SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

Amendment 1:

Q&A and Revisions

The purpose of this amendment is to add K-227-W001 INSTRUCTIONS FOR OBTAINING EXPORT-

CONTROLLED TECHNICAL DATA (NAVSEA) (OCT 2018) to section K of the RFP and to provide response to questions.

1) Question: May we make internal copies of the CD to permit our locations in PA and FL to both work with the information (we will maintain control over the CD on a separate computer not on the network)?

Response: Yes, internal copies of the TDP CD are allowed as long as the procedures in Section L, Paragraph 2.3, Disposition of Technical Data Package (TDP) and Technical Drawings are followed.

2) Question: Currently we are not able to share with third parties. For material quotes with suppliers, the

TDP, BOMs, drawings etc may need to be shared with suppliers for pricing. With the restrictions, how should this be managed? Do we request permission from you and Nayneet specifically naming the supplier?

Response: To comply with International Traffic in Arms Regulations (ITAR, the TDP cannot be shared with third parties. If a possible third party vendor needs a copy of the TDP, they need to be under the Joint

Certification Program and request a copy of the TDP.

3) Question: Requesting instruction/authorization from the Government for the process to provide the TDP to vendors in order for vendors to quote source assembly support under the Solicitation.

Response: To comply with International Traffic in Arms Regulations (ITAR, the TDP cannot be shared with third parties. If a possible third party vendor needs a copy of the TDP, they need to be under the Joint

Certification Program and request a copy of the TDP.

4) Question: Requesting an additional 30 calendar day extension of time to submit the RFP response (from 25

Sep 2020 until 25 Oct 2020).

Response: The Government does not intend to extend the proposal due date at this time, should the

Government choose to do so, an RFP Amendment would be released.

Response: The requested information is not required for industry to respond to this RFP.

2) Question: Have the UCEU been built using any drawings in the provided TDP before with manufacturing redlines collected and incorporated?

Response: The requested information is not required for industry to respond to this RFP.

3) Question: Which CLINs does the Government plan to execute on the first order?

Response: CLINs 0002AA – 0002AD, 0003AA – 0003AD, 0004AA – 004AD

4) Question: Does the Government have and are willing to provide 3D model files of the Mechanical items to the awardee?

2) Question: Will the Government identify preferred dates for exercising Optional CLINs and/or Optional

Quantities for UCEU and W2/W3 Cables per year?

Response: GOVT response: As stated in the RFP, “This option CLIN may be exercised at any time within 5 years of award.”

3) Question: Does the Government intend to exercise the base contract CLINs simultaneously with Option

CLINs or multiple Option CLINs simultaneously?

Response: GOVT response: As stated in the RFP, “This option CLIN may be exercised at any time within 5 years of award.”

4) Question: Will the Government identify preferred Product Data Management (PDM) tools for

Configuration Management?

Response: GOVT response: No, the tool is at the vendors’ discretion, as long as it complies with the CM plan.

5) Question: In Section L, Factor 2: Past Performance, sub‐section (c) it states that "the submission of

Contractor Performance Assessment Reporting System (CPARS) evaluations in lieu of PPQs is acceptable" and in Section L, Factor 2: Past Performance, sub‐section (d) it states "While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror." Will the Government allow the entire CPARS documentation (consisting of multiple pages) to be included as an attachment to the Vol. II Technical (Non‐

Price) Proposal and not included in the volume page count?

Response: The Government will allow for the entire CPARS documentation as long as it is part of the contract(s) mentioned in Factor 2: Past Performance and is meets the criteria mentioned in the RFP. The

CPARS will not be included in volume page count.

Response: Clear identification of the Factors shall be used instead of tabs and dividers.

7) Question: Please confirm that the Title Page, Table of Contents, List of Figures, List of Tables, Index Pages and Glossary are not included in the page counts.

Response: Please refer to Section L of the RFP. Section L, Paragraph 2.2 states what is and what is not included in the page limit/count.

8) Question: There is no requirement for First Article Testing (FAT) stated in the RFP or SOW, but on page

96 of 108, Section L, paragraph Element 2: Factory Acceptance Testing in accordance with TDP states

"The Offeror shall address personnel, facilities, fixtures, software, and test equipment required to successfully conduct first article testing to objectively verify product compliance to the TDP." Please clarify this discrepancy or will the Government remove this reference to First Article Testing?

Response: First Article Testing will be changed to Factory Acceptance Test in accordance with TDP, Section L, Element 2, has been revised to read Factory Acceptance Test vice First Article Testing.

9) Question: Please provide appropriate acceptance test procedures for the GFP acceptance test equipment

(ATE). Please confirm if the test results from the ATE are automated or manually derived.

Response: Test results will be automated derived from the ATE.

10) Question: For the Government Furnished Property (GFP) listed below, please clarify the components and fixtures that comprise such GFP and if the GFP includes any required cabling and/or ESS fixtures.

1) CM ATE

2) S9100 ATE

3) PM ATE

4) SAVE ATE

Response: All required cabling and fixtures will be provided with the ATEs.

11) Question: CLIN 0002 through CLIN 0004 identify incremental delivery dates and quantities starting with a

9 month ADC lead time. For the Option CLINs 0005 through 0007 and 0011 through 0013, will the

Government allow for incremental delivery dates and quantities with the same the same or similar lead times as provided for CLINs 0002 through 0004?

Response: Yes, when exercised, the delivery dates and lead times will be similar to base year CLINs.

Response: Yes, same response as question 11.

13) Question: For any solicitation sections with "Offeror Fill‐ins" or request for other information or data, should Offeror include in the Volume I Price Proposal only the specific RFP page as filled‐in or the complete Section containing such RFP pages as filled in?

Response: The Offeror should include all fill-ins as part of the complete SF-33.

14) Question: Please confirm that for each CLIN delivery, except for CLIN 0001 CDRLs, that the CLIN is

"FOB:Destination" rather than "FOB:Orign".

Response: Each CLIN/SLIN states it is FOB: Destination.

15) Question: Please provide the following test specification documents that were not located in the provided

TDP documentation:

8660262 (applies to 8660231)

8660317 (applies to 8660250)

8660519 (applies to 8660458)

8660520 (applies to 8660462)

Response: The Government will furnish the GFE required to support test requirements associated with

8660262, 8660317, 8660519, and 8660520. All GFI/GFE, including these ATR's, will be provided along with the GFE required to support test.

16) Question: If an offeror chooses to include full page IMS figures as an attachment to the Volume II

Technical, can they be excluded from the page count?

Response: Please refer to Section L of the RFP. Section L, Paragraph 2.2 states which is and what is not included in the page limit/count. The Government does not intend to count figures that are attachments as part of the page limit/count.

Test Station GFI is needed to properly assess the labor needed to maintain and calibrate the ATE, as well as the time/cost for performing the tests called out in the TDP.

Response: The Government will provide GFE and be responsible for the maintenance of the ATEs.

18) Question: Automatic Test Equipment - S9100 Automated Test Equipment is identified as GFP. Please clarify that the government intends to deliver, set up, verify operation, and instruct the contractor on proper procedures.

Response: The Government will deliver, set up, and provide training on operating the ATEs.

Response: WS20130, PET Requirements only apply to assemblies or components which specifically indicate on their drawing, they have to be tested IAW WS20130.

20) Question: Paragraph thet begins with "The Contractor shall hold program reviews commencing after contract award which shall cover progress, schedules and problems." Number/Frequency of program reviews not specified. (Not the same as management meetings discussed in following paragraph)

Response: Program Review will be conducted quarterly.

21) Question: TECHNICAL PROPOSAL – SPECIFIC REQUIREMENTS – SUPERSEDING PART

NUMBERS (NAVSEA) (OCT 2018) - The provision only discusses DMS identified at time of proposal submission. There is no no mention of being able to invoke a DMS clause during execution.

Response: The Government will conduct DMSMS.

22) Question: Item No 2 & 3 of Section B - Is the various 0002 AA, AB, AC, AD expected to be part of a single award, or do they need to be priced assuming no overlap. Likewise on CLIN 0003

Response: CLIN 0002 AA, AB, AC, AD are part of the base year award.

23) Question: Note these items are all noted as FOB Destination - Which means they would be accepted at the receiving facility. Is acceptance at that site just inspection that it arrived safely? What criteria will be used at the destination?

Response: DCMA will sign off before delivery and inspection at destination will ensure that it arrives safely.

24) Question: How are items such as : design changes due to obsolete parts, TDP changes due to issues discovered during production, design changes as a result of field testing etc. expected to be covered. Is that all out of scope of this contract, and would be handled via the change clauses?

Response: The Government will be responsible for any design changes.

25) Question: Is the customer willing to entertain changes to the POP deliveries? We note with concern that the options are all 26 weeks after execution and may be exercised at any time within 5 years of award. For example, delivery of 90 units for CLIN 0011 in 6 months after execution, without proper lead time to procure material if there is a break in production, will be challenging. Are there any adjustments if the government chooses to execute two options at the same time (e.g., simultaneously award options 0008 and

0011 and expect 120 units in 6 months).

Response: The delivery and lead time for options CLINs will be similar to the base year CLINs.

26) Question: Both W2 and W3 cable assembly drawings (8660265 & 8660266) include a "Qualification

Testing Requirements" note that includes multiple destructive testing requirements. Are these qualification tests required by this Build To Print effort, or were the qualification tests already confirmed by the design agent? If the qualification tests are required to be performed by this Build to Print effort, how many total units of each part number are required to complete each test?

Response: No qualification tests are required for the W2 and W3 cables.

27) Question: CLINS 2, 5, 8, 11, 14, 17, and 20 call for the top level UCEU Assembly 8660230. Included in the 8660230 assembly are the W2 and W3 cables as find numbers 3 and 4, 8660265 and 8660266 respectively. These same cables (W2 and W3) are then called out again as deliverable items in CLINS 3, 4, 6, 7, 9, 10, 12, 13, 15, 16, 18, 19, 21 and 22. Will contractors be required to deliver the W2 and W3 cables within CLINS 2, 5, 8, 11, 14, 17, and 20 or are the cables intended to be removed from the UCEU top level assembly 8660230 as separate deliverables in CLINS 3, 4, 6, 7, 9, 10, 12, 13, 15, 16, 18, 19, 21 and 22?

Please confirm the intention of the Government to procure the W2 and W3 cables within the top level

UCEU Assembly as well as standalone deliverables.

Response: The Government intends to buy the W2 and W3 cables within the top level UCEU assembly as well as standalone deliverables.

28) Question: The TDP contains DWGs for the HEB CCAs (8660458 & 8660462) but the part numbers do not seem to be referenced in the overall UCEU assembly. These DWGs call out the same parent (8660457) and same end item (8660450). The TDP does not contain the referenced DWGs for either of the parent or end item part nor are any of these part numbers called out in PLs. Please provide clarification on why the HEB

CCAs DWGs (8660458 & 8660462) are included in the TDP. Please provide DWGS for parent (8660457) and end item (8660450).

Response: The HEB CCAs (8660458 HEB Interface and 8660462 HEB Driver) are not part of the UCEU

TDP. The vendors should ignore these drawings.

The following drawings are also not applicable to the UCEU: 8660430 Harness, Ethernet, HEB/MEB

8660431 Assembly, CCA Cage, MEB

8660458 CCA, Interface HEB

Duplicated information within a given factor may be included in full once and referenced thereafter, as long as there is a clear reference to the duplicated information. If the duplicated information is for different evaluation factors, then it must be included in full text individually under each factor.

2.2.1 Format:

The Offeror’s company name shall appear at the top of each page in the header section.

Legibility, clarity, and compliance with the requirements of the solicitation are essential. Failure to provide the requested information may adversely affect the Government’s evaluation of the

Offeror.

The electronic proposal shall be prepared so that if printed, the proposal meets the following format requirements: no smaller than size 12 Times New Roman font on standard 8-1/2 by 11-inch paper. Text line spacing shall be one line. One-inch margins on each side, including top and bottom are required. The Offeror shall submit a Cross Reference Matrix (CRM) for the Technical Volume, similar to the example below to help ensure that all solicitation requirements are addressed and to facilitate the evaluators’ review of the Offeror’s proposal. The CRM should be a single integrated matrix and cross- reference the proposal volumes and paragraphs to specific solicitation requirements, as well as other parts of the proposal that contain relevant information. The Offeror’s CRM may use the table below a basis for the CRM matrix. The matrix columns should indicate the Section

L paragraph, the applicable SOW paragraph, the Section M Evaluation Factor, and any proposal references. The table below may be revised to add columns to indicate the page number on which information may be found, identify where other relevant information in the proposal is located, or provide other comments. The CRM does not count against any of the proposal page limitations.

Each factor and volume shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with a minimum of cross-referencing to other factors and volumes of the proposal. Cross-referencing within a given factor is permitted where its use would conserve space without impairing clarity. In the event an Offeror decides to cross reference information, it is the responsibility of the Offeror to include the information in full and provide clear references to that information in other portions of the factor where the Offeror would like the evaluators to consider any duplicated information. Nevertheless, Offerors are reminded of their burden to present its capability in a manner that is clear for evaluators.

To facilitate the evaluation, the proposal should be sufficiently detailed and complete to clearly demonstrate that the prospective Offeror has a thorough understanding of the requirements and the technical and management problems inherent therein. It should also contain sufficient detail to indicate the proposed means for complying with all applicable specifications. Statements that the prospective Offeror understands and can or will comply with all specifications, statements paraphrasing the specifications or parts thereof, and phrases such as “standard procedures will be employed” or “well known techniques will be used”, etc., are insufficient.

FACTOR 1: TOTAL PRICE

Offerors shall submit a complete price proposal that addresses all information required to evaluate the pricing proposed for each Contract Line Item Number (CLIN). The price proposal shall be a separate volume from the technical (non-price) proposal. It is expected that the resulting contract will be awarded based upon a determination that there is adequate price competition. Therefore, the Offeror is not required to submit or certify cost and/or pricing data with their proposal.

If after receipt of proposals, the Contracting Officer determines that adequate price competition does not exist in accordance with FAR 15.403-1 or that only one offer is received, the Offeror shall provide certified cost and/or pricing data as requested by the Contracting Officer.

The price and cost summaries provided in Volume I must not conflict with the data submitted in

Section B schedules. In the event of a discrepancy, prices found in the filled-out Section B shall be utilized.

Volume I of the proposal shall include pricing spreadsheets for all CLINs, for all items (with options) as described in Section B. Spreadsheets shall be in Microsoft Excel format with cells containing working formulas that are visible for Government examination of price buildup and methodology. *All pricing shall be proposed in whole dollars*

FAR 52.215-1(f)(8) applies here, and states: “The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items. Unbalanced pricing exists when, despite an acceptable price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.”

a. In addition, the Government will assess the adequacy and completeness of the Offeror provided information required for this factor. Offerors that submit inadequate or incomplete information may render the proposal ineligible for award.

b. The Government evaluation will include the prices for the option quantities. Evaluation of quantity options will not obligate the Government to exercise the options.

SMALL BUSINESS SUBCONTRACTING PLAN: Large Business Offerors under the applicable NAICS code are required to submit a Subcontracting Plan in accordance with L-219-

H001 SUBMISSION OF SMALL BUSINESS SUBCONTRACTING PLAN (NAVSEA)(JAN

2019) shall include the Subcontracting Plan as an attachment under Volume I of their proposal.

2.5 VOLUME II – TECHNICAL (NON-PRICE) PROPOSAL

No price information shall be included in this volume.

Volume II – Technical (Non-Price) Proposal shall be organized as follows with corresponding binder tabs:

Factor 2: Past Performance

Factor 3: Technical Capability

Element 1: Production Assembly in accordance with SOW and TDP

Element 2: Factory Acceptance Testing in accordance with TDP

Element 3: Physical Assets and Facilities to be used in Production and Testing

FACTOR 2: PAST PERFORMANCE

a. Offeror shall provide a minimum of one, maximum of three Past Performance References with their proposal for like or similar efforts the company has performed within the last five years from the date of proposal submission. Offeror shall also submit one Past Performance

Reference for each proposed subcontract valued at 10% or more of their total proposed price. The contracts identified should demonstrate in-depth knowledge and successful implementation of contracts of similar scope and complexity to this solicitation. Similar scope and complexity means having performed most of the types of support efforts identified in the SOW and TDP for this solicitation. The identified contracts can be with

Federal Government, commercial or other customers.

b. The Past Performance Questionnaire (PPQ), included as Attachment J-S-1 to the solicitation, is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal for Factor 2. Include with your proposal submission a copy of the PPQ Cover Sheet. In order to expedite the evaluation process, the

Offeror may complete the “Contract Information” portion of the PPQ for the convenience of the client POC. The Offeror shall not, however, complete any other section of the PPQ on behalf of the client POC. The PPQ shall be provided to the client POC with instructions to complete and submit it directly to the Contracting Office to the Contract Specialist at ashley.yosuico@navy.mil with copy to Nayneet.kaur@navy.mil by the closing date and time specified on the cover page of the solicitation, Block 9. Completed PPQs are to be emailed from the client directly to the Contracting Officer and Contract Specialist.

Completed PPQs are NOT to be submitted via the Offeror. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the Offeror. The Government reserves the right to consider any PPQs received after the due date and to contact those clients that do not respond to the PPQ.

c. Submission of Contractor Performance Assessment Reporting System (CPARS) evaluations in lieu of PPQs is acceptable. An Offeror who has an effort, which is covered by one or more CPARS evaluations, need not submit a PPQ for that same effort. The narrative submitted with Volume II, Factor 2 should clearly identify the contract number/task order number for any effort for which the Offeror is relying upon a CPARS evaluation rather than submitting a PPQ.

d. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside the Government. This information may include, but is not limited to, past performance information retrieved through CPARS, the Federal Awardee Performance and Integrity Information System

(FAPIIS) database, the Past Performance Information Retrieval System (PPIRS) Report

Cards using all CAGE/DUNS numbers of team members identified in the Offeror’s proposal, inquires of owner representative (s), points of contact identified by the Offeror in its proposal, personnel knowledge, and any other known sources not provided by the

Offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

Previous Contracting Effort Narratives

The Offeror shall also provide a Previous Contracting Effort Narrative detailing the following information:

a. Description of how the scope for this past contract/task order relates to this effort in scope and complexity.

mailto:ashley.yosuico@navy.mil mailto:Nayneet.kaur@navy.mil

b. Description of the significant achievements, challenges or obstacles that were encountered during contract performance and the measures taken to overcome challenges and obstacles.

c. If the Offeror cites as a past performance reference a contract that was not awarded to the

Offeror as a Prime Contractor the proposal shall demonstrate why the past effort is none the less relevant

FACTOR 3: TECHNICAL CAPABILITY

TDP that are either requested by the Contractor, or changes provided by the Government in accordance with the SOW paragraph 12.4. The Offeror shall provide examples, minimum one but no more than two, of instances it has received updated production requirements.

Examples should describe how the Offeror’s team successfully dealt with updating production line(s) and processes, interfaced with vendors, met required delivery dates, and ensured quality was maintained.

c. The Offeror shall provide sufficient details for evaluation of its proposed Quality Assurance

Plan and address how it intends to ensure the manufacturing quality of its subcontractors and other vendors in accordance with the SOW paragraph 19. The proposal shall also specifically discuss availability of facilities and assets during the contract period of performance.

b. The Offeror shall describe availability of necessary production, assembly and test facilities capabilities including access to physical plant facilities, required production and test equipment, special test ranges or facilities and skilled production, test and engineering support personnel.
