destroy what we already had prior to this RFQ so destroying the CD provided would only cover this TDP yet we already have most of the documents since we have been many of these p/ns before and have all the component drawings, PLs, NORs on file. Please advise how we are to “destroy” a duplicate copy of what we have already been provided and the requested certification statement. I am not sure if this would be taking an exception to this RFP flow down. Please provide direction.
Answer: The vendor can send the CD back to the Government for disposal. The vendor is under no obligation as a result of this solicitation to delete data/drawings that it already has in its possession.
16. N6339421R0016 AMD 4, Page 122 of 136, Section L, Section 2.3, Disposition of TDP and Technical
Drawings states that Offerors should not transfer the data by any means to a third party. In this case, can an
Offeror provide access to the TDP to its subcontractor’s with whom it is seeking quotes? And if that is not possible, does this mean every subcontractor of every Prime Offeror has to request a TDP CD from PHD?
Answer: Due to the distribution statement on the TDP, contractor can share the drawings with vendors who has JCP.
