About this file
This is Notice No. 22 containing pre-proposal questions and answers for RFP N62742-25-R-1319, which pertains to the FY21 MCON Project P-649 Guam Joint Communications Upgrade at Marine Corps Base Camp Blaz. The document provides clarifications on several technical aspects including: archaeological monitoring requirements for specific portions of the Area of Potential Effects (APE), particularly in yellow-shaded areas and the Skaggs portion; confirmation that a fully operational access control facility is not required before construction starts; specifications for radon mitigation systems with testing requirements if levels exceed 4.0 pCi/L; and various door-related clarifications including the change from aluminum to stainless steel fire-rated doors.
The notice also addresses questions about eMASS package requirements, where the contractor/ISSE is responsible for completing 100% of submittals and answering all CCI Security Controls, with initial setup handled by CIO CyCx. Additional clarifications cover exterior painting of fuel storage tanks, door hardware sets, fire extinguisher specifications (discrepancy between 10-pound vs 5-pound units), and wall type classifications. Several items are noted as being revised in forthcoming amendments, including the Small Business Subcontracting Plan template regarding FF&E inclusion.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-25-R-1319
WON 1614533, FY21 MCON PROJECT P-649 GUAM JOINT COMMUNICATIONS
UPGRADE MARINE CORPS BASE CAMP BLAZ, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
RESPONSE REVISED FROM NOTICE NO. 15 DATED JANUARY 24, 2025:
206. Per specification section 01 57 19 para 3.4.1 Archaeological Resources, “There are no known archaeological resources within the work area that require protection or mitigation.”
Please confirm that as a result, no Archaeological Monitoring and Discovery Plan (AMDP) is required for this Project.
REVISED ANSWER: Based on the correspondence found in the Sec 106 consultation for the P- 649 Record of CATEX (RCE), archaeological monitoring is required for the yellow-shaded portions of the Area of Potential Effects (APE) found on pages 42-58 of Enclosure 2:
Administrative Record (See Note 15). Should ground disturbance (i.e., excavation) be required within the Skaggs (previously "Andersen South") portion of the APE (p 59 of Administrative Record), archaeological monitoring is required and NAVFAC Marianas will need to re-initiate consultation with the Guam SHPO on behalf for JRM as per the 23 Sep 2021 communication (p 41 of Administrative Record).
RESPONSES DEFERRED FROM NOTICE NO. 19 DATED FEBRUARY 04, 2025:
334. Secure Laydown Area – General Work Restrictions; In view of the inclusion of a special use space within the footprint of the P-649 Comms facility is the creation of a fully operational access control facility and functioning secure storage area a prerequisite to the start of full-on construction work. If so, please identify the work restrictions that will be imposed on the KTR
RFP N62742-25-R-1319
Notice No. 22
RFP N62742-25-R-1319
and the period such work restrictions will remain in force before the Governments construction security monitoring contractor is able to achieve a program for the prevention & detection of security breaches.
ANSWER: Per SSM, a fully operational access control facility and functioning secure storage area is not a prerequisite to the start of construction of the fixed facility. Thus there are no work restrictions imposed on the Contractor.
345. Section 33 56 10 Factory Fabricated Fuel Storage Tank Paragraph 2.5.2, Exterior Surfaces, Aboveground Tanks state to protect the exterior surfaces as specified on Section 09 90 00 Paints and Coatings but the latter section did not specify the type of painting or coating to be applied. Kindly please advise or confirm.
ANSWER: Will revise section 09 90 00 to add exterior painting of carbon steel materials in a forthcoming amendment.
346. Door Schedule, Communication Building (A-515), North Warehouse (A-605B), South Warehouse (A-605C), Fire Rated Aluminum Doors, Doors # 426A, 453, B07B, and C07B are scheduled as Fire-Rated Aluminum Doors.
Historically, aluminum door vendors are not able to meet the 45 mins to 1 HR Fire Rating and will not be compliant with the drawings. Please revisit and clarify.
ANSWER: Will revise to fire rated stainless steel doors in a forthcoming amendment.
354. Reference Specification Section 31 21 13 RADON MITIGATION. There are several references to “approved design” in this section. Since the bidding/construction documents are fully designed, please confirm that the Contractor will not be required to perform any Radon Mitigation design services.
ANSWER: Final radon mitigation design will depend on initial readings of radon levels at the site. If levels are at or above 4.0 pCi/L then contractor will need to provide exhaust fan, controller, and discharge piping per specification section 31 21 13. If radon levels are below
4.0 pCi/L then exhaust fan and controls may not be required, but piping design must still adhere to specification section 31 21 13.
355. Reference Specification Section 31 21 13 RADON MITIGATION. Paragraph 2.1c.
includes, “Should initial radon tests identify radon levels of 4.0 pCi/L or more, provide radon mitigation fan assembly (including fan, controller, disconnect switch, performance monitor) and activate. Once fans are provided and activated, perform a post-mitigation radon test to ensure that radon levels are less than 4.0 pCi/L. Should post-mitigation radon test identify radon levels above 4.0 pCi/L, contact the Contracting Officer for course of action and further direction.” Since it is not possible to know prior to bidding whether or not the mitigation fans and subsequent post-mitigation testing will be required, please confirm that the fans, controllers, etc., and post-mitigation testing work would be added to the Contract via contract modification.
ANSWER: For bidding purposes assume radon mitigation levels of 4.0pCi or less.
356. Please reference Government response to RFI number 159, Notice 18. Please clarify to what level the Government will establish the eMASS package. Will the Contractor be required to complete 100% of the eMASS package and management requirements, or will the Government complete the package and hand over to the Cybersecurity Contractor to manage.
Also, will the Government provide the Technical Response for all CCI Security Controls, or will the ISSE do that as well.
ANSWER: Per section 1.7 of the 25 08 11.00 20, CIO CyCx will be responsible for initially setting up eMASS records and authorization package, and the contractor/ISSE is responsible to complete 100% of the submittals to meet eMASS requirements. Reach out to CIO CyCx (m-gu-navfac-cio-cycx@us.navy.mil) for account registration and set up. The ISSE is also responsible for answering all CCI Security Controls. This is part of step 3 of the Risk Management Framework and is referenced in the 25 08 11.00 20, section 3.1.3.
RESPONSE REVISED FROM NOTICE NO. 21 DATED FEBRUARY 07, 2025:
320. Reference Spec section 08 71 00- Door Hardware and Amd #4 drawings A-512, A-513 and A-515 in regards to updated hardware set numbers. New hardware sets were added in this amendment and are not specified in Spec section 08 71 00. Please provide the details for the missing sets.
REVISED ANSWER: Hardware Sets 16A, 23A, 42, 43, 44, 45 were added in the AMD 0004 narrative.
RESPONSES FOR NOTICE 22:
358. Reference Spec section 08 16 00, Para 2.3.2.1 and Amd #4 Drawing A-511 regarding Type A Doors. Para 2.3.2.1 states the doors have “facing sheets with a vertical ribbed surface”, whereas the description for Type A door on drawing A-511 describes this as “Aluminum Exterior Fluted Face Pattern”. A ribbed surface (raised parallel ridges) is not the same as a fluted surface (concave grooves). Please clarify.
ANSWER: Confirmed, fluted face pattern. Texture of door should not affect the construction cost and can be evaluated through the Construction Submittal process.
359. Reference Type A patterned Aluminum doors. Our suppliers are having difficulty finding a manufacturer of these doors. Please provide a Basis of Design.
ANSWER: There are several manufacturers that carry fluted face patterned aluminum doors.
Basis of Design is based on Cross Aluminum.
360. Reference Fire rated,Type A patterned Aluminum doors. Our suppliers are having difficulty finding a manufacturer of these doors. Please provide a Basis of Design for these fire-rated doors as listed below:
426A
BO7B
C07B
ANSWER: See response to RFI Q342 and Q343.
361. Reference Amd #4, Drawing A-605B regarding Aluminum fire-rated doors B02A and B03A. Aluminum doors are not fire-rated. Please advise if alternate materials such as steel doors would be acceptable for these door types.
ANSWER: See response to RFI Q346.
362. Reference Amd #4, Drawing A-605B regarding Aluminum fire-rated doors C02A and C03A. Aluminum doors are not fire-rated. Please advise if alternate materials such as steel doors would be acceptable for these door types.
ANSWER: See response to RFI Q346.
363. Reference drawing A-514 in regards to Door 359. This is listed as type B door. Please clarify if this should be a type E door instead.
ANSWER: Confirmed, it should be type E. Will revise in a forthcoming amendment.
364. Reference Door schedules regarding Frame Construction. Numerous doors are listed with the Frame Construction as STL, but there is no STL designation under Frame Construction on the Door Notes #4. Please clarify.
ANSWER: Revised in AMD 0009 drawings. See response to RFI Q178.
365. Reference Amd #9 Drawing A-406A and Amd #12 Drawing A-502 in regards to the Wall types that house Door 331. Drawing A-406A notes Wall Type 4A on the West wall of this room and Wall Type 5B on the East wall of this room. Please clarify the following:
a. What is the wall type for the wall that houses Door 331?
b. There is no wall type 5B listed on Drawing A-502. Please clarify.
ANSWER: Wall type that houses Door 331 should be Wall Type 4B. Wall Type 5B is listed above the Wall Type 5 title on Drawing A-502.
366. Specification Section 10 44 16 Fire Extinguishers and Communication Building Drawings G-102A to G-102C; Fire Extinguisher; Section 10 44 16, paragraph 2.1.3 specifies a 10-pound extinguisher, while drawings G-102A to G-102C indicate a 5-pound extinguisher.
Please review and clarify this discrepancy.
ANSWER: Will revise spec section 10 44 16 in a forthcoming amendment.
367. I want to clarify before I go further. On the Small business plan we include FF&E or we exclude FF&E.
One form requests all CLINS to be included.
However, the other form, excludes the FF&E CLINS
Please clarify.
ANSWER: Will revise SMALL BUSINESS SUBCONTRACTING PLAN (TEMPLATE) in a forthcoming amendment.
